The Chinese State Council's representatives for the Hong Kong and Macau Affairs Office have recently held a press conference in which they again expressed, this time in a pointed way, the official views of the Central Government, on the situation in Hong Kong.

Yet foreign elements need no longer be tied to states; and there are certainly many civil society groups with global networks with an interest in the developments in Hong Kong.

女士们、先生们,大家下午好!欢迎大家出席国务院新闻办吹风会。上周国务院新闻办举行新闻发布会,邀请国务院港澳办新闻发言人和大家见面,介绍对当前香港事态的立场和看法。正如上次发布会结束的时候杨光先生所说的,将来还会有更多的机会和大家交流。今天,我们再次邀请两位发言人杨光先生和徐露颖女士进一步和大家沟通交流。
首先,请杨光先生作介绍。

各位新闻界的朋友们,大家下午好!我们今天在这里举行媒体吹风会。在媒体吹风会开始之前,我想先借大家的镜头,向香港的市民问好。
上周,我们举行新闻发布会,表明对当前香港事态的立场和看法。香港社会乃至国际社会对此高度关注,内地广大人民群众反应也很热烈。我们从中感受到坚决维护“一国两制”方针和基本法、坚决捍卫香港法治、坚决支持林郑月娥行政长官和特区政府依法施政、坚决支持香港警队严正执法的强大正能量。
但我们同时也看到,过去一个多星期,暴力违法活动仍在持续。8月5日,反对派又发起旨在瘫痪香港的罢工行动。面对这种严峻形势,越来越多的人认识到,香港不能再乱下去了!今天,我想围绕对香港近期发生的事情怎么看和下一步该怎么办,与大家作些交流。
人所共知,近两个月来,在香港发生的示威游行活动完全超出集会、游行、示威自由的范畴,已经演化为极端暴力行为,而且手段不断翻新、烈度不断升级、破坏性不断加剧,令人触目惊心。一小部分激进示威者以警察为袭击目标,使用的工具从砖头、铁枝发展到烟雾弹、汽油弹、弓箭等致命武器,并实施纵火,还有人在网上公然鼓吹使用致命手法袭击警察。这些行为对香港警务人员和广大市民的生命财产安全造成严重伤害。已有461人在暴力冲突中受伤,其中包括139名警务人员。更令人愤慨和需要高度警觉的是,部分激进分子撕毁香港基本法,污损国徽。8月3日傍晚,几名无耻之徒在尖沙咀拆下某建筑物前悬挂的中华人民共和国国旗,扔入海中。这一行径严重触犯法律,公然冒犯国家尊严,挑战“一国两制”原则底线。8月5日,反对派发动罢工,造成约250次航班被取消,观塘等8条地铁线停止服务超过5小时,红磡隧道和数条交通干线受阻。极端暴力分子向警署投掷燃烧弹,在多处纵火。当晚7点多,极端激进分子再次到尖沙咀扯下国旗,扔入海中。这些暴徒可谓嚣张至极,可谓丧心病狂。未来等待他们的将是法律之剑的重击,是耻辱柱上抹不掉的刻痕。
