Perhaps there is no better encapsulation of the direction of the VIII Congress of the Cuban Communist Party than this extract from the Speech delivered by the newly minted First Secretary of the Cuban Communist Party (who is not, for the first time either Fidel or Raúl Castro), Miguel Mario Díaz-Canel Bermúdez.
Este Congreso, con su amplio y crítico debate, defendiendo la visión integral de continuidad, ha aportado ideas, conceptos y directrices que trazan la guía para avanzar resistiendo. Pero es imprescindible enfrentar ese desafío con el mayor conocimiento posible del complejo contexto nacional e internacional, conscientes de que el mundo cambió de un modo dramático y hay demasiadas puertas cerradas para lasnaciones de menos recursos y muchas más para quienes nos empeñamos en ser soberanos.
This Congress, with its substantial and critical debate, defending the integral vision of continuity, has contributed ideas, concepts and guidelines that outline the guide to move forward by resisting. But it is essential to face this challenge with the greatest possible understanding of the complex national and international context, aware that the world has changed dramatically and there are too many closed doors for nations with fewer resources and many more for those of us who strive to be sovereign. The tensions and the roadmap for Cubanapproaches to engagement in the first years after the formal stepping aside of Raúl Castro (who likely will remain a potent and legitimating force on the sidelines and whose allies continue to serve the PCC and the state apparatus). It is then worth reading careffully the first Discourse delivered by the new first secretary at the start of his formal leadership.
This post includes that intiial address in the original Spanish with a crude English translation, along with brief reflections on the state of Caribbean Marxism (considered in more detail here) in Cuba and its potential future course.
Reflections:
1. The speech provided a glimpse at the new leadership and its syle. But it was carefully crafted to hnt at the new through a clear and quite conscious embrace of the past. That embrace was not merely reflected in the substance of the speech, but more importantly, in its discursive forms. At the same time, and consistent with the animating theme of Raúl Castro's leadership, was the reassurance of a continuaiton of slow and cautious reform, but one that does not stray very far from the core ideology of the political-economic midel that was set forth definitively (at least for the moment) in the 7th PCC Congress.
2. The institutional continuity of the PCC and its apparatus now appears to have become a publicly important element of PCC strategy. There are substantial rifts to mend, of course, as well as the need to ensure enought younger people in the leadership pipeline. But the real challenge--and one faced by the Chinese (and met through its "three represents principle) is to avoid a situaiton where the PCC becomes an aristocratic party of the few. But opening PCC membership will present substantial challenges.
3. Like the Trump Administration explicitly (the Biden Administraiton implicitly), and the Chinese core leadership, the political vanguard of Cuba is now confronting the sustantial issue of the management of information. Diaz-Canel notes, for instance: "No people are safe from lies and slander in the "post-truth" era. It is a
reality that Cuba faces every day, while persisting in its will to
build a more just, sovereign and socialist society, at peace with the
rest of the world and without foreign interference or tutelage."

El Octavo Congreso concluye y no dudo en calificarlo como histórico. Es un hecho.
Al margen de nuestras emociones y sentimientos por la historia viva y el liderazgo invicto de los que hoy traspasan responsabilidades y obra a nuestra generación, hay una trascendencia imposible de soslayar:
La Generación del Centenario del Apóstol, guiada por Fidel y Raúl a lo largo de más de seis intensas décadas, puede declarar hoy, con dignidad y orgullo, que la Revolución Socialista que hicieron a solo 90 millas del poderoso imperio, está viva, actuante y firme, en medio del vendaval que estremece a un mundo más desigual e injusto, después del derrumbe del sistema socialista mundial.
Y esa generación puede decir mucho más. Puede afirmar que la Revolución no termina con ella, porque logró formar nuevas generaciones igualmente comprometidas con los ideales de justicia social que tanta sangre ha costado, de los mejores hijos de la nación cubana.
Lo que recibimos hoy no son cargos y tareas. No es solo la conducción de un país. Lo que tenemos delante, desafiándonos continuamente, es una obra heroica, descomunal.
Es el osado alzamiento de Céspedes, es la vergüenza imbatible de Agramonte, es la digna intransigencia de Maceo, es la astucia impresionante de Gómez, es el empuje libertario de los cimarrones, es la pasión de los poetas de la guerra, es la fiereza de Mariana en la manigua y es la luz inspiradora de Martí.
Es la fundadora juventud de Mella, los versos tremendos de Villena, el antimperialismo radical de Guiteras, la entrega absoluta de la Generación del Centenario, Haydée y Melba tras los barrotes, Vilma desafiando a los represores, Celia organizando la Comandancia de la Sierra, las madres cubanas enfrentando a la dictadura que asesinaba a sus hijos; el pelotón femenino de la Sierra, la fidelidad sin límites de Camilo, el legado universal del Che, el liderazgo profundo y creador de Fidel, la Continuidad sostenida por Raúl.
Es la Gran Rebelión, la clandestinidad, los frentes guerrilleros, la Contraofensiva estratégica, la invasión a Occidente, las batallas decisivas, la entrada triunfal a La Habana, la Reforma Agraria, la Alfabetización, la lucha contra bandidos, las milicias, la Victoria de Girón, la Crisis de Octubre, la colaboración internacionalista en África, Asia y América Latina, la guerrilla del Che, hasta la sangre por Vietnam, por Angola, por Etiopía, por Nicaragua, las brigadas médicas, Elián González, Los Cinco, la ELAM, la Operación Milagro, el ALBA, el contingente Henry Reeve, la Ciencia, la Medicina, la Cultura, el deporte de alto rendimiento, las Universidades, y la solidaridad humana refundada en esta tierra.
Lo que nos une es tanto, que la lista estará siempre incompleta, pero puede dar idea del gran monumento que el pueblo cubano ha levantado en más de 150 años de lucha.
Esa historia se puede resumir en dos palabras: Pueblo y Unidad, que es decir Partido. Porque el Partido Comunista de Cuba, que nunca ha sido un partido electoral, no nació de la fractura. Nació de la Unidad de todas las fuerzas políticas con ideales profundamente humanistas que se habían fogueado en la lucha por cambiar a un país desigual e injusto, dependiente de una potencia extranjera y bajo el yugo de una tiranía militar sangrienta.
Hoy decimos Somos Cuba, Cuba Viva y suena sencillo y fácil, pero qué difícil ha sido alcanzar y mantener la soberanía y la independencia, en medio del cerco más feroz.
La generación histórica, consciente de su rol en esa creación heroica que es cada día de la Revolución Cubana frente a la multidimensional guerra permanente que le hace su más cercano vecino, trabajó siempre en la formación de las nuevas generaciones y ha facilitado el paulatino traspaso de las principales responsabilidades de dirección.
Gracias a esa paciente labor de años, hoy se verifica aquí un hito en nuestra historia política, que define al Octavo Congreso como el Congreso de la Continuidad. Y el principal abanderado de ese proceso ha sido el compañero General de Ejército Raúl Castro Ruz (Aplausos).
Cuando asumí como Presidente de los Consejos de Estado y de Ministros en el año 2018, quise expresar en mi discurso los sentimientos de muchos de nosotros y reconocer su labor al frente de la Revolución y el Partido.
Con su proverbial modestia, me pidió suprimir algunas de las palabras que sobre él deseé exponer entonces. Hoy, abusando de la responsabilidad que asumo al frente del Partido y con más conocimiento de causa, debido a nuestra entrañable compenetración en el abordaje de los temas y tareas estratégicas del país, al vivir en primera persona el modo en que ha conducido nuestra preparación, quiero decir, para hacer justicia histórica, lo que en aquel momento escribí y por disciplina callé.
El compañero Raúl, quien ha preparado, conducido, liderado este proceso de continuidad generacional con tenacidad, sin apego a cargos y responsabilidades, con elevado sentido del deber y del momento histórico, con serenidad, madurez, confianza, firmeza revolucionaria, con altruismo y modestia, por mérito propio, por legitimidad y porque Cuba lo necesita, será consultado sobre las decisiones estratégicas de mayor peso para el destino de la nación (Aplausos). Estará siempre presente, bien al tanto de todo, combatiendo con energía, aportando ideas y propósitos a la causa revolucionaria, a través de sus consejos, su orientación y su alerta ante cualquier error o deficiencia, presto a enfrentar al imperialismo como el primero con su fusil en la vanguardia del combate.
El General de Ejército continuará presente porque es un referente para cualquier comunista y revolucionario cubano. Raúl, como cariñosamente le llama nuestro pueblo, es el mejor discípulo de Fidel, pero también ha aportado innumerables valores a la ética revolucionaria, a la labor partidista y al perfeccionamiento del gobierno.
La obra emprendida bajo su liderazgo al frente del país en la última década es colosal. Su legado de resistencia ante las amenazas y agresiones y en la búsqueda del perfeccionamiento de nuestra sociedad es paradigmático.
