On the Rationalization of the Production and Consumption of Knowledge--Chinese Challenges to Orthodox Hierarchies and Valuation Systems

The age of convergence is receding.  That is a pity--especially when it comes to the production and consumption of knowledge,.  However much one might lament, every era has its own characteristics. For the moment, and in the current era, the striving toward global solidarity which served as the ideal in the aftermath of the end of the global wars of the 20th century has given way to more modest and fractured solidarities radiating from multiple centers of ideologically curated cores. At the same time, these centers all strive for recognition as apex approaches to the production and reproduction of knowledge--the value of which itself reinforces the superiority of the ideological framework within which it is produced.

Liberal democratic states, and its leading national forces, have for a long time assumed both the superiority and universality of their curation of knowledge, and the authority of its peer driven knowledge production centers to curate and value knowledge, and its production and dissemination. Indeed, prestige hierarchies and hierarchies of peer review and publication served as a manifestation of both that structure of authority and the control of the valuation of knowledge in the sense of determining what might be produced of value and the extent to which that value ought to affect the desire to consume it. 

That role has now been challenged by Chinese socialist knowledge platforms.  Recently Red Flag (红旗), a journal of political theory published by the Chinese Communist Party circulated a Red Flag manuscript (《红旗文稿》) that included writings about this detachment and rationalization of knowledge production and consumption from within the framework of Chinese New Era Marxist-Leninism.  The object was straightforward--to develop indigenous but also connected platforms for the production and consumption of knowledge that was better suited to the governing ideology and the contextual needs of its producers and consumers:

坚定教育自信 扎根中国大地办大学

　　在五四青年节即将到来之际，4月25日，习近平总书记到中国人民大学考察调研，特别强调要坚持党的领导，传承红色基因，扎根中国大地，走出一条建设中国特色世界一流大学新路。习近平总书记的重要讲话，精辟阐述实现民族复兴历史伟业赋予高校的战略使命，鲜明阐释高素质高校教师队伍的深厚内涵，集中阐明堪当民族复兴重任时代新人的价值追求。讲话高屋建瓴，视野宏阔，语重心长，催人奋进，是新时代新征程上加强党对高等教育全面领导的纲领性文献，是推动高等教育更好服务国家战略的全局性号令，是激励高校师生爱党报国的根本性指引。我们要深刻领会习近平总书记的重要讲话精神，坚定教育自信，扎根中国大地办大学。

　　扎根中国大地办大学首要的是坚持党的全面领导。习近平总书记在讲话中强调，“为谁培养人、培养什么人、怎样培养人”始终是教育的根本问题。要坚持党的领导，坚持马克思主义指导地位，坚持为党和人民事业服务，落实立德树人根本任务，传承红色基因，扎根中国大地办大学，走出一条建设中国特色、世界一流大学的新路。习近平总书记的重要讲话将“为谁培养人”这一方向性问题放在首位，充分反映了我国教育的根本任务就是要培养中国特色社会主义事业的建设者和接班人，而不是旁观者和反对派。应该说，今天没有什么比培养社会主义建设者和接班人更重要，没有什么比这个方面出问题更危险。落实立德树人根本任务，就是要坚持党的领导，坚持马克思主义指导地位，全面贯彻党的教育方针，坚持社会主义办学方向，实现教育为人民服务，为中国共产党治国理政服务，为巩固和发展中国特色社会主义制度服务，为改革开放和社会主义现代化建设服务的“四为服务”价值追求，为中华民族伟大复兴提供人才支撑和智力保障，真正做到党办的大学让党放心，人民的大学不负人民。

　　扎根中国大地办大学迫切的是推动哲学社会科学创新发展。习近平总书记在讲话中强调，世界百年未有之大变局加速演进，世界进入新的动荡变革期，迫切需要回答好“世界怎么了”、“人类向何处去”的时代之题。高校作为哲学社会科学研究的重要力量，在推进哲学社会科学理论创新的过程中，要自觉回答中国之问、世界之问、人民之问、时代之问，彰显中国之路、中国之治、中国之理，努力在研究解决事关党和国家全局性、根本性、关键性的重大问题上做好真研究、推动真创新，确保研究成果真管用，为推动构建中国自主的知识体系作出新贡献。在推进哲学社会科学研究方面，要引导哲学社会科学工作者把个人学术视野与服务国家战略需求相结合，把个人学术兴趣与回应人民关心社会关切相结合，把个人学术追求与国家发展民族复兴相结合。在培养哲学社会科学理论人才方面，要解决“有数量缺质量”、“有专家缺大师”的状况，培养堪当大任、能做大事的哲学社会科学优秀人才。

　　扎根中国大地办大学关键的是培养造就高素质专业化创新型教师队伍。习近平总书记在讲话中强调，好的学校特色各不相同，但有一个共同特点，都有一支优秀教师队伍。优秀的教师一定是“经师”和“人师”的统一者。从“四有好老师”到“四个相统一”，到“四个引路人”，再到做学生为学、为事、为人的“大先生”，习近平总书记对于教师的殷切希望和谆谆教导，一脉相承、一以贯之，是教师成长成才的基本坐标，更是教师队伍建设的鲜明导向。广大教师要把努力做心怀国之大者、立德树人的能者、引领社会风尚的行者作为职业追求。教育是一门“仁而爱人”的事业，共情才有共鸣，有爱才有责任。在学生眼里，教师“吐辞为经、举足为法”，一言一行都给学生以极大的影响。我们教育学生，一是知识，二是方法，三是品格，其中品格是最高层次。要将爱国精神、事业心、责任感、团队意识等品格，融入每堂课、每个课题、每个项目、每篇文章，甚至每次开会和谈话。教育引导学生涵养大气品格，追求一流学问，创造精彩事业，践行责任人生。

