Empowering AI in Communication--Reporting on the 5th Global Media Innovation Forum, Chongqing, China

Chinese media reported on the holding of the 5th Global Media Innovation Forum, which was held in Chongqing. Li Shulei delivered a video address, Yuan Jiajun, member of the Political Bureau of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, delivered a speech, alsong with and Shen Haixiong, Deputy Minister of the Publicity Department of the CPC Central Committee and President of China Media Group, and Chilizi Mawala, Under-Secretary-General of the United Nations and President of the United Nations University, delivered speeches. The reporting, from the Chongqing Daily, follows below in the original Chinese and in an English translation. 

 While the reporting including many interesting points, a few stood out.

First, the participants "emphasized the need to promote the all-round empowerment of AI in news reporting, cultural dissemination, and public services, accelerating media transformation through innovative development." [要推进人工智能在新闻报道、文化传播、公共服务等领域的全方位赋能,在创新发展中加快媒体转型。] (Chongqing Daily). That suggests not just a migration of communication from human to machine centered output sources. It also suggests that this leveraging of technology could be used to develop more highly coordinated output among the various channels of communication and perhaps the flattening of differences between forms and forums of dissemination. 

 Second, "they also stressed the importance of working together to promote shared human values, building international consensus on global AI governance, and driving digital technologies towards human-centered and benevolent practices." [要携手弘扬全人类共同价值,凝聚人工智能全球治理国际共识,推动数智技术以人为本、向善而行。] (Chongqing Daily). This suggests that while technology might accelerate and make denser the penetration of communication from all sectors to all targeted populations, the direction and control of content would (1) still include some sort of human supervision (something that is likely strongest as a concept as weakest as an operational element of such communication) and (2) would include programming that inserted values based guardrails. Those values based guardrails would be grounded in "in-depth implementation of the Global Civilization Initiative, actively building online platforms for cultural exchange and mutual learning, and fostering people-to-people connectivity." [要深入践行全球文明倡议,积极搭建网上文明交流互鉴平台,促进民心相通](Chongqing Daily).

6月10日上午,第五届全球媒体创新论坛在重庆举行。

中共中央政治局委员、中宣部部长李书磊以视频方式出席开幕式并致辞。

市委书记袁家军出席并致辞,中宣部副部长、中央广播电视总台台长慎海雄,联合国副秘书长兼联合国大学校长奇利齐·马瓦拉致辞。孟加拉国新闻与广播部部长扎希尔·乌丁·斯瓦蓬,重庆市人大常委会主任王炯、市政协主席程丽华出席。

与会嘉宾认为,在习近平主席致首届全球媒体创新论坛贺信精神指引下,论坛汇聚各方智慧与力量,已经成为各国媒体深化交流、互学互鉴的重要平台。以人工智能为代表的新一轮科技革命和产业变革,不断催生新的生产方式、生活方式、学习方式、工作方式。中国正在实施的“人工智能+”行动,为中国与世界的发展合作提供了新机遇、开辟了新空间。

与会嘉宾表示,人工智能给媒体格局和舆论生态带来全方位深层次影响。要推进人工智能在新闻报道、文化传播、公共服务等领域的全方位赋能,在创新发展中加快媒体转型。要携手弘扬全人类共同价值,凝聚人工智能全球治理国际共识,推动数智技术以人为本、向善而行。要深入践行全球文明倡议,积极搭建网上文明交流互鉴平台,促进民心相通。