持续近两个月的游行示威活动特别是暴力冲击行径对香港经济民生也已造成严重影响。根据特区政府数据,香港今年头六个月各项经济指标,除个别行业外,全面下跌。香港第二季度本地生产总值较去年同期仅实质增长0.6%,经济面临明显的下行压力。已有18个国家和地区因当前情况而对香港发出旅游安全提醒。零售业、旅游业首当其冲,商户销售额和酒店入住率大幅下跌。更严重的是,香港当前事态已严重打击国际投资者的信心。他们已公开表达了对香港营商环境的深切忧虑。有国际评级机构发出预警,持续的游行示威活动和暴力冲击事件使香港经济活动无法正常进行,香港的评级可能受到影响。
必须明确指出,在香港当前乱局中,站在前台的是部分激进暴力分子,居中的是部分被误导、被裹挟的善良市民,但幕后怂恿、支持激进暴力分子的则是香港内外的“反中乱港”势力。他们明目张胆地为激进暴力分子撑腰壮胆,明里暗里进行协调、指导和资助。他们混淆是非、颠倒黑白,竭力鼓吹所谓“公民抗命”甚至“暴力才能解决问题”的歪理邪说,美化、怂恿激进暴力活动。他们鼓动激进分子大搞所谓“不合作运动”,实施“极限施压”,企图迫使全体香港市民卷入政治纷争,激化社会矛盾。
铁一般的事实显示,这场持续了近两个月的激进示威活动性质十分严重、影响十分恶劣,已经对香港繁荣稳定造成严重影响,正在把香港拖向危险的深渊!
那么,下一步怎么办?这是每一个关心香港的人都在思考的重大问题。香港局势发展到今天这个严峻地步,摆在所有香港市民面前的急迫任务十分明确,就是一句话,“止暴制乱、恢复秩序”!
我们首先要向广大香港市民呼吁:现在已经到了坚定站出来守护美好家园的关键时刻。要像那位在机场坚决拒收示威者传单的白发老者那样,拒绝无知、偏执和凌辱。要像急匆匆赶往上班地点的工薪族一样,向那些扒住地铁车门、阻止列车行驶的破坏分子发出怒吼。要像慈爱的阿妈一样,把自己的充满莫名愤怒的孩子领回家,并心疼地数落一句,你见过那些天天鼓动年轻人搞暴力袭警的大佬们,他们的孩子也这么干吗?请广大香港同胞们冷静地思考一个问题:一旦乱局不可收拾,谁终将受害?谁终将受益?
我们要向特区政府、司法机构和警队呼吁:在事关香港命运的重要时刻,各部门、各机构要以守护法治为己任,各司其职,严正执法,公正司法。对暴力违法绝不能手软。违法不被惩处,法律就没有威严;法律没有威严,法治就荡然无存。在此,我必须十分清楚地指出,中央对林郑月娥行政长官的支持是坚定不移、毫不动摇的。反对派逼迫林郑月娥行政长官辞职的企图注定不能得逞!我也要再次对香港警队果断执法、严正执法表示由衷的敬意,全国人民都是你们坚强的后盾。我们希望香港各界人士认清当前事态的实质,坚定支持林郑月娥行政长官带领特区政府依法施政,坚定支持香港警方严正执法,坚定支持香港特区政府有关部门和司法机构依法惩治暴力犯罪分子。
我们还要向那些肆无忌惮的极少数暴力犯罪分子和他们背后的黑手发出警告:玩火者必自焚,该来的惩罚终将来到!对所有参与暴力犯罪活动的人,无论是谁,都要一律追究其法律责任,包括追究幕后策划者、组织者、指挥者的法律责任!我要告诫一切犯罪分子,切莫误判形势,把克制当软弱,切莫低估香港社会守护法治、维护安定的强大正义力量,切莫低估中央政府和全国人民维护香港繁荣稳定、维护国家根本利益的坚定决心和巨大力量!归根到底,香港的命运掌握在包括香港同胞在内的全体中国人民手中!