　　扎根中国大地办大学重要的是发挥好思政课立德树人的关键作用。习近平总书记在讲话中强调，思政课的本质是讲道理，要注重方式方法，把道理讲深、讲透、讲活。一堂思政课讲得好不好，关键要看老师能不能用情讲，学生用心悟，真正把道理、学理、情理讲进学生的心里，达到沟通心灵、启智润心、激扬斗志的目的。思政课绝不能仅仅停留在德育课程的讲授上，而是应该渗透到智育、体育、美育和劳动教育诸多方面，五育并举。要善用“大思政课”资源，利用好红色资源、弘扬好红色文化，把红色的历史，革命的精神讲深、讲透、讲活，筑牢信仰之基、把稳思想之舵，让听党话、跟党走的信念成为广大青年学生的自觉追求。各地高校要积极开展与中小学思政课共建共享，共同推动大中小学思政课一体化建设。要贯通一体化思政课育人目标，融通一体化思政课育人内容，衔接一体化思政课育人方法，协同一体化思政课育人资源，增强各学段思政课育人的合力。

　　扎根中国大地办大学急需的是积极探索扎根中国与融通中外相结合的办学模式。习近平总书记在讲话中强调，建设中国特色、世界一流大学不能跟在别人后面依样画葫芦，简单以国外大学作为标准和模式，而是要扎根中国大地，走出一条建设中国特色、世界一流大学的新路。这是一条打造世界一流大学中国范式的创新之路。我国的大学有能力、有信心走出这样一条新路，我们要有这样的教育自信。建设中国特色、世界一流大学，关键是要扎根中国与融通中外相结合，探索世界一流大学建设的中国道路和中国模式。扎根中国，要求我们必须坚持中国特色社会主义教育发展道路，立足中国国情和高等教育发展实际，解决中国高等教育发展中面临的重大理论和现实问题。融通中外，要求我们必须面向世界，聚焦世界科技前沿和国内薄弱、空白、紧缺学科专业，同世界一流资源开展高水平合作办学、高水平人才联合培养和科技联合攻关。

　　扎根中国大地办大学根本的是培养出堪当民族复兴重任的时代新人。习近平总书记在讲话中强调，中国青年的奋斗目标和前行方向归结到一点，就是坚定不移听党话、跟党走，努力成长为堪当民族复兴重任的时代新人。青年是国家的未来，民族的希望，党和国家事业的中坚力量。今年是中国共产主义青年团成立100周年，回首百年，中国青年始终爱党爱国爱人民，始终是实现中华民族伟大复兴的先锋栋梁。如今我们正向着全面建成社会主义现代化强国目标阔步前进，尤其要抓好党的事业后继有人这个根本大计，坚定不移地走好人才自主培养之路，激励青年学生向英雄学习、向前辈学习、向榜样学习，做社会主义核心价值观的坚定信仰者、积极传播者、模范践行者，做青春赛道上的奋力奔跑者。引导青年学生在新时代新征程中用脚步丈量祖国大地，用眼睛发现中国精神，用耳朵倾听人民呼声，用内心感应时代脉搏，立大志、明大德、成大才、担大任，不负韶华，不负时代，不负人民。

　　学习习近平总书记在中国人民大学考察调研时的重要讲话，使我们更加清醒地认识到，肩负责任重大，担当使命光荣。广大高等教育工作者要心怀“国之大者”，坚定教育自信，扎根中国大地办大学，为建设社会主义现代化强国和中华民族伟大复兴作出应有的贡献，以实际行动迎接党的二十大胜利召开。

建设中国特色世界一流大学的根本遵循

　　今年4月25日，习近平总书记在中国人民大学考察时强调，我国有独特的历史、独特的文化、独特的国情，建设中国特色、世界一流大学不能跟在别人后面依样画葫芦，简单以国外大学作为标准和模式，而是要扎根中国大地，走出一条建设中国特色、世界一流大学的新路。2021年4月19日，习近平总书记在清华大学考察时曾强调，坚持中国特色世界一流大学建设目标方向，为服务国家富强民族复兴人民幸福贡献力量。习近平总书记的这些重要论述，为中国建设世界一流大学提供了根本遵循，为中国高等教育事业发展指明了前进方向。

　　民族复兴迫切需要建设中国特色世界一流大学。高等教育发展水平是一个国家发展水平和发展潜力的重要标志。习近平总书记深刻指出，世界各国都把办好大学、培养人才作为实现国家发展、增强综合国力的战略举措。回顾全球高等教育发展历史不难发现，大学发展与国家综合实力提升紧密联系在一起。从文艺复兴时期的意大利到工业革命时期的英国，从启蒙运动时期的法国和19世纪后期的德国到20世纪后的美国，这些国家的历史都充分表明，大学在推动经济社会发展方面具有关键作用，这也是这些国家成为当时世界科学中心、综合国力得到显著提升的重要原因。习近平总书记深刻洞察高等教育推动国家发展的历史规律，阐明了办好大学与增强综合国力之间的逻辑关系。

　　党和国家事业发展对高等教育的需要比以往任何时候都更为迫切。立足中国特色社会主义新时代这一我国发展新的历史方位，致力于实现第二个百年奋斗目标、实现中华民族伟大复兴的中国梦，我们迫切需要建设一批具有中国特色世界一流大学，培养造就一大批德才兼备的人才。习近平总书记强调，我国是人口大国，要从人口大国迈向人才强国，实现中华民族伟大复兴，教育的地位和作用不可忽视。大学作为高等教育培养人才的主阵地，肩负着“为党育人、为国育才”的时代重任。党中央作出加快建设世界一流大学和一流学科的战略决策，就是要提高我国高等教育发展水平，增强国家核心竞争力。

　　建设中国特色世界一流大学要以中国为观照、以时代为观照。中国大学的发展要与时代同行，立足中国实际、解决中国问题，要想国家之所想、急国家之所急、应国家之所需。当前，世界百年未有之大变局加速演进，世界进入新的动荡变革期，在纷繁复杂的国际环境中，中国在前进道路上仍然存在可以预料和难以预料的各种风险挑战。在这样的背景下，中国大学的发展理应以党和国家的战略需求为己任，为建设社会主义现代化强国作出新的重大贡献。中国特色世界一流大学要能够服务于国家经济社会建设和科技发展，要能够在关键核心技术特别是“卡脖子”问题方面攻坚克难；加快构建中国特色哲学社会科学，建构中国自主的知识体系，不断推进知识创新、理论创新、方法创新，使中国特色哲学社会科学真正屹立于世界学术之林。