Asumió la dirección del país en una difícil coyuntura económica y social. En su dimensión de estadista, forjando consenso ha encabezado, impulsado y estimulado profundos y necesarios cambios estructurales y conceptuales como parte del proceso de perfeccionamiento y actualización del modelo económico y social cubano.
Raúl fue capaz de lograr la renegociación de una enorme deuda defendiendo con honestidad y respeto la palabra empeñada y el principio de que la nación honraría sus compromisos con los acreedores, lo cual fortaleció la confianza hacia Cuba.
Con sabiduría condujo el debate que culminó en una trascendental actualización de la Ley Migratoria, impulsó transformaciones en el sector agropecuario, promovió sin prejuicios la ampliación de las formas de gestión del sector no estatal de la economía, la aprobación de una nueva Ley de Inversión Extranjera, la creación de la Zona Especial de Desarrollo Mariel, la eliminación de trabas para el fortalecimiento de la empresa estatal cubana, las inversiones en el sector turístico, el programa de informatización de la sociedad y el mantenimiento y perfeccionamiento, hasta donde ha sido posible, de nuestras conquistas sociales.
Con paciencia e inteligencia, Raúl logró la liberación de nuestros Cinco Héroes, cumpliéndose así la promesa de Fidel de que volverían.
Ha signado con su estilo una amplia y dinámica actividad en las relaciones exteriores del país. Con firmeza, dignidad y temple dirigió personalmente el proceso de conversaciones y negociaciones que tuvieron como fin el restablecimiento de las relaciones diplomáticas con los Estados Unidos.
Las indudables cualidades de Raúl como estadista, como defensor de la integración latinoamericana, distinguieron de manera especial el periodo de Cuba en la presidencia pro tempore de la CELAC. Su legado más importante, la defensa de la unidad dentro de la diversidad, condujo a la declaración de la región como Zona de Paz y contribuyó de manera decisiva a las conversaciones para la paz en Colombia.
Raúl ha defendido como nadie los derechos de los países caribeños y en particular los de Haití en los foros internacionales. Con profundo orgullo, los cubanos escuchamos su voz emocionada y su discurso preciso en la Cumbre de Las Américas en Panamá, donde recordó la verdadera historia de Nuestra América.
Estas realizaciones las condujo mientras enfrentaba la enfermedad y la muerte de su amada compañera de vida y de luchas, nuestra extraordinaria Vilma (Aplausos), con quien compartió la pasión por la Revolución y fundó una hermosa familia. También sufrió en ese periodo la enfermedad y el fallecimiento de su principal referente en la vida revolucionaria, además de su jefe y hermano, el compañero Fidel, a quien ha sido leal hasta las últimas consecuencias (Aplausos).
Al dolor humano antepuso el valor revolucionario y el sentido del deber. Besó la urna que guarda las cenizas de Vilma y saludó militarmente la piedra con el nombre de Fidel y dirigió el país sin descanso, con acierto, con ímpetu, con devoción. Sus aportes a la Revolución son trascendentes.
Ese Raúl que conocemos, admiramos, respetamos y queremos, debutó en la política como el abanderado de un grupo de jóvenes universitarios que en abril de 1952 enterraron simbólicamente la Constitución del 40, humillada por el golpe de Estado del 10 de marzo; en enero de 1953 fue uno de los fundadores de la Marcha de las Antorchas y en marzo del mismo año acudió a la Conferencia Internacional sobre los Derechos de la Juventud y a la preparación del Cuarto Festival Mundial de la Juventud y los Estudiantes. A su regreso, se conviertió en uno de los asaltantes al Moncada, donde se hizo Jefe en el combate; luego cumplió prisión en Isla de Pinos, participó en la preparación de la lucha contra la tiranía de Batista durante el exilio en México, desembarcó en el Granma, se reencontró con Fidel en Cinco Palmas, emprendió la contienda en la Sierra Maestra; por méritos y valor fue ascendido a Comandante y de ejemplar manera fundó el II Frente Oriental Frank País.
Es también el dirigente político que ha promovido el debate para el perfeccionamiento de la labor partidista, exigiendo siempre un fuerte vínculo con el pueblo, con el oído pegado a la tierra. A él debemos frases y decisiones determinantes en momentos cruciales para el país, como aquella advertencia de que los “frijoles son tan importantes como los cañones” y el emblemático “Sí se puede”, que levantó los ánimos nacionales en el momento más oscuro del Periodo Especial.
El jefe militar del II Frente Oriental que, en plena guerra de liberación, desarrolló experiencias organizativas y de gobierno en bien de la población, que serían después multiplicadas en todo el país al triunfo revolucionario, dirigió durante casi medio siglo el Ministerio de las Fuerzas Armadas Revolucionarias, cuyo aporte a la independencia de Angola, de Namibia y al fin del apartheid fueron decisivos. Al mismo tiempo, propició que se alcanzaran resultados relevantes en la preparación del país para la defensa y en el desarrollo de la concepción estratégica de la Guerra de Todo el Pueblo. Bajo su mando, las Fuerzas Armadas Revolucionarias se convirtieron en el más disciplinado y eficiente órgano de la administración del Estado, se desarrollaron experiencias que posteriormente sirvieron al país, como el Perfeccionamiento Empresarial con valiosos conceptos de la administración, la sostenibilidad, la eficiencia y el control, del cual nació el Sistema Empresarial de las FAR que ha alcanzado notables resultados que tributan a la economía del país.
El Raúl guerrillero, en contacto y alianza permanente con la naturaleza, adquirió una sensibilidad especial sobre los temas medioambientales, que más tarde marcarían su empeño en impulsar el programa hidráulico de trasvases y la Tarea Vida.
El Comandante en Jefe de la Revolución Cubana, quien puso en el pecho del General de Ejército las condecoraciones más altas, dedicó a su labor como dirigente las palabras exactas durante la clausura del V Congreso del Partido. Hablando de su hermano de sangre y de ideas, Fidel dijo: “La vida nos ha deparado muchas satisfacciones y muchas emociones, mucha suerte, y digo realmente que ha sido una suerte para nuestro Partido, nuestra Revolución y para mí que hayamos podido disponer de un compañero como Raúl, de cuyos méritos no tengo que hablar, de cuya experiencia, capacidad y aportes a la Revolución no es necesario hablar. Es conocido por su actividad infatigable, su trabajo constante y metódico en las fuerzas armadas, en el Partido. Es una suerte que tengamos eso” (Aplausos). Esa suerte, descrita por Fidel, se llama Raúl Modesto Castro Ruz (Aplausos).
Compañeras y compañeros:
Este Congreso, con su amplio y crítico debate, defendiendo la visión integral de continuidad, ha aportado ideas, conceptos y directrices que trazan la guía para avanzar resistiendo. Pero es imprescindible enfrentar ese desafío con el mayor conocimiento posible del complejo contexto nacional e internacional, conscientes de que el mundo cambió de un modo dramático y hay demasiadas puertas cerradas para las naciones de menos recursos y muchas más para quienes nos empeñamos en ser soberanos.
La alta concentración, diversidad y complejidad de los medios de comunicación actuales, de las herramientas tecnológicas que sustentan las redes digitales y de los recursos empleados en la generación de contenidos, permiten a grupos poderosos—fundamentalmente desde los países altamente desarrollados—, convertir en patrones universales ideas, gustos, emociones y corrientes ideológicas, muchas veces completamente ajenas al contexto que impactan. Para estos hechiceros de la comunicación, la verdad no solo es negociable sino peor aún: prescindible. A través de la diseminación de matrices mentirosas, manipulaciones e infamias de todo tipo, contribuyen a promover la inestabilidad política en el intento de derrocar gobiernos, allí donde no se ha logrado quebrar la voluntad de una nación libre e independiente.
Ningún pueblo está a salvo de la mentira y de la calumnia en la era de la “posverdad”. Es una realidad que Cuba enfrenta todos los días, mientras persiste en su voluntad de construir una sociedad más justa, soberana y socialista, en paz con el resto del mundo y sin interferencias o tutelas extranjeras.
En el Informe Central se expusieron con franqueza varios de los desafíos específicos que enfrenta nuestro país, en particular los asociados a los intentos de dominación y hegemonía del imperialismo estadounidense y el brutal bloqueo, cuyo impacto extraterritorial nos golpea en casi todos los frentes y en los últimos cuatro años escaló a niveles cualitativamente más agresivos.
Nadie con un mínimo de honestidad y con datos económicos que son de dominio público puede desconocer que ese cerco constituye el principal obstáculo para el desarrollo de nuestro país y para avanzar en la búsqueda de la prosperidad y el bienestar. Al ratificar esta verdad, no se intenta ocultar las insuficiencias de nuestra propia realidad, sobre lo que hemos abundado bastante. Se trata de responder a los que con cinismo difunden la idea de que el bloqueo no existe.
El bloqueo económico, comercial y financiero impuesto por los Estados Unidos a Cuba por más de 60 años, arreciado oportunista y vilmente en los periodos de mayor crisis de las últimas tres décadas, para que el hambre y la miseria provoquen un estallido social que socave la legitimidad de la Revolución, es la más larga afrenta sostenida en el tiempo, contra los derechos humanos de un pueblo y constituye, por sus efectos, un crimen de lesa humanidad.