行政长官林郑月娥昨天形容反修例诉求已经变质,她说有些人要搞革命,挑战国家主权,有评论认为,特首将民间的五大诉求打成“港独”,中央是否都认同特首的说法呢?还有,香港上街的人都是要搞革命吗?中央怎么看?如果反修例风波持续,比如在10月1日之前,中央是否会坐视不理,不排除出动驻军去处理?第二个问题,港澳办在第一次记者会上有向香港警队致敬,刚才杨光发言人也再次向香港警队致敬,这个言论有意见认为是令到警方更加恃宠生骄,甚至是加强滥用暴力去拘捕市民。港澳办对此有何评价?警队应否有些检讨他的执法手段,甚至对近日的警民冲突加剧向市民道歉?谢谢。

谢谢你的提问,虽然是提了两个问题,但实际上何止两个问题。我听出来了,两个中心的线索,一个是对于林郑月娥行政长官昨天在记者发布会上的一些说法,我的意见。另外一个是对香港警方现在的行动有何看法。

我先回答第一个问题,我们也注意到,林郑月娥行政长官昨天召开了记者会,她指出,香港目前正在滑向一个危险的境地,她同时表示不会辞职,她更加肯定地说,法治是解决暴力的唯一办法。对她的讲话,我深表认同,对她表现出的担当精神,我深表赞赏。我想,我刚才的讲话当中,已经列举出了近两个多月来香港所发生的触目惊心的暴力犯罪活动,而且也看到,现在这种暴力犯罪的势头仍然没有得到有效的遏制。如果我们用事实来说话,事实告诉我们两条真理,或者说两个基本的真相:第一,现在的香港事态已经从和平游行集会演变为少数人肆意妄为的犯罪行径。第二,已经由和平的表达意见演变为对“一国两制”原则底线的挑战。

我注意到,在记者会上,林郑月娥行政长官也提到了一些人打出的一个口号,叫做“光复香港,时代革命”,我也很想问一问这些人,香港是什么地方?香港是中华人民共和国的一个特别行政区,在香港这样一个地方,你们想“光复”什么呢?你们想把香港“光复”到哪去呢?所以,从他们的口号就可以看得出来,他们的政治动机一目了然,路人皆知,就是冲着“一国两制”中的“一国”这个根本来的,就是要挑战这个根本。所以,面对这种触目惊心的暴力犯罪活动和对“一国两制”原则底线的严重挑战,难道还有人看不出来目前的事态已经变质了吗?中央绝不会放任少数人以自己的暴力行径把香港拖入到危险的境地。所以,我们提出,当前香港压倒一切的最迫切、最重要的任务,就是“止暴制乱,恢复秩序”。中央坚定不移地支持林郑月娥行政长官带领特区政府依法施政,坚定不移地支持香港警队严正执法。

第二个问题,对于警队的评论。你刚才讲了,最近一段时间香港警队严正执法,果断执法,我想,对于香港警队所表现出来的依法办事,表现出来的专业精神,我深表赞赏。我在想一个问题,难道本来不就是应该这样吗?当然应该是这样。香港素称是个法治社会,所有香港人都把法治当做自己引以为傲的核心价值。什么是法治?法治就是有法必依,违法必究。那么警队应该做什么?就是当犯罪发生的时候、违法行为出现的时候,果断地、严正地执法,恢复社会秩序,保障社会安定,不管是谁,也不管他打着什么样的旗号,违法就是违法,暴力就是暴力,只要是违法行为,就应该被坚决制止,这正是警方恪尽职守的具体表现,也唯有如此,香港的法治才能得到有效的捍卫。

我想再次重申,我们对香港警队无惧压力和危险、严正执法的行为,表示由衷的敬意!谢谢!

谢谢这位记者的提问。我们注意到了,在一连串示威游行和暴力冲突当中,确实有一些年轻的面孔,而且有一些人还公然违反了法律。对于这些现象,我们感到非常痛心。明眼人都可以看到,近期发生在香港的一些暴力冲突活动,说穿了是一些乱港分子、祸港分子躲在幕后操纵,他们不为青年人的健康着想,还把他们往邪路上推,让青年人成为他们政治图谋的棋子和炮灰。我想,随着这些乱港、祸港分子挟洋自重、挟青年自重、挟香港的繁荣稳定自重的图谋日益暴露,破坏“一国两制”的嘴脸日益暴露,越来越多的青年会看清他们的面目,会迷途知返。在这个过程中,在香港事态日益严重的过程中,我们也深刻地感到一个问题,那就是香港青年的国民教育确实存在问题。青年是人生观和价值观形成的一个重要时期,在这个时期,热爱国家、热爱祖国,应当是他们上的开学第一课。但是在香港的许多学校里,在香港的许多课堂里,这一课却非常遗憾的缺失了。当很多老师鼓动青年学生上街游行甚至参与暴力冲突的时候,当很多孩子走上街头而他们的家长却没有制止的时候,请问我们能单单怨这些青年人吗?