　　坚持扎根中国大地建设世界一流大学。中国共产党历来重视扎根中国大地发展高等教育。回顾党领导和推动高等教育发展的历史可以发现，中国高等教育发展始终结合中国实际，形成了具有中国特色和时代特征的办学思路。在新民主主义革命时期，五四运动对中国高等教育变革产生重大影响；在社会主义革命和建设时期，一大批应社会建设需要的大学先后成立，高等教育规模得到迅速发展；在改革开放和社会主义现代化建设新时期，高等教育进入了突飞猛进的发展时期，为科教兴国和人才强国战略提供了有力支撑。正如习近平总书记在清华大学考察时指出，新中国成立以来，我国高等教育走过了从小到大、从弱到强的极不平凡历程，办学规模、培养质量、服务能力实现历史性跃升。事实上，在不同的历史时期，我们党始终坚持将高等教育与中国社会发展和人才需求联系在一起，通过高等教育发展解决中国实际问题。

　　党的十八大以来，以习近平同志为核心的党中央高度重视高等教育事业发展，提出一系列新理念新思想新观点，中国高等教育与祖国共进、与时代同行，创造了举世瞩目的发展成就。习近平总书记在清华大学考察时强调，一个国家的高等教育体系需要有一流大学群体的有力支撑，一流大学群体的水平和质量决定了高等教育体系的水平和质量。在党中央坚强领导下，中国高等教育综合改革不断向纵深推进，大学治理结构更加合理，人才培养质量和科学研究水平显著提升，大学对国家发展的贡献度不断增强，国际影响力持续提高，一流大学的引领和支撑作用充分发挥，建设中国特色世界一流大学的目标稳步实现。

　　扎根中国大地建设世界一流大学是中国高等教育发展的根本遵循。我们要建设的世界一流大学是中国特色社会主义的一流大学，我国社会主义教育就是要培养德智体美劳全面发展的社会主义建设者和接班人，这是党中央对建设中国特色世界一流大学提出的明确要求，也是中国高校的办学根基。习近平总书记深刻指出，“我们的高校是党领导下的高校，是中国特色社会主义高校。办好我们的高校，必须坚持以马克思主义为指导，全面贯彻党的教育方针”。建设中国特色世界一流大学要同我国发展的现实目标和未来方向紧密联系在一起，为人民服务，为中国共产党治国理政服务，为巩固和发展中国特色社会主义制度服务，为改革开放和社会主义现代化建设服务。

　　深刻把握中国特色世界一流大学建设的目标方向。必须坚持社会主义办学的政治方向。党领导下的大学具有鲜明的政治属性，正确的政治方向是建设中国特色世界一流大学的根本性问题。习近平总书记强调，古今中外，每个国家都是按照自己的政治要求来培养人的。坚持正确办学方向，真正做到“党办的大学让党放心、人民的大学不负人民”，就必须毫不动摇坚持党对高校的全面领导，这是建设好中国特色世界一流大学的政治优势。清华大学牢记习近平总书记的嘱托，始终牢牢把握办学政治方向，始终坚定把“两个维护”作为“纲”和“魂”。一年多来，全校党员干部自觉增强政治意识，把接受中央巡视和进行整改作为最严肃最紧迫的重大政治任务抓紧抓实。在2021年庆祝党的百年华诞中，1200余名清华师生参加庆祝活动，用青春和赤诚向党的生日献礼，在弘扬伟大建党精神中坚定理想信念。

　　必须抓住全面提高人才培养能力这个重点。习近平总书记在清华大学考察时强调，追求一流是一个永无止境、不断超越的过程，要明确方向、突出重点。要培养一流人才方阵。建设一流大学，关键是要不断提高人才培养质量。培养一流人才的核心是要坚持把立德树人作为根本任务，教育引导青年学生立大志、明大德、成大才、担大任，着力培养堪当民族复兴重任的时代新人。清华大学认真贯彻落实总书记部署，不断创新开展思想政治工作，深入推进课程思政和导学思政，以强基书院为试点探索本博贯通培养模式，顺利完成教育部“三全育人”综合改革试点总结工作并获评“优秀”。此外，培养一流人才的关键还在于必须有世界一流的大师，让更多教师成为“大先生”。好的学校特色各不相同，但有一个共同特点，都有一支优秀教师队伍。在这方面，清华大学持续完善教师发展支持体系，全方位培养、引进、建好师资队伍。一年多来，一批杰出人才入职清华，5位教授当选中国科学院、工程院院士及外籍院士，稳步推进以高水平师资队伍建设推动高质量人才培养。

　　必须秉持“四个面向”为国奉献的发展定位。一流大学是基础研究的主力军和重大科技突破的策源地，必须以习近平总书记提出的坚持面向世界科技前沿、面向经济主战场、面向国家重大需求、面向人民生命健康为目标，勇于攻克“卡脖子”的关键核心技术，加强产学研深度融合，促进科技成果转化。这既是一流大学心怀“国之大者”、把握大势、敢于担当、善于作为的必然要求，也是为服务国家富强、民族复兴、人民幸福贡献力量的集中体现。清华大学持续强化基础研究与关键核心技术攻关，先后成立集成电路学院、碳中和研究院，王大中院士获国家最高科学技术奖，2项成果获得2020年度国家科学技术进步奖一等奖，在奉献国家的进程中不断追求新的更为卓越的目标。

充分发挥思政课主渠道主阵地作用

　　“办好思政课，是我非常关心的一件事。”今年4月25日，习近平总书记在中国人民大学考察的第一站，就是观摩思政课智慧教室现场教学，充分体现了习近平总书记对办好思政课的高度重视。党的十八大以来，习近平总书记站在党和国家事业发展全局的高度，围绕办好思政课发表一系列重要讲话，作出一系列重要指示批示，提出一系列重要部署，为办好新时代思政课提供了科学指引和强大动力。