Esta transgresión histórica permanecerá indeleble en la conciencia y el corazón de las cubanas y cubanos que hemos sentido en carne propia el ensañamiento desproporcionado de un enemigo muchas veces superior, que no acepta la construcción en sus narices de una alternativa de sociedad más justa y equitativa, fundada en principios sólidos y en ideales de justicia social y solidaridad humana, con la independencia y la soberanía como brújula y sostén fundamental de nuestras decisiones.
Que nadie ose quitarle al bloqueo ni un adarme de culpa de nuestros principales problemas. Hacerlo sería negar los inmerecidos poderes del imperio: su dominio casi absoluto de los mercados globales y las finanzas y la determinante influencia en la política de otros gobiernos, algunos de los cuales, creyendo ser socios, actúan como secuaces.
Hay que decirlo una y otra vez sin temor a repetirnos. Primero deben cansarse ellos de tan largo como inútil crimen. Nuestro reclamo a que se le ponga fin es y será sin tregua, en lucha incesante mientras permanezca vigente esa política despiadada y genocida. Sabemos que contamos con el apoyo de la comunidad internacional, ratificado en innumerables ocasiones, y de gran parte de los cubanos en el exterior.
Hasta el día de hoy permanecen en vigor las 242 medidas de agresión impulsadas por el gobierno de Donald Trump, a las que se suman las acciones resultantes de la reinclusión de Cuba en la espuria y arbitraria lista del Departamento de Estado sobre países que supuestamente patrocinan el terrorismo. Ningún funcionario estadounidense y ningún político de ese u otro país puede afirmar sin faltar a la verdad que Cuba patrocina el terrorismo.
Somos un país víctima del terrorismo, organizado, financiado y ejecutado en la mayoría de los casos desde los Estados Unidos.
Continúan las campañas de subversión e intoxicación ideológica promovidas por agencias y entidades de los Estados Unidos, dirigidas a desprestigiar a Cuba, a calumniar la Revolución, a tratar de confundir al pueblo, a fomentar el desánimo, la desidia, la inconformidad, exacerbando las contradicciones internas. Están concebidas para aprovecharse de la escasez material incuestionable, de las dificultades que enfrenta nuestra población, como consecuencia del efecto combinado de la crisis económica global, la pandemia de la COVID-19 y del reforzamiento del bloqueo económico.
Se dice que Cuba no es una prioridad para los Estados Unidos, y como nación soberana no tendría por qué serlo. Valdría la pena cuestionarse: ¿Por qué existen entonces legislaciones específicas, como la Ley Torricelli o la Helms-Burton —por solo mencionar dos ejemplos—, cuyo propósito es agredir y tratar de controlar el destino de Cuba desde la coacción a terceros que establezcan o pretendan establecer vínculos comerciales o de cooperación? ¿Por qué los Estados Unidos dedican cientos de millones de dólares a tratar de subvertir el orden constitucional cubano? ¿Por qué emplean tanto tiempo y recursos en tratar de socavar la conciencia nacional de las cubanas y los cubanos? ¿Qué justifica una guerra económica cruel e incesante durante más de 60 años? ¿Por qué pagan el precio del aislamiento internacional, evidenciado en las Naciones Unidas y en otros foros internacionales, al mantener una política moral y legalmente insostenible?
Nuestra aspiración es a vivir en paz y relacionarnos con nuestro vecino del Norte como lo hacemos con el resto de la comunidad internacional, sobre bases de igualdad y respeto mutuos, sin injerencias de ninguna índole. Es la posición del Partido y del Estado. Es la voluntad de nuestro pueblo.
Resulta llamativo que el Gobierno de Estados Unidos declare como prioridades de su política exterior la lucha contra el cambio climático; el enfrentamiento a las amenazas de salud, como la pandemia de la COVID-19; la promoción de los derechos humanos, y los temas migratorios. Es algo que contrasta con la conducta real de ese país y su trayectoria histórica, tanto en política interna como externa. Los ejemplos son conocidos.
Paradójicamente, estas cuatro cuestiones constituyen áreas en las que el interés de ambos pueblos y el beneficio mutuo justificarían explorar las posibilidades de cooperación bilateral, si verdaderamente se busca solución a problemas tan complejos, con honestidad y ánimo de alcanzar resultados.
En estos tiempos de incertidumbre mundial, de enorme desafío medioambiental, bajo el embate de una pandemia que ha reconfigurado el comportamiento del mundo y que agudiza la crisis global que se nos venía encima, la labor partidista estará centrada en la defensa de la Revolución. El Partido conduce la política exterior de la Revolución Cubana, que descansa en la noción de que un mundo mejor es posible y que para luchar por él se requiere del concurso de muchos y de la movilización de los pueblos.
Esa ha sido una guía constante de nuestro desempeño internacional y la confirmamos en este Congreso.
Expresamos la voluntad de desarrollar relaciones de amistad y de cooperación con cualquier país del mundo, nos satisface practicar la solidaridad internacionalista aun en países cuya ideología gubernamental no compartimos.
Ratificamos la determinación de exponer las verdades con claridad, por mucho que molesten a algunos, de defender principios, de acompañar las causas justas, de enfrentarnos a los atropellos, como nos enfrentamos a la agresión extranjera, al colonialismo, al racismo y al apartheid.
Es la base de nuestra aspiración a la plena independencia de Nuestra América y del empeño en ayudar a lograr una región económica y socialmente integrada, capaz de defender el compromiso de América Latina y el Caribe como Zona de Paz.
Es la política exterior descrita en el Informe Central del Congreso y que ratificamos hoy.
Compañeras y compañeros:
Ha sido muy difícil resistir y enfrentar la actual situación, que ralentiza nuestros pasos hacia la prosperidad deseada. No hemos dejado de atender las demandas y necesidades del pueblo, argumentando cada decisión, convocando y emprendiendo procesos, con acciones y medidas complejas, pero lo cierto es que no siempre se ha logrado comprensión y éxito.
Lo digo sin queja. En una Revolución auténtica la victoria es el aprendizaje. No marchamos sobre una ruta probada. Estamos desafiados a innovar constantemente, cambiando todo lo que deba ser cambiado, sin renunciar a nuestros más firmes principios. Sin apartarnos jamás del concepto Revolución que nos legó el líder invicto de esta proeza, pero libres de ataduras rígidas y conscientes de los posibles equívocos que entraña hacer camino al andar.
El General de Ejército citaba en el Informe Central las aportadoras experiencias de China y Vietnam, con progresos innegables en la economía y el nivel de vida de sus poblaciones. Ambos procesos, que confirman las elevadas potencialidades de la planificación socialista, sufrieron más de una corrección en el camino, aunque el bloqueo a sus economías duró menos tiempo y ha sido menos agresivo.
El trabajo del Partido en las circunstancias actuales ha sido y seguirá siendo fundamental. No es posible imaginar este momento sin la labor de la vanguardia política, pero nuestra organización está urgida de cambios en su estilo de trabajo, más acordes con esta época y sus desafíos.
El Partido Comunista de Cuba continuará en el reconocimiento y defensa de nuestras esencias: la independencia, la soberanía, la democracia socialista, la paz, la eficiencia económica, la seguridad y las conquistas de justicia social: ¡el Socialismo! A ellas sumamos la lucha por una prosperidad que abarque desde la alimentación hasta la recreación, que incluya el desarrollo científico, una riqueza espiritual superior, el bienestar, y que empodere el diseño de lo funcional y lo bello.
Vale la pena defender el socialismo porque es la respuesta a la necesidad de un mundo más justo, equitativo, equilibrado e inclusivo; es la posibilidad real de diseñar con inteligencia y sensibilidad un espacio donde caben todos y no solo los que tienen los recursos. Apunta como ningún otro sistema a concretar el afán martiano de conquistar toda la justicia.
La fuerza principal para lograr tal propósito es la unidad, todo lo que nos une: los sueños, las preocupaciones, pero también las angustias ante peligros comunes. Defenderemos esa unidad, sin discriminar, sin dar espacio a prejuicios, dogmas o encasillamientos que dividen injustamente a las personas.
Un elemento indispensable para sostener esa unidad que se forja desde el Partido, es la ejemplaridad de la militancia, lo que exige de cada militante una actitud pública que, desde la capacidad, la entrega, los resultados, despierte admiración y respeto en un pueblo con aguda percepción, capaz de reconocer a distancia el falso compromiso y la doble moral.
La continuidad generacional es parte fundamental de esa unidad. Es preciso hablar y compartir realizaciones con nuestros jóvenes como las más importantes personas que son; distinguirlos como gestores de las trasformaciones en marcha. En ellos está la fuerza, la disposición y decisión, la sinceridad para cualquier emprendimiento o aporte revolucionario que la situación demande. En el clímax de la pandemia lo han demostrado con arrojo y responsabilidad.
