These are very dynamic times in China.  In the wake of the 19th Congress of the Chinese Communist Party in October 2017, China saw substantial and important changes in its Communist Party and its state organs. China has moved aggressively to advance its Belt and Road Initiative, expanding and complicating its relationship with developing states.  It has produced a vigorous alternative to the principles of global trade that have been substantially unchallenged for a generation. Relations with the United States, always tumultuous, has become more strained as the U.S., like China, roils out its own new version of a global trading order. China has moved as well to become a more significant player in the development of global norms in areas from human rights to the law of the sea. At the same time, China's projects of Yuan internationalization continues to move forward and its move into international development through the Asia Infrastructure and Investment Bank poses a challenge to the hegemony of the World Bank and IMF. In addition, as most recently evidenced in the 2018 Forum on China-Africa Cooperation, China’s emerging trade order is increasingly evident in its approaches to developing sustained and deep, though sometimes complex, relationships with African governments and their people.

这是一个变革的时代。在去年十月的中国共产党十九大之后，中国的党和国家机制都发生了重大深远的变化。中国大力推进一带一路倡议，扩展与广大发展中国家的联系。这一劲头十足的倡议为数十年来停滞不前的全球贸易原则提供了另一个选项。正如中国一样，美国也开始为全球贸易秩序提出其自己的新方案，这让向来就波折不断的中美关系更加紧张。此外，中国也在诸如人权和海洋法等领域的全球规则制定上扮演者愈发重要的角色。同时，中国的人民币国际化继续推进，亚投行积极参与国际发展，这些也不可避免对国际货币基金组织和世界银行在发展和国际金融领域的地位构成了挑战。最近的中非合作论坛也让我们看到，中国的新型贸易秩序在其与非洲国家构建的深远复杂经贸合作关系中已经清晰可见。

But Chinese dynamism has produced challenges. The Belt and Road Initiative must be developed and coordinated with other trading regimes among which it will operate. The new global trading structures must be finalized with the United States. The tenor of Chinese governance principles must be more fully developed in the international arena beyond mutually advantageous cooperation.  The full implications of New Era Thought must be developed and implemented both within the Chinese Communist Party and the government. The implications of the new contradiction announced during the 19^th CPC Congress must be better understood and applied. Disciplinary inspection and the progress against corruption must be deepened, especially in its international implications. These are issues that have been the subject of intense attention by Chinese and foreign academics, policymakers, business elements and officials.

不过这些变化也带来了一些挑战。一带一路倡议必须与其他贸易体制协调共建，否则独木难以成林。新的全球贸易体系在美国缺席的情况下是不可能完成构建的。中国的治理原则必须在国际舞台上超越互利合作，构建起更加充分的意义。新时代思想必须发展得更全面，并且在党和国家体制内得到全面贯彻。十九大上指出的中国社会新的主要矛盾也需要更准确的理解和应用。纪律检查和反腐工作必须进一步深化，特别是在其国际影响方面。这些都是中外学者、政策制定者、工商界人士密切关注的重要问题。

These are the issues that are at the center of a discussion among scholars from East China University of Political Science and Law, and Penn State.  Tong Zhiwei, Sun Ping, and Larry Catá Backer will consider the interplay of issues that together pose the greatest challenges and suggest maximum opportunity for China, and for U.S.-China relations. The setting will be informal and the speakers will welcome lively engagement from the audience.