　　“蒙以养正，圣功也。”在任何国家，“为谁培养人、培养什么人、怎样培养人”都是高等教育绕不过去的“根本问题”。我国是中国共产党领导的社会主义国家，我们的教育是社会主义的教育，必须全面贯彻党的教育方针，落实立德树人根本任务，用习近平新时代中国特色社会主义思想铸魂育人，引导学生增强中国特色社会主义道路自信、理论自信、制度自信、文化自信，厚植爱国主义情怀，把爱国情、强国志、报国行自觉融入坚持和发展中国特色社会主义事业、建设社会主义现代化强国、实现中华民族伟大复兴的奋斗之中，引导学生坚定不移听党话、跟党走，努力成长为堪当民族复兴重任的时代新人。思政课作为落实立德树人根本任务的关键课程，作用不可替代，高校必须旗帜鲜明、理直气壮办好思政课。

　　办好思政课关键在教师，关键在发挥教师的积极性、主动性、创造性。“经师易求，人师难得。”一个人遇到“好老师”是人生的幸运，一个学校拥有“好老师”是学校的光荣，一个民族源源不断涌现出一批又一批“好老师”则是民族的希望。思政课教师队伍责任重大，是引导和帮助学生提升思想品德、坚定政治信仰，树立正确的世界观、人生观、价值观，“扣好人生第一粒扣子”的重要指导者和引路人。因此，必须培养和造就一支有理想信念、有道德情操、有扎实学识、有仁爱之心和“政治要强、情怀要深、思维要新、视野要广、自律要严、人格要正”的思政课“好老师”“大先生”队伍。

　　“师者，人之模范也。”习近平总书记明确指出，要坚持教育者先受教育。对教师来说，想把学生培养成什么样的人，自己首先应该成为这样的人。要让有信仰的人讲信仰。“传道”，是第一位的。一个教师，如果只知道“授业”“解惑”而不“传道”，充其量只能是“经师”“句读之师”，而非“人师”。习近平总书记将这其中的道理阐释得非常透彻——“ 传道者自己首先要明道、信道”。一个优秀的思政课教师，应该是“经师”和“人师”的统一，要精于“授业”“解惑”，更要以“传道”为责任和使命，真正做到信仰坚定，对所讲内容高度认同，做学习和实践马克思主义的典范。

　　思政课的“好老师”“大先生”要有仁爱情怀，把对家国的爱、对教育的爱、对学生的爱融为一体，心中始终装着学生，让思政课成为一门有温度的课。要对学生充满爱心和信任，在严爱相济、润己泽人的前提下晓之以理、动之以情，让学生“亲其师”“信其道”。要用爱培育爱、激发爱、传播爱，通过真情、真心、真诚拉近同学生的距离，滋润学生的心田，使自己成为学生的好朋友和贴心人，用欣赏增强学生的信心，用信任树立学生的自尊，以人格魅力呵护学生心灵，以学术造诣开启学生智慧，把自己的温暖和情感倾注到每一个学生身上，让每一个学生都健康成长，让每一个孩子都有人生出彩的机会。

　　更高一层的标准和要求是，思政课的“好老师”“大先生”，必须是让学生信服和尊重的大学问家，要做到方向明、主义真、学问高、德行正，自觉以回答中国之问、世界之问、人民之问、时代之问为学术己任，以彰显中国之路、中国之治、中国之理为思想追求，在研究解决事关党和国家全局性、根本性、关键性的重大问题上拿出真本事、取得好成果，使其成为思政课教育教学的丰沛学术资源。办好思政课，必须配齐建强思政课专职教师队伍，建设专职为主、专兼结合、数量充足、素质优良的思政课教师队伍，只要有了可信、可敬、可靠，乐为、敢为、有为的思政课教师队伍，思政课一定会办得越来越好。

　　思政课要有面向新时代、适应新时代的教学内容和教学方式改革创新，要构建和完善符合学生成长规律特点和人才培养规律特点的教育教学体系。习近平总书记明确指出，思政课的本质是讲道理，要注重方式方法，把道理讲深、讲透、讲活，老师要用心教，学生要用心悟，达到沟通心灵、启智润心、激扬斗志。青少年思想政治教育是一个接续的过程，要针对青少年成长的不同阶段，有针对性地开展思想政治教育。

　　改革创新是时代精神，青少年是最活跃的群体，思政课建设必须按照习近平总书记的要求，向改革创新要活力。推动思政课改革创新，要坚持政治性和学理性相统一、价值性和知识性相统一、建设性和批判性相统一、理论性和实践性相统一、统一性和多样性相统一、主导性和主体性相统一、灌输性和启发性相统一、显性教育和隐性教育相统一。要注重高校本硕博学生的思政课一体化建设，注重思政课程与课程思政的一体化建设，注重“第一课堂”与“第二课堂”的一体化建设，注重大中小学思政课一体化建设。对学生既授之以鱼，又授之以渔，在各个方面给学生以帮助和指导。

　　思政课要引导学生树立正确的理想信念、学会正确的思维方法。通过生动、深入、具体的纵横比较，把一些道理讲明白、讲清楚；不断增强思政课的思想性、理论性和亲和力、针对性，以透彻的学理分析回应学生，以彻底的思想理论说服学生，用真理的强大力量引导学生；寓价值观引导于知识传授之中，坚持建设性和批判性相统一，传导主流意识形态，直面各种错误观点和思潮；既要落实教学目标、课程设置、教材使用、教学管理等方面的统一要求，又要因地制宜、因时制宜、因材施教，发挥学生主体性作用，注重启发性教育，引导学生发现问题、分析问题、思考问题，在不断启发中让学生水到渠成得出结论；使社会主义核心价值观润物细无声地浸润学生们的心田、转化为日常行为，增强学生的价值判断能力、价值选择能力、价值塑造能力，引领学生健康成长；善于采用案例式教学、探究式教学、体验式教学、互动式教学、专题式教学、分众式教学等，积极运用现代信息技术和新媒体技术使思政课活起来。也就是说，要在讲深、讲透、讲活思政课的历史逻辑、理论逻辑、实践逻辑及其学理哲理道理的基础上，使思政课达到春风化雨、润物无声的教育教学效果，真正在学生中入眼入耳、入脑入心。