Hoy le corresponde al Partido consolidar la autoridad ganada por los méritos de la generación histórica y preservar el liderazgo y la autoridad moral de nuestra organización.
Para lograr esos objetivos, resulta indispensable fortalecer las dinámicas de funcionamiento del Partido y la proactividad de su militancia ante los problemas más acuciantes que afronte la sociedad, bajo la premisa de que por el carácter de Partido único, el nuestro tendrá siempre el desafío de ser cada vez más democrático, más atractivo, más cercano al pueblo en su conjunto y no solo en su entorno inmediato.
Aunque se ha debatido bastante el tema antes y durante el Congreso, quisiera apuntar algunos criterios sobre la necesidad de fortalecer la vida interna del Partido para tener más vida externa, es decir, para funcionar realmente como una vanguardia con liderazgo, capaz de proyectarse en su ámbito con auténticas preocupaciones por el funcionamiento de la sociedad, y con un poder de convocatoria y de movilización que derrote cualquier plan de los enemigos de la nación cubana que intente provocar un estallido social.
Hoy precisamos de modos más consensuados y de una documentación mejor preparada para fomentar debates honestos y aportadores a lo interno de nuestros núcleos, y estimular el debate popular, propiciando encuentros periódicos con estudiantes y con jóvenes de diferentes profesiones y oficios.
No son tiempos de boletines impresos o de espera de largos procesos de coordinación y análisis para promover debates en nuestros núcleos. La dinámica de este tiempo nos obliga a buscar vías más ágiles, breves y novedosas de comunicar orientaciones. En la era de Internet, que ya les permite a millones de cubanos llevar determinada percepción del mundo en un celular, nuestros mensajes a la militancia no pueden seguir la lenta ruta de la vieja imprenta.
La principal premisa, también legado del Comandante en Jefe, es no mentir jamás ni violar principios éticos. En esos valores descansa la sólida autoridad del Partido, cuya militancia estará convocada siempre a decir y evaluar la verdad por dura que sea o parezca. En ese principio hemos sido educados los cuadros de la Revolución. Y todos los militantes estamos convocados permanentemente a empuñar la verdad como primer arma de combate. Es la misión de la vanguardia que integramos.
La verdad, clara y oportunamente expresada, es inseparable del deber permanente de ser y dar ejemplo. Nuestra capacidad de guiar depende de cómo lo asumimos. Un pueblo como el nuestro, que siempre llevó delante a los más bravos de la tropa, solo aceptará y reconocerá en la vanguardia a quienes seamos capaces de actuar como quienes nos formaron.
Lo más revolucionario dentro de la Revolución es y debe ser siempre el Partido, así como el Partido debe ser la fuerza que revoluciona a la Revolución (Aplausos).
Vemos y sentimos a nuestros intelectuales y artistas, a los educadores, a los médicos, a los periodistas, a los científicos, a los creadores, a los deportistas, también a los profesionales y técnicos, estudiantes, obreros, trabajadores y campesinos, a los combatientes de las FAR y el MININT, que militan en el Partido y en su Juventud, como el motor que revoluciona a la Revolución de forma constante.
Y es nuestro deber como cuadros del Partido entender que esa fuerza política no es monocromática, ni idéntica entre sí, y mucho menos unánime al expresarse. Debemos ser capaces de apreciar la fuerza del bosque, de sus árboles en fila y en cuadro apretado cuando la Revolución lo precise. La unidad tiene que prevalecer sin olvidar jamás que hay que ver el bosque y también los árboles. El colectivo y las individualidades no son lo mismo, aunque unidos se perciban así. Preservar la legitimidad necesaria para que el proyecto siga avanzando parte del conocimiento profundo de sus singularidades.
No podemos dejarnos vencer por el peso de las dificultades. Es necesario dar nueva vitalidad a la movilización popular, cuyas iniciativas nos fortalecen.
La rutina ha minado muchos de nuestros procesos y hoy apremia sacudirse las inercias para promover la discusión honesta y aportadora sobre temas de prioridad, definiendo acciones en cada lugar y con la participación de los cuadros en la vida de los núcleos.
Hacer del crecimiento de las filas del Partido un proceso que suscite interés genuino, con repercusión social, generar métodos de trabajo más atractivos, desde la rendición de cuentas del militante hasta las dinámicas cotidianas del trabajo político en los municipios y las provincias.
En la medida en que abordemos con claridad y transparencia las batallas por elevar la calidad de vida de los cubanos y que sumemos a los jóvenes a participar con su natural entusiasmo en todas las tareas cruciales para el país, estaremos reactivando las esencias del Partido.
Es nuestra obligación ser abanderados de la pelea contra la corrupción, los modos deshonestos de actuar, el abuso de poder, el favoritismo y la doble moral.
Que nuestro comportamiento en el trabajo, ante la sociedad, la familia y el círculo de amistades sea coherente con los valores que defendemos.
La disciplina partidista, la dirección colectiva, los estudios teóricos y la promoción de eventos sobre la viabilidad del socialismo, las ideas del marxismo leninismo, las tradiciones del pensamiento cubano, en particular de Martí y de Fidel, son temas de seguimiento impostergable en nuestras escuelas del Partido, junto con la necesaria formación teórica y de administración, con técnicas de dirección modernas y una amplia base cultural e histórica.
Soy un convencido, de que debemos incorporar como pilares de nuestra labor, la informatización de todos los procesos al interior de la organización, el apoyo en la ciencia y la innovación para el abordaje y la solución de los temas más complejos, así como el desarrollo creativo de la comunicación social.
La labor partidista en la búsqueda constante de alternativas emancipadoras, también está urgida de un baño de ciencia y de tecnología, que deben ser partes de ese proceso.
El marxismo nos ha dejado un legado inestimable: la certeza de que la ciencia y la tecnología son parte indisoluble de los procesos sociales y que en la relación ciencia-tecnología-sociedad están las claves del desarrollo perspectivo y prospectivo de cualquier proyecto. Es el camino para construir una economía socialista basada en el conocimiento, una sociedad cada vez más cimentada en el conocimiento. Un horizonte promisorio para las nuevas generaciones.
Hay muchas tareas por delante que precisan de una participación activa y proactiva de la militancia en función de movilizar las energías del país hacia los objetivos del desarrollo, particularmente la seguridad y soberanía alimentaria, el desarrollo industrial y el problema energético. Pero también, y en primer lugar, la preparación para la Defensa, el fortalecimiento del orden institucional y del Estado de Derecho socialista.
Continuaremos trabajando en las leyes derivadas de la nueva Constitución y en el fortalecimiento de la democracia socialista, vinculada a la justicia y la equidad social; el ejercicio pleno de los derechos humanos; la representación efectiva y la participación de la sociedad en los procesos económicos y sociales en curso, hacia un socialismo próspero, democrático y sostenible. Todo ello en un entorno cada vez más libre de los lastres del burocratismo, del centralismo excesivo y de la ineficiencia.
El éxito de esos propósitos depende de nuestra capacidad para dialogar con la población, entusiasmar e implicar a toda la ciudadanía y reconstruir valores que le den mayor sentido y trascendencia al compromiso social.
Conscientes de que la democracia es más socialista en la medida en que es más participativa, nos corresponde estimular la participación popular, creando espacios y procedimientos para atender, evaluar y aplicar las demandas y propuestas que la hagan efectiva.
Esa imprescindible conexión con las demandas y necesidades del pueblo a través de la participación, se enlaza con una de las tareas fundamentales de la labor partidista en estos tiempos: la comunicación social, insuficientemente entendida todavía, bajo el erróneo criterio de que es un asunto secundario frente a las urgencias económicas y políticas. Como si esas urgencias no fueran, en algunos casos, resultado de subestimar el peso específico de la comunicación social.
El espacio de la organización de base y del resto de las estructuras partidistas, a lo interno y en su relación con las estructuras del Estado, Gobierno, organizaciones de masa y la sociedad civil, debe ser convocante, facilitador del intercambio y del debate revolucionario, despojado de formalismos, de imposiciones y de orientaciones superfluas. Revolucionario, porque brota de la inquietud de los comprometidos con que el proceso se perfeccione, se fortalezca, no se detenga ni anquilose.
Debemos lograr, entre militantes y no militantes comprometidos con el bienestar de Cuba, la búsqueda de soluciones eficaces, que en la práctica cotidiana aporten, desde la base, el entendimiento cabal de nuestra realidad.
Cada persona, cada colectivo, cada organización de masa cuenta. La batalla es nuestra, es de todos y en ella debemos concentrar nuestros esfuerzos. Se trata de supervivencia, de dignidad, de decoro y de preservar las conquistas alcanzadas.
Compatriotas:
La Revolución ha dado sentido a términos que no debemos abandonar en nuestra voluntad de enfrentar y transformar el contexto: defendamos la prestancia, el prestigio, la dicha, la decencia, los derechos, la eficiencia, la calidad, la cultura del detalle, la belleza, la virtud, la honra, la dignidad y la verdad en todo lo que nos proponemos y hacemos.
