I have written about Xi Jinping's remarks made in Hong Kong to celebrate the 25th Anniversary of the repatriation of Hong Kong and the installation of its 6th government (The Double Happiness (囍) of Hong Kong: 習近平在慶祝香港回歸祖國25周年大會暨香港特區第六屆政府就職典禮上的講話 [Speech by Xi Jinping at the Celebration of the 25th Anniversary of Hong Kong's Return to the Motherland and the Inauguration Ceremony of the Sixth Government of the Hong Kong Special Administrative Region]). The remarks and the event were important enough for the Hong Kong SAR to publicize it widely, including full page ads in strategically chosen important Western press outlets like the Wall Street Journal. These foreign language memorials of the event and the speech emphasized Hong Kong's new era of stability and prosperity with a heavy focus on economic and cultural activity for investors and visitors. The foreign projections served as a signalling device for the emergence of a new era Hong Kong, its vision, and its trajectory as a bridge between the Chinese mainland and foreigners.
The remarks, however, were also important enough to merit a substantial effort at inward projection into Hing Kong. To that end, on the day after Mr. Xi's remarks, the Liaison Office of the Central Government in Hong Kong [中央政府驻港联络办举办香港社会各界] hosted a Symposium on Learning, Propagating and Implementing the Spirit of President Xi Jinping's Important Speech [学习宣传贯彻习近平主席重要讲话精神座谈会]. Its object was to emphasize efforts to learn the original text, comprehend it accurately, guide practice, and put its guidance into action [强调在学好原文、准确领悟、指导实践、见诸行动上下功夫] . The symposium was attended by the representatives of the leading collective forces in Hing Kong; with the expectation that these mass organizations would then carry with them the responsibility for disseminating, teaching and implementing the eight point guidance in the remarks (expressed as sets of 4 core principles and four points of hope).
Leading the Symposium was Luo Huining (骆惠宁; 1954), Director of the Liaison Office of the Central People's Government in Hong Kong.
At the symposium, 17 representatives from all walks of life in Hong Kong talked about their learning, understanding and experience in light of their industry and sector. [座谈会上，来自香港社会各界的17名代表人士，结合所在行业、所在界别的情况，畅谈学习认识和体会。大家表达了对习近平主席的由衷爱戴，对习近平主席重要讲话的一致拥护。]
Those in attendance included Tan Huizhu, deputy director of the Hong Kong Basic Law Committee of the Standing Committee of the National People's Congress, Li Huiqiong, chairman of the Democratic Alliance for Betterment of Hong Kong, Shi Kuanyun, chairman of the Hong Kong Buddhist Federation, Cai Guanshen, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, Fok Qigang, executive vice chairman of the Hong Kong Federation of Literary and Art Circles, Gong Junlong, Chairman of the Federation of Hong Kong Guangdong Associations, Ye Yuru, Hong Kong Academician of the Chinese Academy of Sciences, Ou Guansheng, Chief Executive Officer of the Hong Kong Stock Exchange, and Chen Zeming, President of the Law Society of Hong Kong, Huang Jinliang, chairman of the Hong Kong Federation of Education Associations, and Xu Li, chairman of the Kowloon Federation of Associations. Each committed to do their part through their leadership positions to fulfill the intent and guidance of Mr. Xi's remarks as appropriate for the mass organizations they each lead.
The signalling was clear. In the language of the Symposium summary:
All sectors of society should seize the strategic opportunity, concentrate on development, and work together to overcome difficulties, so that the spirit of President Xi Jinping's important speech can take root in Hong Kong, and lead and gather the majestic positive energy that promotes the realization of Hong Kong from governance to prosperity. [社会各界应把握战略机遇，聚精会神谋发展，共同破难而进，让习近平主席重要讲话精神在香港落地生根，引领和汇聚起推动香港实现由治及兴的磅礴正能量。].
New Era whole process democracy has come to Hong Kong (theory discussed here). It will be applied differently than on the Mainland. But it will be applied. That, at any rate, was the essence of Luo Huining's remarks and the beginning of the performance, Hong Kong style, of HKSAR whole process democracy through the ritual of the symposium. It starts with the gathering of all mass organizations for consultation and guidance that starts with its political-theoretical conception, and then opens up for the representatives of the people to consult on its operationalization in the specific context of Hong Kong. What is still missing is a proper structuring of a Political Consultative Conference (政协) but with regional characteristics, that is as a key mechanism for multi-party cooperation and political consultation under the leadership of the Communist Party of China (CPC) (e.g., Roles and functions of Chinese People's Political Consultative Conference). The further question for the future will involve the restructuring of the administrative organs of government (starting with this 6th administration) in its relationship to these political organs under CPC leadership. It would also deepen the structure of Hong Kong engagement in the National CPPCC (中国人民政治协商会议全国委员会). Hong Kong delegates have been included on National CPPCC lists (eg here for 2018). But what may be needed is the reconsideration of constitution of a more more regional CPPCC structure and an institutional connection to national organs. That, certainly appears to be the invitation left unstated but quite apparent in Mr. Xi's remarks.
However that is resolved, the question now for Hong Kong's elites, now constituted as a comprehensive SAR Consultative Conference, is how they will implement the four points of hope specifically described in Mr. Xi's 1 July 2022 remarks [学习宣传贯彻习近平主席重要讲话精神座谈会], and how they will come to understand the way that the four core principles guide those discretionary decisions.