　　将小课堂与社会大课堂有机结合，善用“大思政课”，不断增强思政课的现实关怀和社会实践性。习近平总书记明确指出，“思政课不仅应该在课堂上讲，也应该在社会生活中来讲”，“‘大思政课’我们要善用之，一定要跟现实结合起来”，“上思政课不能拿着文件宣读，没有生命、干巴巴的”。当前，坚持和发展中国特色社会主义理论和实践提出了大量亟待解决的新问题，世界百年未有之大变局加速演进，世界进入新的动荡变革期，迫切需要回答好“世界怎么了”、“人类向何处去”的时代之题，这些都是思政课教育教学绕不开的热点难点问题。

　　我们要构建和完善有深度、有力度、有温度的“大思政课”，就必须聚焦“两个大局”“两个百年”的时代背景，将亿万中国人民在党的领导下已经书写和正在书写的时代篇章作为丰富而生动的教学素材和教学资源，扎根广袤的中国大地，面向火热的社会实践，讲清楚中国共产党为什么能、马克思主义为什么行、中国特色社会主义为什么好。要学会讲故事、讲好故事，要讲好中华民族的故事、中国共产党的故事、中华人民共和国的故事、中国特色社会主义的故事、改革开放的故事、新时代的故事，讲好中华民族从站起来、富起来到强起来的故事，讲好中国人民“每个人都了不起”的故事。

　　要讲好故事背后以爱国主义为核心的民族精神和以改革创新为核心的时代精神，讲好中国共产党人的精神谱系，教育引导学生大力弘扬伟大创造精神、伟大奋斗精神、伟大团结精神、伟大梦想精神，进一步凝聚起全面建设社会主义现代化国家、实现中华民族伟大复兴的磅礴力量。要有宏大的历史视野，把历史与现实有机结合、理论与实践有机结合，把5000多年中华文明史、500多年世界社会主义史、中国人民近代以来180多年斗争史、中国共产党100多年奋斗史、中华人民共和国70多年发展史、改革开放40多年实践史的历史脉络、历史经验和历史底蕴讲明白、讲清楚，讲好对于共产党执政规律、社会主义建设规律、人类社会发展规律不断深化的思想认识，引导学生理解我们的定力和底气之所在、决心和信心之所在，让“大思政课”始终充满新思想砥砺的深度、新理论阐发的力度和社会关怀的温度。

加快构建中国特色哲学社会科学

　　党的十八大以来，以习近平同志为核心的党中央高度重视哲学社会科学事业。2016年5月17日，习近平总书记主持召开哲学社会科学工作座谈会，提出加快构建中国特色哲学社会科学的重大战略任务。在党中央领导下，中国特色哲学社会科学建设加快推进，取得了显著成绩。今年4月25日，习近平总书记在中国人民大学考察时，强调“加快构建中国特色哲学社会科学，归根结底是建构中国自主的知识体系。要以中国为观照、以时代为观照，立足中国实际，解决中国问题，不断推动中华优秀传统文化创造性转化、创新性发展，不断推进知识创新、理论创新、方法创新，使中国特色哲学社会科学真正屹立于世界学术之林”，为新时代繁荣发展中国特色哲学社会科学进一步指明了方向。

　　回答好时代之题，迫切需要加快构建中国特色哲学社会科学。习近平总书记指出，当前，坚持和发展中国特色社会主义理论和实践提出了大量亟待解决的新问题，世界百年未有之大变局加速演进，世界进入新的动荡变革期，迫切需要回答好“世界怎么了”、“人类向何处去”的时代之题。当今世界正经历百年未有之大变局，新一轮科技革命和产业变革深入发展，国际力量对比深刻调整；国际经济政治格局复杂多变，不稳定不确定性明显增加，经济全球化遭遇逆流，单边主义、保护主义、霸权主义威胁加剧。世界经济失衡、国际政治格局重组和社会治理困境，在思想和文化层面带来反思，需要哲学社会科学工作者给出新的解答。面对错综复杂的国际形势和国际环境，回答这些重大理论和实践问题，迫切需要哲学社会科学更好发挥作用，迫切需要加快构建中国特色哲学社会科学。

　　加快构建中国特色哲学社会科学，要不断推进马克思主义中国化时代化。习近平总书记指出，要坚持把马克思主义基本原理同中国具体实际相结合、同中华优秀传统文化相结合，立足中华民族伟大复兴战略全局和世界百年未有之大变局，不断推进马克思主义中国化时代化。马克思主义是我们立党立国、兴党强国的根本指导思想，是我们党的灵魂和旗帜。马克思主义必须中国化才能落地生根、本土化才能深入人心。马克思主义只有与中国国情相结合，才能焕发出强大的生命力。一百多年来，我们党用马克思主义中国化时代化的科学理论引领实践，取得了举世瞩目的伟大成就。不断推进马克思主义中国化时代化，既是我们党积累下来的宝贵经验，也是全面建设社会主义现代化强国的根本要求。加快构建中国特色哲学社会科学，首先要牢牢坚持马克思主义指导地位，坚持和发展当代中国马克思主义、二十一世纪马克思主义。历史表明，不坚持以马克思主义为指导，哲学社会科学就会丧失灵魂、迷失方向，最终也不能发挥应有的作用。要自觉把习近平新时代中国特色社会主义思想贯穿到哲学社会科学研究和教学各个环节。全面准确深入学习领会习近平新时代中国特色社会主义思想，真正用以指导哲学社会科学实践、推动哲学社会科学工作，不断丰富和发展马克思主义。把加强和改善党对哲学社会科学工作的领导，作为加快构建中国特色哲学社会科学的根本保证。