所以,我感觉到,学校教育、家庭教育都要有一个正确的引导,要加强香港青少年的爱国主义教育、国民教育,要让他们从小就全面地、深入地、客观地了解自己的国家、自己的民族,了解自己的历史和文化。全社会都应该关心青年的健康成长,同时为青年的健康成长创造良好的、和谐的、安定的、法治的环境。香港的青年也是中国的青年,香港的青年是香港的未来,也是国家的未来,中央时时刻刻都在关注着香港青年人的成长。我们也知道,香港青年在成长过程中的确遇到了很多困难,也面临很多困惑,这些我们都非常清楚,也非常感同身受。但是这些问题是不能用暴力、用违法来解决的。我想,如果香港青年人走出来,多到祖国内地来看一看,多放眼世界,他们会感到,我们的国家正处在兴旺发达的关键时期,我们的国家正处在实现中华民族伟大复兴的关键时期,如果他们把自己的前途和命运与祖国的繁荣发展紧紧地联系在一起,他们的前途是非常光明的,他们的道路是非常宽广的。所以,在这里,我也奉劝那些已经参加了示威游行甚至一些暴力冲突的年轻朋友们,迷途知返,悬崖勒马,回到法治、秩序的正途来,维护好香港的繁荣稳定,而不要再向邪路和危险的道路上继续迈进一步。谢谢大家!

谢谢,你提出了一个很大的问题。在这之前,外交部发言人已经多次就这个问题发表过评论,既然你问到了,我也想就这个问题做一个回答。

我们可以从公开的报道中去寻找你所说的他们干预的证据或者线索。从2月份《逃犯条例》修订工作启动以来,一些西方政客和台湾当局就公然站在前台指手画脚,发表了很多颠倒黑白、不负责任的言论。我们简单回顾一下,比如说3月21日,美国国务院发表《2019美国-香港政策法报告》,比往年大大提前,以“倒退”这两个字来形容香港的高度自治,并多次发表声明,妄言修例威胁了香港的法治,侵蚀了“一国两制”。再比如3月下旬,美国很高调地邀请了一些反对派的头面人物访美,并且安排了副总统和国务卿会见,为其撑腰打气。随后不到两个月,美国高官又分别会见了反对派头面人物所带领的所谓的“反对引渡修例美加团”。6月13日,美国一些议员重提所谓“香港人权与民主法案”,妄称要定期检讨或调整对港政策,对相关官员实施制裁。6月,佩洛西说了一句著名的话,“香港发生的游行示威是一道美丽的风景线”。6月25日,英国前外交大臣亨特要求香港就6月12日冲突进行调查。7月8日,美国副总统、国务卿分别会见了黎智英,公然议论香港修例问题,以及香港在“一国两制”下的自治地位。等等,还有很多,我就不一一去念了,不耽误大家时间了。我想,这些言论都有一个共同的特点,就是为示威者撑腰打气、擂鼓助威,对香港的事务指指点点、横加干涉。香港的局势恶化到今天这个地步,一些暴力激进分子敢于肆无忌惮地进行违法活动,敢于公然挑战“一国两制”的原则底线,我想这与一些西方政客不负责任的言论、与他们的煽风点火是分不开的,他们对香港的乱局所做的“贡献”也实在是很可观。

近期,中央外事工作委员会办公室主任杨洁篪,国务委员、外交部长王毅都斥责西方势力对香港事务的干涉,全国政协副主席董建华先生也一针见血地指出,这次政治风暴幕后黑手是一些敌视中国发展的势力,其根本目的就是要令香港变成国际博弈的战场,令香港变成反抗中央的基地,作为牵制中国的棋子。这个声音义正辞严,一语道破了他们的不良居心。

在此,我想强调指出,我们的原则立场是,香港是中国的香港,香港事务绝不允许任何外国插手。我们奉劝那些说着漂亮话,实质上却干着播撒社会仇恨和对立种子的政客们,自重一点,也清醒一点,你们的伎俩不可能得逞。还是我刚才说的那句话,香港的前途和命运是掌握在包括香港同胞在内的全中国人民手中的,你们不要再做那种“蚍蜉撼树”的可笑之举了。谢谢。

