Chinese Policy Moves Forward in the Shadow of COVID-19 Analysis of 习近平主持中央政治局会议 分析国内外新冠肺炎疫情防控和经济运行形势 研究部署进一步统筹推进疫情防控和经济社会发展工作等 [Xi Jinping presides over the meeting of the Political Bureau of the Central Committee to analyze the domestic and foreign new COVID-19 epidemic prevention and control and economic operation situation]




For those following the evolving situation of the COVID-19 pandemic especially in leading states, it might be useful to consider the report of the 27 March Meeting of the Politburo of the Chinese Communist Party.  

The Politburo Report was remarkably candid for reports of this type. It is worth quite careful study.

The Report (in the original Chinese--习近平主持中央政治局会议 分析国内外新冠肺炎疫情防控和经济运行形势 研究部署进一步统筹推进疫情防控和经济社会发展工作等) as reported by Xinhua News Agency, and in a crude English translation ("Xi Jinping presides over the meeting of the Political Bureau of the Central Committee to analyze the domestic and foreign new COVID-19 epidemic prevention and control and economic operation situation"), follows. 

The text of the Report is preceded by my summary of the 10 most significant areas of policy covered in the Report and what it may signal for Chinese policy in the coming half year. 




 


The Politburo Report raised ten quite significant issues of policy and pointed to quite critical responses of the Chinese central authorities to the ongoing epidemic as it has manifested in China.  More importantly it provides substantial guidance for Chinese responses to the manifestation of the pandemic outside of China, and Chinese policy responses in response to these global developments.  These may be summarized as follows: .  


(1) The Report focused on the alignment two related areas; first  epidemic mitigation and control  and the reopening of the domestic economy; and second, protection against reinfection from abroad and the domestic effects of foreign economic slowdowns.

(2) Epidemic prevention and control appears to be centering on maintaining the basic structures of Chinese responses developed since the end of 2019, but adjusting them to meet local conditions; with a substantial focus on alleviating conditions in Hubei Province.

(3) There was an intensified focus on the condition of overseas Chinese with a directive to the foreign ministries to use their missions to advance objectives of protecting the health of Chinese citizens abroad while at the same time extending and making more effective the data harvesting necessary for risk management from outside to inside China.  These will then be tied to those relevant ministries in charge of entry and the development of containment and quarantine strategies.  The bottom line  takes on a double character—a mandate for intra-agency coordination grounded in risk reducing analytics, and the connection between these efforts and policy on the character of the closure of borders.

(4) The Politburo, like the American federal government, is deeply concerned about the economy, and the preservation of the political-economic system beyond measures taken to contain the plague. To that end the Politburo appears to be considering the normalization of prevention and control policies derived from the experiences of the last several months.  That will eventually require a potentially far reaching review and development of the CPC Basic Line to conform to the emerging New Era character of the operation of the Chinese political-economic model.

(5) The central authorities flagged concern about macro-policy that will supply the principles and objectives necessary to continue the development and reform of the CPC Line and its articulation as specific policy.  That appears ot be a project in its infancy but one with priority status. But macro-policy changes also target macro-finance with specific policies in aid of provincial and local governments to meet changing circumstances and to be used to further the overall objectives adopted by the central authorities. Here banking and finance system reform will likely emerge in the coming six months, driven pragmatically by practices developed over the previous six months.  

(6) With an eye toward reduced global demand, the Politburo is now considering ways of further developing domestic markets and domestic consumption.  That, in turn, will require infusing the system (and principally consumers at the wholesale and retail level) with disposable funds and the confidence to spend it. Expect to see an expansion of consumables at the retail level plus an infusion of money into the economy—the specifics, of course, remain opaque.

(7) With Spring planting season effectively now at a critical period, the central authorities mean to ensure that the supply of food remains not merely uninterrupted but also that price fluctuations do not cause a negative effect on efforts to jump start domestic consumption.  Details are scarce but the emphasis is important.

(8)  The Politburo focused on production in Hubei, and for a good reason.  Hubei continues to serve as the measure against which the success of Chinese efforts against the epidemic and with respect to economic progress will be measured.  Expect much activity and central authority interest in the management of recovery Hubei.  Officials there will continue to be under a microscope and the Supervision apparatus will likely be quite active there in the near term.