　　加快构建中国特色哲学社会科学，归根结底是建构中国自主的知识体系。习近平总书记指出，加快构建中国特色哲学社会科学，归根结底是建构中国自主的知识体系。中国自主的知识体系，不是中国历史文化的简单延续，不是其他国家知识体系的转换迁移，而是将马克思主义基本原理同中国的具体实际相结合，对中华传统知识体系的创新与发展。经过党领导人民的百年奋斗，中国走出了自己的现代化道路，取得了举世瞩目的成就，从落后的农业国发展成为世界第一大工业国，成为世界第二大经济体，人民生活实现全面小康，党和国家事业焕发出新的生机活力，已经具备了建构自主知识体系的物质基础和理论储备。当今世界正经历百年未有之大变局，我国开启全面建设社会主义现代化国家新征程，形势的发展提出了一系列全新的重大理论和实践问题，为中国建构自主知识体系提供了历史机遇。

　　加快构建自主的哲学社会科学知识体系，要立足中国和世界的最新发展，从实践中挖掘新材料、发现新问题、提出新观点、解决好真问题。要从中华优秀传统文化中汲取丰富养分，不断推动中华优秀传统文化创造性转化、创新性发展。要坚持以人民为中心，时刻认识到知识来自于人民，让知识服务于人民。坚守人民立场，多到实地调查研究，把论文写在祖国大地上。要不断推进知识创新、理论创新和方法创新，增强中国的文化软实力和国际话语权，使中国特色哲学社会科学真正屹立于世界学术之林。

　　加快构建中国特色哲学社会科学，关键在哲学社会科学人才队伍。构建中国特色哲学社会科学，要从人才抓起。目前，我国哲学社会科学有“五路大军”，要把这支队伍建设好。习近平总书记指出，哲学社会科学工作者要做到方向明、主义真、学问高、德行正，自觉以回答中国之问、世界之问、人民之问、时代之问为学术己任，以彰显中国之路、中国之治、中国之理为思想追求，在研究解决事关党和国家全局性、根本性、关键性的重大问题上拿出真本事、取得好成果。

　　加强新时代哲学社会科学人才队伍建设，要坚持党管人才原则，实施以育人育才为中心的哲学社会科学整体发展战略，建设种类齐全、梯队衔接的哲学社会科学人才体系。要大力营造尊重知识、尊重人才、尊重创造的环境，保障哲学社会科学工作者把更多精力集中在本职工作上。广大哲学社会科学工作者要真正把做人、做事、做学问统一起来，立志做大学问、做真学问。要把责任放在首位，在为祖国、为社会、为人民服务中成就自我、实现价值。心怀“国之大者”，围绕国之大局、国之大要、国之大事、国之大计进行深入研究，回答时代之题，彰显中国之理。

　　加快构建中国特色哲学社会科学，要注重发挥哲学社会科学沟通中外的作用。习近平总书记指出，要发挥哲学社会科学在融通中外文化、增进文明交流中的独特作用，传播中国声音、中国理论、中国思想，让世界更好读懂中国，为推动构建人类命运共同体作出积极贡献。哲学社会科学是一种文化软实力，有独特的风格和魅力。中国有着五千年的文明，是哲学社会科学大国，在世界独树一帜。广大哲学社会科学工作者要深度挖掘中华优秀传统文化，充分弘扬中华优秀传统文化，推动中华优秀传统文化走出国门，更好答好“世界怎么了”、“人类向何处去”的时代之题，让世界更好认识中国。对话、交流与合作，是哲学社会科学发展的必由之路。要深入推进中外文化交流融通，既做到服务世界，又实现洋为中用。要把“请进来”和“走出去”有机结合起来，积极拓展国际学术空间，充分发挥哲学社会科学在国家对外软实力建设中的作用。

建设一支优秀教师队伍

　　教师是人类灵魂的工程师，是人类文明的传承者，承载着传播知识、传播思想、传播真理，塑造灵魂、塑造生命、塑造新人的时代重任。党的十八大以来，以习近平同志为核心的党中央站在党和国家事业发展薪火相传、后继有人的战略高度，将教师队伍建设摆在突出位置，作出一系列重大决策部署。习近平总书记多次亲切看望慰问、致信问候祝贺人民教师。今年4月25日，习近平总书记在中国人民大学考察时强调，“好的学校特色各不相同，但有一个共同特点，都有一支优秀教师队伍”。我们要不辜负习近平总书记的殷殷期望和嘱托，努力建设一支为党育人、为国育才的高素质教师队伍，推进教育事业高质量发展。

　　一流的学校需要一流的教师队伍。习近平总书记指出：“百年大计，教育为本。教师是立教之本、兴教之源。”总书记将教师置于“本”与“源”之位，充分表明教师是教育发展的第一资源。

　　中华民族5000多年文明发展史上，英雄辈出、大师荟萃，这与一代代教师的辛勤耕耘是分不开的。中华民族历来有着尊师重教的优秀传统，依靠教师言传身教、释疑解惑、甘为人梯、成化天下。中国共产党一直十分重视教师在教书育人中发挥的重要作用。1985年，在党中央的亲切关怀下，每年的9月10日被定为教师节。

　　党的十八大以来，习近平总书记更加重视教育，更加关心教师，强调“全党全社会要弘扬尊师重教的社会风尚，努力提高教师政治地位、社会地位、职业地位，让广大教师享有应有的社会声望”，“我们党立志于中华民族千秋伟业，必须培养一代又一代拥护中国共产党领导和我国社会主义制度、立志为中国特色社会主义事业奋斗终身的有用人才。”习近平总书记的重要讲话，极大鼓舞和激励着广大教师在教书育人岗位上为党和人民事业作出新的更大贡献。教师队伍建设是一个长期的过程，中国共产党遵循教书育人和教师成长规律，长远谋划、科学布局、稳步推进，有力推动了教师队伍建设。

　　教师要努力成为培养好学生的好老师。“为党育人、为国育才”是新时代教师的崇高使命和责任。2021年4月，习近平总书记在清华大学考察时强调，教师“要坚定信念，始终同党和人民站在一起，自觉做中国特色社会主义的坚定信仰者和忠实实践者”。教师的素质决定了教育的质量，优秀的教师才能培养出优秀的人才。习近平总书记十分注重教师自身素质的培养，在一系列考察、讲话、批示中对优秀教师提出“四有好老师”“四个引路人”“四个相统一”“思政课教师六种素养”等要求，表达对培养优秀教师的殷切期望。习近平总书记在中国人民大学考察时，再次对做一名好老师提出了新要求。