谢谢您的提问。香港反对派鼓动市民8月5日参加所谓的罢工、罢市、罢课,我们密切关注这件事情的进展。到现在为止,我们来看看他们都做了什么。凌晨和上午,他们堵塞了主要的交通,阻止港铁运行,拒绝执行航班任务,破坏交通灯,设置路障,甚至剪断电线,强行瘫痪交通,造成多条地铁线路和重要路段严重受阻,地面交通大面积堵塞,香港国际机场大量航班停飞。据不完全统计,至少有235个航班被迫取消,大量商店被迫停业,众多市民无法正常上班。可以说,他们的行为已经严重影响了市民的正常生活,冲击了香港社会的正常秩序。到了下午,部分激进分子继续故伎重施,包围警署,袭击警察,进行纵火等一连串的暴力冲击活动。到了晚上,极少数极端激进分子又一次把国旗抛入海中。从昨天凌晨到现在不足30小时的时间里,这一连串的行为再次证明了两点:

第一,反对派搞的这场所谓的“不合作运动”、所谓的“三罢”,根本不是什么正常的诉求表达,而是极端的暴力犯罪行为,是严重破坏公共秩序和公共利益的犯罪行为,是挑战“一国两制”原则底线、侵犯国家尊严的犯罪行为。他们的目的是想搞乱香港,祸害香港,毁掉香港。

第二,他们的行为完全不得人心,完全失败。我觉得,这个所谓“不合作运动”的组织者有一个非常可笑的逻辑,他们的所谓“罢工”是通过大面积堵塞交通,让大家无法正常上班,让很多店铺无法开张,从而变相地形成了罢工的现象,这样造成的罢工又叫什么罢工?这在全世界都是一个笑话,是掩耳盗铃、自欺欺人。实际上,响应他们者寥寥。

然而,我们却看到了另外一番景象。有很多市民早早就出门,没有影响正常上班,还有广大市民主动拆除了他们设置的路障,推开了挡在地铁门口的黑衣人。广大的香港市民,还有不少爱国爱港的政团、社团,都纷纷对他们的行为表示谴责。爱国爱港人士在昨天晚上11点多又一次把五星红旗冉冉升起。不知道大家注意到了没有,在国旗第二次被拆掉扔入海中的不足一个小时内,内地媒体里出现了这样一句话,“14亿中国人民都是护旗手”。我想,广大爱国爱港人士并不孤独,后面有我们14亿中国人民跟他们同心同德、同声同气。在这样的情况下,那些乱港、祸港分子的阴谋是不得人心的,也是不会得逞的。我们强烈谴责这种以全香港700多万市民的稳定生活和香港的繁荣稳定、前途命运为代价的祸港、乱港、毁港行为,中央政府绝对不会允许这些人把香港拖入危险的深渊。我们坚决支持林郑月娥行政长官和特别行政区政府以及香港警队严正执法,迅速地将违法犯罪分子绳之以法。谢谢。

关于军队的使用问题,提几个比较具体的问题。刚才讲到,首要任务是制止暴乱,然后恢复秩序,现在的情况是苗头并不是特别好,我有几个具体问题。第一个问题,香港政府现在有没有请求北京提供驻港部队的协助?就像上礼拜杨先生讲到的。第二个问题,人大常委会现在有没有考虑根据《基本法》宣布进入紧急状态,有没有考虑到派遣解放军或者内地警察去协助香港政府?第三个问题,上个礼拜,驻港部队司令员陈道祥说到,极端暴力事件绝对不能容忍,上个礼拜也出现了驻港部队的宣传片,最近深圳警方也有防暴警察的演练,我想知道,中央是想通过这些举动有什么信号想释放出来?谢谢。

谢谢,你问了很多很具体的问题,最后问了一句话,有什么样重要的信号。我也注意到了陈道祥司令员的讲话,我想讲三句话:第一,中国人民解放军建军92年来的辉煌历程证明了一条,中国人民解放军是维护祖国每一寸神圣领土安全的无比可靠、无比强大的力量。第二,中国人民解放军既是威武之师,也是文明之师,人民解放军听党指挥,人民解放军依法办事。谈到驻军,驻军同样依法办事,依照《基本法》和《驻军法》的相关规定行事。第三,我们相信,有中央政府坚定不移的大力支持,有包括广大香港同胞在内的全国人民的大力支持,香港特区政府和香港警队完全有能力依法惩治暴力犯罪,恢复社会秩序,恢复社会安定。谢谢。

It is well known that in the past two months, the demonstrations in Hong Kong have completely exceeded the scope of freedom of assembly, procession and demonstration.