Desde esa práctica partidista debemos proponernos avanzar en el ordenamiento, la recuperación, la ponderación y el fortalecimiento de los valores éticos y morales que nos han traído hasta aquí, golpeados indudablemente en las últimas décadas por las adversidades y las sucesivas y difíciles circunstancias.
Ante el injusto orden económico internacional impuesto por el quebrado y desacreditado neoliberalismo, Cuba mantiene una línea de actuación que inspira admiración, asombro y todo tipo de sentimientos favorables entre aquellos que anhelan una realidad global mejor. También ese comportamiento acrecienta la frustración, el desespero y la impotencia del vecino del Norte y de sus acólitos, de los vendepatria y anexionistas, de los sumisos e indignos que se pliegan a los designios del imperio, todos ellos jurados enemigos que se empeñan en construir los más perversos planes para atacar a la Revolución, crear desconfianza y quebrar la unidad.
Apretando las clavijas del cerco económico se quiere construir la matriz de una Revolución rígida, detenida, lenta, que no tiene soluciones ni nada nuevo que ofrecer, incapaz de propiciar diálogos y defender la participación, de dar felicidad. Tratan de robarnos temas, palabras y frases para paralizar voluntades y destruir sentimientos y paradigmas. El dinero corre a raudales para enterrar a la Revolución.
No somos una sociedad cerrada, ni este es un proceso revolucionario débil, desfasado o anquilosado. A lo largo de 60 años hemos afianzado un proyecto político absolutamente novedoso y desafiante, en medio de presiones inimaginables. Y hemos crecido, avanzado y rectificado muchas veces en aras de perfeccionarlo.
En la batalla ideológica debemos acudir a Fidel, quien nos enseñó no solo que la cultura es lo primero que hay que salvar, sino que para salvarla tenemos que ser interlocutores constantes de nuestros intelectuales y artistas.
También nos enseñó que este no sería un diálogo cómodo para las partes involucradas, pero que sí tenía y tiene que ser un proceso permanente, donde el respeto y la voluntad de trabajar juntos queden genuinamente probados.
La Revolución no solo no le teme al pensamiento creador, sino que lo aúpa, lo cultiva, abre campos para su crecimiento y desarrollo, lo reconoce y se nutre de sus aportes. Por eso creó un sistema de enseñanza y de promoción que por todos estos años, incluso en los más difíciles, ha servido de protección y de salvaguarda de lo más valioso del patrimonio material e inmaterial de la obra de los creadores cubanos.
El aprendizaje en los campos de la política y la ideología concierne a todas las fuerzas que participan en un proceso. Lo imperdonable no es haber cometido errores en los años precedentes o ahora mismo, lo imperdonable sería no corregirlos.
En ese sentido hemos sido coherentes, se ha rectificado y existe la voluntad de continuar haciéndolo, porque es consustancial al desarrollo en el terreno de las ideas como en el de la economía y otros.
Una hermosa canción, cantada a dúo por Silvio Rodríguez y Santiago Feliú advierte: “¡Cuánto se duda cada vez que la mentira gana!” Los grandes medios y las redes sociales digitales funcionan como plataformas efectivas para la manipulación y la mentira sin límites. Detrás de cada ser que duda o que comparte una noticia falsa, ellos se anotan una pequeña y maligna victoria.
Sería ingenuo pretender que los exponentes de determinados actos artísticos, políticos o de cualquier naturaleza ignoren o no les interese considerar los contextos. De oportunos a oportunistas, de liberales a caóticos, de independentistas a neo anexionistas, de trascendentales a irresponsables, hay una fina y frágil distancia.
Que ni siquiera admitan que se conspira con saña desde la derecha más radical para eliminar nuestra experiencia sin miramientos y que si perecemos como proyecto nunca más tendremos la autodeterminación como opción, termina por ser una irresponsabilidad criminal con su país y con su tiempo.
Ya no hablamos siquiera de la colonización desde la cultura, hablamos de guerra desde la ultraderecha más conservadora, hoy desesperada y sin cuartel, que apela a todo ansiosa por adelantarse a cualquier escenario de progreso, obsesionada con destruir todo proyecto de izquierda.
Son sociópatas con tecnología digital siempre disponible, siempre a punto, en guerra abierta a la razón y a los sentimientos. Atacan, no a un sistema político solamente sino a las verdaderas urgencias del hombre, a lo que nos conecta como especie. Esa es la guerra más peligrosa, pero también la más cobarde.
No podemos desconocer que los enemigos de la Revolución aplican los conceptos de Guerra No Convencional contra Cuba, una guerra en la que todo lo banal, vulgar, indecente y falso, vale, y, sin embargo, trata de colarse por el flanco de la sensibilidad, de la cultura y del pensamiento.
Los paladines de la libertad que trafican con valores que ni siquiera conocen, pretenden desmontar una Revolución que ha emancipado a millones.
Incitan descaradamente a la profanación de símbolos y de los hechos y espacios más sagrados de la historia patria, convocan a la desobediencia, al desacato, al desorden y la indisciplina pública, acompañando a estos llamamientos con la construcción calumniosa de seudorealidades, empeñados en confundir, desalentar y promover sentimientos negativos.
La Revolución Cubana no será traicionada ni regalada a quienes pretenden vivir jugando con la suerte de la Patria (Aplausos). No vamos a permitir que los artivistas —como dicen ellos mismos, entre comillas— del caos, de la vulgaridad, del desacato, mancillen la bandera e insulten a las autoridades. No ignoramos que buscan desesperadamente ser detenidos para cumplir el mandato de quienes les pagan, que no acaban de encontrar víctimas creíbles para sus infames informes sobre Cuba.
Es bueno advertir al lumpen mercenario que lucra con el destino de todos, a los que piden “invasión ya”, a los que continuamente ofenden de palabra y de hecho a quienes no descansan, ¡que la paciencia de este pueblo tiene límites! (Aplausos prolongados.)
La virtud estará en saber cerrar filas en la defensa de la patria que nos confiaron quienes nos han precedido y nos han traído hasta el presente.
Ni en el peor de los escenarios un militante puede ser pasivo espectador de una provocación o dejar que una compañera o compañero de fila se enfrente en solitario a los provocadores. ¡A la Revolución la defienden los revolucionarios! (Aplausos.) Y entre los revolucionarios, los comunistas vamos al frente (Aplausos). Jamás como élite, sino en calidad de fuerza consciente y comprometida. Eso significa ser y actuar como vanguardia política (Aplausos).
Hay que sentir orgullo por integrar las filas del Partido y entender la militancia como un acto de consagración a los ideales que la organización defiende con pasión, con alegría, y con responsabilidad.
Es hora de comprender y emplear todos los recursos de la comunicación social, particularmente el trabajo en redes para tratar los temas que estremecen a la sociedad, para intercambiar y dar respuesta oportuna desde cualquier institución a la que acudan los ciudadanos, para favorecer la participación, la transparencia y la rendición de cuentas, para mostrar los ánimos que mueven al país.
Debemos aprovechar todos los espacios de la comunicación para dar nuestra batalla como revolucionarios, haciendo sentir el peso de la historia, las razones y convicciones patrióticas, las claves del liderazgo colectivo.
Tenemos el desafío de contar con voz propia todo lo bueno que se ha hecho, así como lo que puede y debe seguir haciéndose, mostrando nuestras luces y compromisos.
Vivimos en un país estructurado y organizado, donde se trabaja mucho para resistir el embate de una realidad hostil y asfixiante, pero que se empeña en seguir adelante hacia un mayor bienestar social. Esa verdad hay que hacerla sentir todos los días mediante un goteo informativo, educativo, ilustrativo sobre cada proyecto, sobre cada escenario de resistencia y de construcción para superar la adversidad.
Hagámoslo sin altisonancias, ni alardes, ofreciendo contenidos desde la verdad y la virtud, desde la firmeza y la coherencia, desde la elegancia y la mesura, sin discursos que provoquen agobio y rechazo, con argumentos y sentimientos, desde la sensibilidad y la empatía. Con el lenguaje de los que resisten a diario desde esa dimensión más íntima de la Patria que es el barrio, la pequeña parcela de tierra, la comunidad, la fábrica, la escuela, la obra, la familia y acortando la brecha entre los discursos institucionales y las demandas públicas.
La Revolución es diálogo verdadero que antepone la verdad y la ética a la indecencia y la perversidad, que no negocia su existencia, no legitima a mercenarios y actúa con seguridad y firmeza.
Abordemos con objetividad los avances en la lucha por la emancipación de la mujer, contra la violencia de género, el racismo y la discriminación, a favor del cuidado y protección del medio ambiente y los animales. Y reconozcamos que nos falta avanzar aún, para dar cada vez más una respuesta más justa a las inquietudes populares.
Ejerzamos una militancia partidista y revolucionaria que sea activa en el enfrentamiento a las conductas racistas, y discriminatorias y en defensa de los derechos de la mujer cubana.