(9) Connected with macro-economic planning and the revival of production are measures aimed at poverty alleviation. The conduction of migrant labor, especially those denied travel back to the great centers of production in the East and South are of concern—not just for the central authorities but because their condition may overwhelm the ability of provincial authorities to meet the challenges. The suggestion that the Central Authorities will continue the policies and efforts already in place suggests that the Politburo is still measuring effectiveness and dopes not yet want to undercut provincial efforts.  This may change over the next several months as data is analyzed and political conclusions are made.

(10) This contingency in policy  was also made clear.  A substantial amount of policy decisions await hard analytics.  While they appear to have worked well enough, the sensitive work remains to be undertaken and digested. This, the Politburo appeared to be sending out a strong signal of the accountability and assessment projects that may well be in the works.  These will likely be undertaken both at the provincial level (under national supervision) and within selected organs of the central authorities.  The references to rectification and reform ought to have sent out a strong signal. 会议认为,经过全国上下和广大人民群众艰苦努力,疫情防控取得阶段性重要成效,经济社会秩序加快恢复,成绩来之不易。当前,国内外疫情防控和经济形势正在发生新的重大变化,境外疫情呈加速扩散蔓延态势,世界经济贸易增长受到严重冲击,我国疫情输入压力持续加大,经济发展特别是产业链恢复面临新的挑战。要因应国内外疫情防控新形势,及时完善我国疫情防控策略和应对举措,把重点放在外防输入、内防反弹上来,保持我国疫情防控形势持续向好态势。


会议强调,要继续抓紧抓实抓细疫情防控各项重点工作,不断巩固和拓展疫情防控成效。要毫不放松抓好重点地区疫情防控工作,继续做好医疗救治工作,加强对重症患者精准施治,最大限度提高治愈率、降低病亡率。对出院患者要做好医学观察、跟踪随访、恢复期康复工作。要完善社区防控措施,稳妥做好疫情善后工作,逐步恢复正常生产生活秩序。湖北省要同有关省份加强对接,有序做好本地人员外出就业、外地滞留在鄂人员返程等工作。要继续加强北京等其他重点地区防控。要健全低风险地区及时发现、快速处置、精准管控、有效救治的常态化防控机制,落实早发现、早报告、早隔离、早治疗要求,完善并及时启动相关防控预案,坚决防止疫情反弹。


会议指出,要加强对境外我国公民的关心关爱,驻外使领馆要做好领事保护、防护指导和物资保障,保护他们的生命安全和身体健康。要密切跟踪和分析全球疫情走势,快速精准识别和管控风险源风险点,加强口岸卫生检疫,优化入境流程,落实入境人员集中隔离要求,安排好生活服务和健康监测。要推进疫情防控国际合作,同世界卫生组织深化交流合作,继续向有关国家提供力所能及的帮助。


会议强调,要在疫情防控常态化条件下加快恢复生产生活秩序。各地区各部门要坚定信心、迎难而上、主动作为,统筹推进疫情防控和经济社会发展工作,坚定不移贯彻新发展理念,深化供给侧结构性改革,坚决打好三大攻坚战,加大宏观政策对冲力度,有效扩大内需,全面做好“六稳”工作,动态优化完善复工复产疫情防控措施指南,力争把疫情造成的损失降到最低限度,努力完成全年经济社会发展目标任务,确保实现决胜全面建成小康社会、决战脱贫攻坚目标任务。

会议对脱贫攻坚成效考核和专项巡视“回头看”工作给予肯定。会议认为,在以习近平同志为核心的党中央坚强领导下,2019年脱贫攻坚年度减贫任务全面完成,省级党委和政府责任进一步压实,深度贫困地区攻坚成效明显,“两不愁三保障”突出问题总体解决,脱贫攻坚取得决定性成就。实践证明,党中央关于脱贫攻坚决策部署是正确的,精准脱贫方略是符合实际的,充分彰显了中国共产党领导和中国特色社会主义制度的政治优势。