　　教师要努力做精于“传道授业解惑”的“经师”和“人师”的统一者。习近平总书记强调：“培养社会主义建设者和接班人，迫切需要我们的教师既精通专业知识、做好‘经师’，又涵养德行、成为‘人师’”。好老师心中要有国家和民族，要明确意识到肩负的国家使命和社会责任。教师最基本的要求是做一名合格的“经师”，教授学生必备的专业知识。我们常说，要给学生一碗水，教师要有一桶水，所谓“水之积也不厚，则其负大舟也无力”，这就要求教师首先精通专业知识，具备“经师”授业、解惑的基本业务素质。同时，教师要努力成为弘道、树人的“人师”。“经师易求，人师难得”，教师要做解答学生人生困惑、现实困惑的引路人，用自己的学识、阅历、经验点燃学生对真善美的向往。

　　教师要严爱相济、润己泽人。教育是一门“仁而爱人”的事业，没有爱就没有教育，有爱才有责任。教书育人靠的是教师在课堂上对三尺讲台的默默坚守，靠的是对“春蚕到死丝方尽，蜡炬成灰泪始干”的执着追求。选择做一名教师，就意味着选择了责任、付出和奉献，要真心热爱学生，热爱这份职业，把自己的情感倾注到每一个学生身上，以人格魅力呵护学生心灵，以学术造诣开启学生智慧，让每个学生都有人生出彩的机会。

　　教师要言为士则、行为世范，做学生为学、为事、为人的大先生。教师在教学和实践过程中要加强自身修养，言传身教、诲人不倦，躬身践行、胜似千言。汉代扬雄说，“师者，人之模范也”。教师要加强自身修养，做为学、为事、为人的典范。在学生眼里，老师是“吐辞为经、举足为法”，一言一行都给学生以极大影响。从某种意义上说，身教比言传更为重要，正所谓“喊破嗓子，不如做出样子”。教师在教育学生的过程中，要时刻牢记习近平总书记嘱托，做到为人师表，以模范的道德品行熏陶和引领学生，担当好学生健康成长的指导者和引路人。

　　青年教师是学校的未来。当前，我国已经开启全面建设社会主义现代化国家新征程，党和国家事业发展对高等教育的需要，对科学知识和优秀人才的渴望，比以往任何时候都更为迫切。在推动高校高质量可持续发展、办好人民满意高等教育的历史进程中，教师特别是青年教师是十分重要的力量。高校要深入贯彻落实习近平总书记关于人才工作的重要讲话精神，重视青年人才培养，建立健全工作机制，“真心爱才、悉心育才、精心用才”，培养造就一支优秀的青年教师队伍。

　　加强党对人才工作的全面领导，不断提升青年教师思想政治素质素养。习近平总书记强调，择天下英才而用之，关键是要坚持党管人才原则。培养造就一支师德师风高尚、业务精良的具有国际一流水平的青年教师队伍，从根本上要坚持党管人才、强化政治引领，不断提升青年教师思想政治素质和师德素养，让听党话、跟党走的信念成为青年教师的自觉追求。习近平总书记强调，各级党委和政府要以识才的慧眼、爱才的诚意、用才的胆识、容才的雅量、聚才的良方，放手使用优秀青年人才，为他们成才铺路搭桥。高校应进一步提高站位，强化思想认识、角色意识、目标认识，针对不同专业背景的青年教师职业发展需求，搭建发展平台、夯实发展基础，打通青年教师成长通道。

　　深化教师选育机制改革，遵循教师成长规律培养优秀青年教师。选拔和培养优秀教师队伍，挖掘教师队伍的人才潜力，是实现高校立德树人根本任务的基本要求。要在遵循教师成长规律的基础上，注重选拔、培养、考核等方面同时着手，精准引才、系统育才、科学用才、用心留才。在选拔环节，以品德和能力为导向、以岗位需求为目标建立完善的人才选聘机制；在培养环节，着重培育弘扬高尚师德，弘扬立德树人的职业追求，并以激发教师潜力、提高教师专业素质和教学能力为主要任务，建立有针对性的、科学的培养方案；在考核环节，重点强化师德考评落实，完善聘期考核标准，规范聘期考核工作，构建渠道畅通、衔接有序的人才发展通道，有效促进高校优秀青年教师人才培养。

　　坚持内涵式高质量发展，以科学合理评价激发青年教师队伍活力。教师是教书育人的主体，要强化教育教学管理，激励青年教师立足教学一线，创新课堂教学方法、改进教学方式，不断提升立德树人的质量和水平。要进一步深化人才评价制度改革，推进职称制度改革，制定分类评价标准和倾斜政策，鼓励教师把论文写在祖国大地上，不断提高科研能力和水平。坚持人才第一资源理念，在培养青年教师的过程中，要把好钢用在刀刃上，发挥优秀人才示范引领作用，激发“人才集聚”效应，打造有助于青年教师成长和发展的平台。此外，还要完善人才发展投入机制，保障教师待遇，让各层次人才有希望、有动力、有实力成长为顶尖人才，形成“近者悦、远者来”的良好生态。

　　立德树人，关系党的事业后继有人、关系国家前途命运、关系民族复兴进程。高校必须始终坚持从政治上看教育，坚持师德师风第一标准，不断提高教师思想政治素质和业务水平，努力培育一大批高素质的“大国良师”。高校教师也应不忘立德树人初心，勇担为党育人、为国育才使命，师范端严，学明德尊，争做新时代“四有好老师”，当好“四个引路人”。