Compañeras y compañeros:
Permítanme ahora unas palabras sobre la crucial batalla económica, sin la cual todas las demás pueden resultar inútiles.
El quinquenio que evalúa este Congreso no exhibe buenos resultados económicos. En ello también influyen la ineficiencia e ineficacia en el desempeño de una parte significativa del sistema empresarial y del sector presupuestado, se presentan problemas estructurales que afectan su desenvolvimiento, y que no han logrado resolverse en el periodo el exceso de gastos que no resultan imprescindibles y la falta de control de los recursos materiales y financieros, así como trabas innecesarias y el burocratismo, entre otros males que lastran nuestro desarrollo económico, cuya solución depende de nosotros.
No obstante haber transitado en este periodo por dificultades de diversa índole, la economía ha demostrado capacidad de resistencia, posibilitando preservar las conquistas sociales, sin renunciar a los objetivos de desarrollo previstos, así como al apoyo solidario a otros pueblos.
Cuba ha dado una lección magnífica de cómo la voluntad política, la vocación humanista de la Revolución, la gestión del Gobierno, las políticas públicas que toman como centro al ser humano, los diálogos entre los principales decisores y los científicos y la participación del pueblo pueden, con relativo éxito, enfrentar un complejo problema como el de la pandemia.
Un pequeño país sin recursos, asediado y cruelmente bloqueado ha logrado indicadores que presentan un mejor comportamiento que los de muchos países del mundo y de la región. Esta obra es sostenida por esa economía que criticamos para perfeccionarla y hacerla más eficiente, pero que aporta conquistas sociales inclusivas francamente relevantes.
El Partido ratifica que no nos conformamos con mantener las potenciales fuerzas con que cuenta el país a ras de la sobrevivencia. Por el contrario, aspiramos a resistir creativamente, sin renunciar a nuestros proyectos de desarrollo, perfeccionándolos, actualizando sus conceptos, modernizando las formas de hacer y participar.
Debemos en el menor tiempo, con nuestros propios esfuerzos, reconociendo que el camino está en nosotros mismos, Isla adentro, con la menor dependencia externa posible, resolver el desafío de producir los alimentos que necesitamos, el mejor aprovechamiento y uso de las fuentes renovables de energía, la utilización sostenible y con calidad de las potencialidades turísticas, la eficiencia en el proceso inversionista, la orientación de la producción nacional a resolver las demandas del mercado interno, la elevación de la calidad de todos los servicios que se prestan a la población.
Hay conceptos básicos en cualquier tipo de Economía, que debemos entronizar definitivamente como el ahorro y la economía circular. Se impone también, desterrar la mentalidad importadora.
Para superar la crisis es preciso dinamizar el proceso de actualización del modelo económico y social y la implementación de la Estrategia y del Plan Nacional de Desarrollo Económico y Social hasta 2030, combinando flexiblemente la relación entre la necesaria planificación, la descentralización y la autonomía indispensable para el desarrollo territorial, con la participación de todos los actores económicos, incluyendo la empresa estatal, las micro, pequeñas y medianas empresas y las cooperativas.
O sea, resistiremos, creativamente, a través del análisis profundo y real de cada situación, convocando al conocimiento experto, propiciando la participación popular y la innovación. Por supuesto, sin renunciar a nuestros principios internacionalistas, de solidaridad y cooperación con la humanidad.
La Tarea Ordenamiento, no siempre bien comprendida, incluso por quienes tienen la responsabilidad de ejecutarla, demandará en lo inmediato mucho trabajo político, como el proceso de gran complejidad que es.
Se ha cuestionado bastante si era el momento para ponerla en práctica, en medio de los inesperados retos que nos impusieron la pandemia y el oportunista recrudecimiento del bloqueo. La respuesta es una sola: no podíamos seguir postergando esa transformación orientada a estimular el desarrollo y la participación articulada de todos los actores económicos.
Es honesto reconocer que el Ordenamiento presentó problemas de instrumentación, por insuficiente preparación de algunos directivos e inadecuada interpretación de las normas, pero existen incomprensiones derivadas del error de asociarlo a problemas que estaban presentes antes de su implementación. A ello se suman las insatisfacciones generadas por una argumentación no siempre oportuna y precisa y algunos reclamos inadmisibles, que se alejan de los principios de la Tarea.
Nuestra primera respuesta ha sido dar seguimiento y solución inmediata —siempre que sea posible— a los planteamientos críticos de la población, propiciando un importante ejercicio de participación ciudadana, que no puede desconocerse, en los ajustes, correcciones y cambios implementados. Tarifas, precios y las medidas más recientes para favorecer y estimular la producción y comercialización de alimentos responden a esa estrategia.
Una vez más apelamos al necesario cambio de mentalidad que facilite estos propósitos. Ya es hora de pasar del llamado a la transformación.
Venceremos en la medida en que el horizonte de cuanto hagamos siempre sea la mayor felicidad posible de las cubanas y los cubanos, defendida desde las esencias de nuestro socialismo.
La situación actual y los propósitos derivados de nuestros debates definen un altísimo reto para los dirigentes cubanos. It is the daring uprising of Céspedes, it is the unbeatable shame of Agramonte, it is the worthy intransigence of Maceo, it is the impressive cunning of Gómez, it is the libertarian drive of the maroons, it is the passion of war poets, it is the fierceness of Mariana in the bush and is the inspiring light of Martí.

It was born from the Unity of all political forces with deeply humanistic ideals that had fought to change an unequal and unjust country, dependent on a foreign power and under the yoke of a bloody military tyranny.
Today we say We are Cuba, Cuba Alive and it sounds simple and easy, but how difficult it has been to achieve and maintain sovereignty and independence, amid the fiercest siege.
The historical generation, aware of its role in that heroic creation that is every day of the Cuban Revolution in the face of the multidimensional permanent war that its closest neighbor makes, always worked in the formation of the new generations and has facilitated the gradual transfer of the main management responsibilities.
Thanks to that patient work of years, today a milestone in our political history is verified here, which defines the Eighth Congress as the Congress of Continuity. And the main standard-bearer for that process has been Comrade General of the Army Raúl Castro Ruz (Applause).
When I took office as President of the Councils of State and Ministers in 2018, I wanted to express in my speech the feelings of many of us and acknowledge his work at the head of the Revolution and the Party.
With his proverbial modesty, he asked me to delete some of the words about him that I wished to expound at the time. Today, abusing the responsibility that I assume at the head of the Party and with more knowledge of the facts, due to our intimate understanding in addressing the issues and strategic tasks of the country, by experiencing firsthand the way in which our preparation has conducted, I mean, to do historical justice, what I wrote at that time and out of discipline I kept silent.
Comrade Raúl, who has prepared, led, and led this process of generational continuity with tenacity, without attachment to positions and responsibilities, with a high sense of duty and of the historical moment, with serenity, maturity, confidence, revolutionary firmness, with altruism and modesty. , by its own merit, by legitimacy and because Cuba needs it, it will be consulted on the strategic decisions of greatest weight for the destiny of the nation (Applause). He will always be present, well aware of everything, fighting with energy, contributing ideas and purposes to the revolutionary cause, through his advice, his guidance and his alert to any error or deficiency, ready to confront imperialism as the first with its rifle in the forefront of combat.
The Army General will continue to be present because he is a reference for any Cuban communist and revolutionary. Raúl, as our people affectionately call him, is Fidel's best disciple, but he has also contributed innumerable values to revolutionary ethics, to partisan work, and to the improvement of the government.
The work undertaken under his leadership at the head of the country in the last decade is colossal. His legacy of resistance to threats and attacks and in the search for the improvement of our society is paradigmatic.
He assumed the leadership of the country in a difficult economic and social situation. In his dimension as a statesman, forging consensus, he has led, promoted and stimulated profound and necessary structural and conceptual changes as part of the process of perfecting and updating the Cuban economic and social model.
Raúl was able to achieve the renegotiation of a huge debt defending with honesty and respect the word he had promised and the principle that the nation would honor its commitments to creditors, which strengthened confidence in Cuba.
With wisdom he led the debate that culminated in a momentous update of the Migration Law, promoted transformations in the agricultural sector, promoted without prejudice the expansion of the forms of management of the non-state sector of the economy, the approval of a new Foreign Investment Law , the creation of the Mariel Special Development Zone, the elimination of obstacles to the strengthening of the Cuban state company, investments in the tourism sector, the computerization program of society and the maintenance and improvement, as far as possible, of our social conquests.
With patience and intelligence, Raúl managed to free our Five Heroes, thus fulfilling Fidel's promise that they would return.
With his style, he has followed a wide and dynamic activity in the country's foreign relations. With firmness, dignity and mettle, he personally led the process of talks and negotiations that had the purpose of restoring diplomatic relations with the United States.
Raúl's undoubted qualities as a statesman, as a defender of Latin American integration, distinguished in a special way Cuba's period in the pro tempore presidency of CELAC. The Party's work in the current circumstances has been and will continue to be fundamental. It is not possible to imagine this moment without the work of the political avant-garde, but our organization is urged for changes in its work style, more in keeping with this time and its challenges.
The Communist Party of Cuba will continue in the recognition and defense of our essences: independence, sovereignty, socialist democracy, peace, economic efficiency, security and the achievements of social justice: Socialism! To these we add the fight for prosperity that ranges from food to recreation, that includes scientific development, superior spiritual wealth, well-being, and that empowers the design of the functional and the beautiful.
Socialism is worth defending because it is the answer to the need for a more just, equitable, balanced and inclusive world; it is the real possibility of designing with intelligence and sensitivity a space where everyone fits and not only those who have the resources. It aims like no other system to realize Marti's desire to conquer all justice.
The main force to achieve this purpose is unity, everything that unites us: dreams, worries, but also anguish in the face of common dangers. We will defend that unity, without discrimination, without giving room to prejudices, dogmas or pigeonholes that unfairly divide people.
An essential element to sustain that unity that is forged from the Party, is the exemplary nature of the militancy, which requires from each militant a public attitude that, from the capacity, the dedication, the results, arouses admiration and respect in a people with sharp perception, able to recognize from a distance false commitment and double standards.
Generational continuity is a fundamental part of that unity. It is necessary to speak and share achievements with our young people as the most important people they are; distinguish them as managers of ongoing transformations. In them is the strength, the disposition and decision, the sincerity for any undertaking or revolutionary contribution that the situation demands. At the climax of the pandemic they have shown it with courage and responsibility.
Today it is up to the Party to consolidate the authority gained by the merits of the historic generation and preserve the leadership and moral authority of our organization.
To achieve these objectives, it is essential to strengthen the dynamics of the Party's operation and the proactivity of its membership in the face of the most pressing problems facing society, under the premise that due to the character of a single Party, ours will always have the challenge of being increasingly democratic, more attractive, closer to the people as a whole and not just in their immediate surroundings.
Although the subject has been debated a lot before and during the Congress, I would like to point out some criteria on the need to strengthen the internal life of the Party to have more external life, that is, to really function as a vanguard with leadership, capable of projecting itself in its an area with genuine concerns for the functioning of society, and with a convening and mobilizing power that defeats any plan of the enemies of the Cuban nation that tries to provoke a social outbreak.
Today we need more consensual ways and better prepared documentation to foster honest and contributing debates within our nuclei, and to stimulate popular debate, fostering regular meetings with students and young people from different professions and trades.
They are not times of printed newsletters or waiting for long processes of coordination and analysis to promote debates in our cores. The dynamics of this time obliges us to seek more agile, brief and innovative ways of communicating orientations. In the age of the Internet, which already allows millions of Cubans to carry a certain perception of the world on a cell phone, our messages to the militancy cannot follow the slow route of the old printing press.
The main premise, also a legacy of the Commander in Chief, is never to lie or violate ethical principles. The solid authority of the Party rests on these values, whose membership will always be called upon to tell and evaluate the truth, however harsh it may be or may seem. In this principle we have been educated the cadres of the Revolution. And all the militants are permanently summoned to grasp the truth as the first weapon of combat. It is the mission of the avant-garde that we integrate.

The Revolution has given meaning to terms that we must not abandon in our will to confront and transform the context: let us defend presence, prestige, happiness, decency, rights, efficiency, quality, the culture of detail, beauty. , virtue, honor, dignity and truth in everything we propose and do.
From that partisan practice, we must propose to advance in the ordering, recovery, weighting and strengthening of the ethical and moral values that have brought us here, undoubtedly hit in recent decades by adversities and successive and difficult circumstances.
Faced with the unjust international economic order imposed by the bankrupt and discredited neoliberalism, Cuba maintains a line of action that inspires admiration, amazement and all kinds of favorable sentiments among those who yearn for a better global reality. This behavior also increases the frustration, despair and impotence of the northern neighbor and his acolytes, of the countrymen and annexationists, of the submissive and unworthy who bend to the empire's designs, all of them sworn enemies who are determined to build the most perverse plans to attack the Revolution, create mistrust and break unity.
By tightening the pegs of the economic fence, we want to build the matrix of a rigid, detained, slow Revolution that has no solutions or nothing new to offer, incapable of fostering dialogues and defending participation, of giving happiness. They try to steal themes, words and phrases from us to paralyze wills and destroy feelings and paradigms. Money is pouring in to bury the Revolution.
We are not a closed society, nor is this a weak, outdated or stagnant revolutionary process. Throughout 60 years we have established an absolutely new and challenging political project, amid unimaginable pressures. And we have grown, advanced and rectified many times for the sake of perfecting it.
In the ideological battle we must turn to Fidel, who taught us not only that culture is the first thing to save, but that to save it we have to be constant interlocutors with our intellectuals and artists.
He also taught us that this would not be a comfortable dialogue for the parties involved, but that it did have and must be a permanent process, where respect and willingness to work together are genuinely proven.
The Revolution not only does not fear creative thinking, but it encourages it, cultivates it, opens up fields for its growth and development, recognizes it and feeds on its contributions. That is why he created a teaching and promotion system that for all these years, even in the most difficult, has served as protection and safeguarding of the most valuable material and intangible heritage of the work of Cuban creators.
Learning in the fields of politics and ideology concerns all the forces involved in a process. The unforgivable thing is not to have made mistakes in previous years or right now, the unforgivable thing would be not to correct them.
In this sense we have been consistent, it has been rectified and there is the will to continue doing so, because it is inherent to development in the field of ideas such as economics and others.
A beautiful song, sung as a duet by Silvio Rodríguez and Santiago Feliú warns: "How much doubt each time the lie wins!" Big media and digital social networks function as effective platforms for manipulation and unlimited lies. Behind every being who doubts or who shares false news, they score a small and evil victory.
It would be naive to pretend that the exponents of certain artistic, political or other acts are ignorant or not interested in considering the contexts. From timely to opportunistic, from liberal to chaotic, from independentists to neo-annexationists, from transcendental to irresponsible, there is a fine and fragile distance.
That they do not even admit that they are conspiring viciously from the most radical right to eliminate our experience without regard and that if we perish as a project we will never again have self-determination as an option, it ends up being criminal irresponsibility with their country and with their time.
We no longer even talk about colonization from culture, we talk about war from the most conservative extreme right, today desperate and without quarter, which appeals to everyone eager to anticipate any scenario of progress, obsessed with destroying all leftist projects.
They are sociopaths with digital technology always available, always ready, in an open war with reason and feelings. They attack, not only a political system but the true urgencies of man, what connects us as a species. That is the most dangerous war, but also the most cowardly.
We cannot ignore that the enemies of the Revolution n They apply the concepts of the Unconventional War against Cuba, a war in which everything banal, vulgar, indecent and false is valid, and yet tries to sneak in on the flank of sensitivity, culture and thought.
The champions of freedom who traffic in values that they do not even know, seek to dismantle a Revolution that has emancipated millions.
They shamelessly incite the desecration of symbols and the most sacred facts and spaces in the country's history, they call for disobedience, contempt, disorder and public indiscipline, accompanying these appeals with the slanderous construction of pseudo-realities, determined to confuse, discourage and promote negative feelings.
The Cuban Revolution will not be betrayed or given away to those who intend to live by playing with the luck of the Fatherland (Applause). We are not going to allow the artivists - as they say themselves, in quotation marks - of chaos, vulgarity, contempt, to smear the flag and insult the authorities. We are not unaware that they desperately seek to be arrested to fulfill the mandate of those who pay them, that they have not just found credible victims for their infamous reports on Cuba.
It is good to warn the mercenary lumpen who profits from the fate of all, those who ask for "invasion now", those who continually offend in words and in fact those who do not rest, that the patience of this people has limits! (Prolonged applause.)
The virtue will be in knowing how to close ranks in the defense of the homeland entrusted to us by those who have preceded us and have brought us to the present.
Not even in the worst case scenario can a militant be a passive spectator of a provocation or let a colleague face the provocateurs alone. Revolutionaries defend the Revolution! (Applause.) And among the revolutionaries, the communists are going to the front (Applause). Never as an elite, but as a conscious and committed force. That means being and acting as a political vanguard (Applause).
We must feel proud to be part of the ranks of the Party and understand membership as an act of consecration to the ideals that the organization defends with passion, joy, and responsibility.
It is time to understand and use all the resources of social communication, particularly networking to deal with the issues that shake society, to exchange and give a timely response from any institution that citizens go to, to encourage participation, transparency and accountability, to show the spirits that move the country.
We must take advantage of all spaces of communication to fight our battle as revolutionaries, making us feel the weight of history, patriotic reasons and convictions, the keys to collective leadership.
We are challenged to have our own voice about all the good that has been done, as well as what can and should continue to be done, showing our lights and commitments.
We live in a structured and organized country, where a lot of work is being done to resist the onslaught of a hostile and suffocating reality, but which is determined to move forward towards greater social well-being. That truth must be made felt every day through an informative, educational, illustrative drip on each project, on each scenario of resistance and construction to overcome adversity.