培养堪当民族复兴重任的时代新人

　　2022年4月25日，在五四青年节即将到来之际，习近平总书记来到中国人民大学考察调研，强调要落实立德树人根本任务，传承红色基因，扎根中国大地办大学，走出一条建设中国特色、世界一流大学的新路。2018年5月2日，习近平总书记在北京大学师生座谈会上明确提出：“在实现中华民族伟大复兴新征程上，北大师生应该继续发扬五四精神，为民族、为国家、为人民作出新的更大的贡献。”北京大学牢记习近平总书记殷殷嘱托，大力发扬五四精神，紧密围绕立德树人根本任务，传承红色基因，赓续红色血脉，努力培养德智体美劳全面发展的社会主义建设者和接班人。

　　一百多年前，中国大地爆发了震惊中外的五四运动，北京大学是这段光荣历史的见证者。习近平总书记指出：“北大是新文化运动的中心和五四运动的策源地，最早在我国传播马克思主义思想，也是我们党在北京早期革命活动的历史见证地，在建党过程中具有重要地位。”五四运动的发起人是北京大学师生，宣言的起草人是北京大学师生，游行队伍的总指挥、走在队伍最前面的先锋和整个队伍的主力军是北京大学师生。爱国、进步、民主、科学的五四精神已经深深融入北大传统。一百多年来，在五四精神指引下，一代代中国青年在中国共产党的带领下投身民族复兴大业，书写了彪炳史册的壮丽篇章。新中国成立后，北京大学以5月4日作为校庆纪念日，这既体现了北京大学与五四运动的深厚渊源，也表达了北京大学将永远沿着五四运动开辟的民族复兴道路勇往直前，与国家同呼吸、与民族共命运。

　　弘扬五四精神，坚持社会主义办学方向。五四运动形成了爱国、进步、民主、科学的五四精神，拉开了中国新民主主义革命的序幕，促进了马克思主义在中国的传播，推动了中国共产党的建立。五四运动以来，在中国共产党领导下，一代又一代有志青年“以青春之我，创建青春之家庭，青春之国家，青春之民族，青春之人类，青春之地球，青春之宇宙”，在救亡图存、振兴中华的历史洪流中谱写了一曲曲感天动地的青春乐章。

　　百年大计，教育为本。我国开启了全面建设社会主义现代化国家新征程，党和国家事业发展对高等教育的需要，对科学知识和优秀人才的需要，比以往任何时候都更为迫切。我们要建设的世界一流大学是中国特色社会主义的一流大学，我国社会主义教育是要培养德智体美劳全面发展的社会主义建设者和接班人。方向决定道路，道路决定命运。办好中国特色社会主义教育，必须要把好方向。我国是社会主义国家，必然要坚持社会主义办学方向，必须全面贯彻党的教育方针，坚持教育为人民服务，为中国共产党治国理政服务，为巩固和发展中国特色社会主义制度服务，为改革开放和社会主义现代化建设服务。

　　北京大学深入学习习近平总书记重要讲话精神特别是关于教育的重要论述，不断拧紧思想的总开关。校党委书记主讲“开学第一课”，引导学生在开启人生新的征程之际，“扣好人生第一粒扣子”。用好学校思想政治理论课这个主渠道、主阵地，推动党史更好地进教材、进课堂、进头脑，发挥好党史立德树人的重要作用。北京大学将暑期社会思政实践列入本科生必修课，在全国建设了233个思政实践课教育基地。以“赓续红色血脉永远跟党走”为主题，在革命老区、城镇乡野、田间地头开展思政实践活动，210支课程团队、3377名本科一年级学生在祖国大地上追寻中国共产党百年征程的历史足迹。开设全校性党史课程“百年党史专题”，邀请权威党史专家授课，发挥专业课程的思政教育功能，引导学生深刻理解习近平新时代中国特色社会主义思想所体现出来的鲜明的马克思主义理论品格和工作方法。

　　北京大学习近平新时代中国特色社会主义思想研究院设立了习近平经济思想、习近平外交思想、习近平生态文明思想、习近平法治思想4个研究中心，加大研究阐释宣传党的创新理论力度。成立中共党史研究中心，与中华人民共和国史研究中心和五四运动研究中心形成研究集群，全面推进党史研究和党的创新理论研究。“疾风知劲草，烈火见真金。”近年来北京大学学生积极踊跃申请入党，2019年在筹备国庆游行的3个月训练中，有328名师生主动递交入党申请书；2020年在武汉抗疫前线，有172名北京大学医生、医学生递交入党申请书。通过各式各样的学习教育，北京大学进一步抓牢、抓好培养社会主义建设者和接班人这个根本，在办学正确政治方向上走得更加坚定、更加扎实。

　　以师德师风为第一标准，建设高素质教师队伍。人才培养，关键在教师。教师队伍素质直接决定着大学办学能力和水平。教师承担着最庄严、最神圣的使命。梅贻琦先生说：“所谓大学者，非谓有大楼之谓也，有大师之谓也。”这样的大师，既是学问之师，又是品行之师。教师是立教之本、兴教之源，是教育发展的第一资源，承载着传播知识、传播思想、传播真理，塑造灵魂、塑造生命、塑造新人的时代重任。在中国人民大学考察时，习近平总书记指出，“培养社会主义建设者和接班人，迫切需要我们的教师既精通专业知识、做好‘经师’，又涵养德行、成为‘人师’，努力做精于‘传道授业解惑’的‘经师’和‘人师’的统一者”。2014年5月4日，习近平总书记在北京大学师生座谈会上指出：“教师要时刻铭记教书育人的使命，甘当人梯，甘当铺路石，以人格魅力引导学生心灵，以学术造诣开启学生的智慧之门。”长期以来，广大教师教书育人，为国家发展和民族振兴作出了重大贡献。随着信息化不断发展，知识获取方式和传授方式、教和学关系都发生了革命性变化，对教师队伍能力和水平提出了新的更高的要求。新时代加强教师队伍建设要按照习近平总书记提出的有理想信念、有道德情操、有扎实学识、有仁爱之心的“四有好老师”标准，把师德师风作为评价教师队伍素质的第一标准，大力培养造就一支师德高尚、业务精湛、结构合理、充满活力的高素质专业化教师队伍。