Let's do it without arrogance or bragging, offering content from truth and virtue, from firmness and coherence, from elegance and measure, without speeches that cause overwhelm and rejection, with arguments and feelings, from sensitivity and empathy. With the language of those who resist daily from that most intimate dimension of the Homeland that is the neighborhood, the small plot of land, the community, the factory, the school, the work, the family and shortening the gap between institutional discourses and public demands.
The Revolution is a true dialogue that puts truth and ethics before indecency and perversity, that does not negotiate its existence, does not legitimize mercenaries and acts with security and firmness.
Let us objectively address the progress in the fight for the emancipation of women, against gender violence, racism and discrimination, in favor of the care and protection of the environment and animals. And let us recognize that we still need to move forward, to increasingly give a fairer response to popular concerns.
Let us exercise a partisan and revolutionary militancy that is active in confronting racist and discriminatory behaviors and in defense of the rights of Cuban women.

Let me now say a few words about the crucial economic battle, without which all the others may be useless.
The five-year period that this Congress is evaluating does not show good economic results. This is also influenced by the inefficiency and inefficiency in the performance of a significant part of the business system and the budgeted sector, there are structural problems that affect its development, and that excess expenses that are not essential have not been resolved in the period. the lack of control of material and financial resources, as well as unnecessary obstacles and bureaucracy, among other evils that weigh down our economic development, the solution of which depends on us.
Despite having gone through difficulties of various kinds during this period, the economy has demonstrated the capacity for resistance, making it possible to preserve social gains, without renouncing the planned development objectives, as well as solidarity support for other peoples.
Cuba has taught a magnificent lesson on how political will, the humanist vocation of the Revolution, the management of the Government, public policies that take the human being as the center, the dialogues between the main decision-makers and scientists, and the participation of the people can , with relative success, facing a complex problem such as the pandemic.
A small country without resources, besieged and cruelly blocked, has achieved indicators that present a better performance than those of many countries in the world and in the region. This work is sustained by that economy that we criticize in order to perfect it and make it more efficient, but which contributes frankly relevant inclusive social achievements.
The Party confirms that we are not satisfied with maintaining the potential forces that the country has at the level of survival. On the contrary, we aspire to resist creatively, without giving up our development projects, perfecting them, updating their concepts, modernizing the ways of doing and participating.
We must in the shortest time, with our own efforts, recognizing that the way is in ourselves, the island inside, with the least possible external dependence, solve the challenge of producing the food we need, the best use and use of renewable sources of energy, sustainable and quality use of tourist potential, efficiency in the investment process, the orientation of national production to meet the demands of the domestic market, raising the quality of all services provided to the population.
There are basic concepts in any type of economy, which we must definitely enthrone, such as savings and the circular economy. It is also necessary to banish the importing mentality.
To overcome the crisis, it is necessary to streamline the process of updating the economic and social model and the implementation of the Strategy and the National Plan for Economic and Social Development until 2030, flexibly combining the relationship between the necessary planning, decentralization and the autonomy essential to territorial development, with the participation of all economic actors, including the state enterprise, micro, small and medium-sized enterprises, and cooperatives.
In other words, we will resist, creatively, through a deep and real analysis of each situation, summoning expert knowledge, promoting popular participation and innovation. Of course, without renouncing our internationalist principles of solidarity and cooperation with humanity.
The Ordering Task, not always well understood, even by those who have the responsibility of executing it, will immediately demand a lot of political work, as the process of great complexity that it is.
It has been widely questioned whether it was the moment to put it into practice, amid the unexpected challenges posed by the pandemic and the opportunistic resurgence of the blockade. The answer is only one: we could not continue to postpone this transformation aimed at stimulating development and the articulated participation of all economic actors.
It is honest to recognize that the Regulation presented instrumentation problems, due to insufficient preparation of some managers and inadequate interpretation of the regulations, but there are misunderstandings derived from the error of associating it with problems that were present before its implementation. Added to this are the dissatisfactions generated by an argumentation that is not always timely and precise and some inadmissible claims, which are far from the principles of the Task.
Our first response has been to follow up and immediate solution - whenever possible - to the critical approaches of the population, fostering an important exercise of citizen participation, which cannot be ignored, in the adjustments, corrections and changes implemented. Tarifs, price controls and the most recent measures to promote and stimulate food production and marketing respond to this strategy.
Once again we appeal to the necessary change of mentality that facilitates these purposes. It is time to move from the call to transformation.
We will win to the extent that the horizon of what we do is always the greatest possible happiness for Cuban women and men, defended from the essence of our socialism.
The current situation and the purposes derived from our debates define a very high challenge for Cuban leaders. Society and its institutions need cadres, with a deep ethical and professional preparation, distinguished by qualities such as revolutionary concern, sensitivity to the problems of the people, the willingness to surrender and the ability to face adversity with creativity that inspires and motivate innovation.
In any circumstance, but essentially in the most difficult and challenging ones, our cadres must stand out for their dedication to the task, their desire to excel, their modesty and the sufficient sensitivity to put themselves in the place of others, putting ourselves before self. They have the responsibility to dialogue sincerely, from the heart, and be agile by incorporating these perceptions into decision-making.
Congress approved a strategy for the preparation of cadres that will include the scientific approach to their selection, training and promotion, which will take into account the stages of transit through different responsibilities.

The blockade and the pandemic have come together in the last year to put our projections and dreams on hold. We have been struggling hard against daily difficulties and, although at times it might seem that we will not be able to emerge afloat, in the midst of uncertainty, we are suddenly assailed and dazzled by our own capacity for resistance and creation.
That a country blocked to perverse limits has managed to sustain the vitality of its main services, serve its entire infected and suspected population, enable in record time more than twenty molecular biology laboratories, design and develop national prototypes of lung ventilators and kits diagnosis, and develop five vaccine candidates, considering producing enough doses to immunize the entire population and contribute to other nations, in addition to providing a meritorious and recognized medical collaboration to various peoples of the world, it is much more than a light at the end of the tunnel . It is proof that we are on the right side of history and that the revolutionary and socialist work has so much potential and scope that not even the greatest empire of all time has been able to overthrow it.
Our people have given this undisputed feat a name: Fidel Castro Ruz! (Applause.)
The Commander-in-Chief, under Marti's precept that to govern is to foresee, in very uncertain days for Cuba, promoted the development of biotechnology, the production of drugs and vaccines, and the training of doctors for the nation and the world. He, who saw before and saw further, to what extent humanity can promote his dreams, is a continuous reference, when before the astonished eyes of many Cuba emerges saving itself and helping to save the world from its worst pandemic in centuries.
When women and men in white coats, members of a Henry Reeve brigade descend the stairs of an airplane, carrying the Lone Star Flag in front, and they set out to save lives without putting a price on their work, lies and infamies against Cuba they begin to dissolve like ice in hot water and our truth multiplies with the saving action.

The members of the Political Bureau, the Secretariat and the Central Committee of the Communist Party of Cuba elected today assume the extraordinary commitment to give continuity to the Cuban Revolution (Applause).
After several years of work and dedication to the tasks of the Party, we dismissed several colleagues who in their respective roles are part of everything that the country promoted and conquered under challenging conditions in recent years. They all carry with them the best of recognitions: having worked at the highest levels of the Party founded and led by Fidel, Raúl and other colleagues from the historic Centennial Generation, such as the Commanders of the Revolution Ramiro Valdés and Guillermo García, who continue to give us every day lessons of consecration and dedication to the common work (Applause).
To the Commander of the Rebel Army, José Ramón Machado Ventura (Applause), who for decades carried on his shoulders the difficult tasks of the organization, its operation and internal life, the control of resources and administration, our permanent gratitude for his consecration and his example, for his discipline and loyalty. For the teachings, support and trust in which we move, step by step, from grassroots student and youth organizations to leadership tasks. As for the Army General, the Continuity Congress wants to record our enormous debt to a man who will never be able to separate from the Party of which he is the founder.
Summarizing his contributions to the Revolution, as I did at the beginning, is not only a duty of comrades. It is a way of showing ourselves what are the main qualities of a leader, of an authentic revolutionary, always dissatisfied with the work he directs and attentive to social beats, sensitive to how much he serves or harms the people. Intransigent and firm when it comes to facing the adversary and defending the work. Sincere and affectionate when he encourages, acknowledges, rewards, even when sanctioning a partner in battle.
Continuity is affirmed in the example and among the teachings of the authentic leaders who have preceded us, the timely and meaningful recognition of those who give everything for the collective destiny always stands out.

Paraphrasing Camilo in his well-known words to Fidel upon receiving the rank of Commander of the Rebel Army in the Sierra Maestra, we want to say to the historical generation, to our comrades in partisan militancy and to our beloved people: Thank you for giving us the opportunity to serve this most worthy cause for which we will always be ready to give our lives (…) It will be easier for us to stop breathing than to stop being faithful to your trust! (Applause.)