袁家军在致辞中说,习近平主席高度重视媒体创新和构建全媒体传播格局,向首届全球媒体创新论坛致贺信,为媒体发展指明了方向。当前,全市上下深化落实习近平主席视察重庆重要讲话重要指示精神,紧扣做实“两大定位”、发挥“三个作用”,着力构建现代化产业体系,加快打造内陆开放高地,积极探索超大城市现代化治理新路子,扎实推动城乡融合乡村全面振兴,提质建设新时代文化强市,深入推进绿色低碳转型发展,奋力谱写中国式现代化重庆篇章。本届论坛以“恪守与重塑:智能时代的媒体使命”为主题,将为媒体在时代浪潮中创新发展注入强劲动力。重庆愿同各方一道,携手推动科技赋能媒体融合,营造良好国际舆论生态,促进人文交流民心相通,构建全媒体传播格局,共促繁荣发展、互利合作、文明互鉴、公平普惠,为推动构建人类命运共同体贡献力量。

奇利齐·马瓦拉在致辞中表示,人工智能正从根本上重塑信息生产传播方式,打破语言壁垒,推动资讯以前所未有的速度触达全球受众。但与此同时,人工智能也对信息真实性造成冲击,基于事实的新闻报道因此更显重要。应对人工智能带来的信息领域风险,既需要技术支撑,也离不开全球治理框架。联合国此前发布《全球数字契约》,呼吁深化全球协作、善用数字技术、弥合数字鸿沟。延伸到媒体使命来看,人工智能已经深刻改变了新闻业态,而这项技术最终是造福公众还是损害公共利益,主动权始终掌握在媒体人手中。出席全球媒体创新论坛,就是要表明:我们不做智能时代的旁观者,要做新时代的塑造者。联合国愿同各方携手,共建安全、普惠、造福全人类的数字未来。

Li Shulei, member of the Political Bureau of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee, attended the opening ceremony via video and delivered a speech.

Yuan Jiajun, Secretary of the Chongqing Municipal Party Committee, attended and delivered a speech. Shen Haixiong, Deputy Minister of the Publicity Department of the CPC Central Committee and President of China Media Group, and Chilizi Mawala, Under-Secretary-General of the United Nations and President of the United Nations University, also delivered speeches. Zahir Udin Swapong, Minister of Information and Broadcasting of Bangladesh, Wang Jiong, Chairman of the Standing Committee of the Chongqing Municipal People's Congress, and Cheng Lihua, Chairman of the Chongqing Municipal Committee of the Chinese People's Political Consultative Conference, were also present.

The participating guests agreed that, guided by the spirit of President Xi Jinping's congratulatory message to the first Global Media Innovation Forum, the forum, which gathers wisdom and strength from all parties, has become an important platform for media from various countries to deepen exchanges and learn from each other. The new round of technological revolution and industrial transformation, represented by artificial intelligence, is constantly giving rise to new modes of production, lifestyles, learning, and work. China's ongoing "AI+" initiative provides new opportunities and opens up new spaces for development cooperation between China and the world.

The participating guests stated that artificial intelligence (AI) is bringing comprehensive and profound impacts to the media landscape and public opinion environment. They emphasized the need to promote the all-round empowerment of AI in news reporting, cultural dissemination, and public services, accelerating media transformation through innovative development. They also stressed the importance of working together to promote shared human values, building international consensus on global AI governance, and driving digital technologies towards human-centered and benevolent practices. Furthermore, they called for in-depth implementation of the Global Civilization Initiative, actively building online platforms for cultural exchange and mutual learning, and fostering people-to-people connectivity.

In his address, Yuan Jiajun stated that President Xi Jinping attaches great importance to media innovation and the construction of a comprehensive media communication landscape, and his congratulatory letter to the first Global Media Innovation Forum has pointed the way for media development. Currently, the entire city is deeply implementing the spirit of President Xi Jinping's important speeches and instructions during his inspection of Chongqing, focusing on fulfilling the "two major positioning" and leveraging the "three roles," striving to build a modern industrial system, accelerating the creation of an inland open highland, actively exploring new paths for modern governance of megacities, solidly promoting urban-rural integration and comprehensive rural revitalization, improving the quality of building a culturally strong city in the new era, and deeply advancing green and low-carbon transformation and development, striving to write a new chapter of Chinese-style modernization in Chongqing. This forum, themed "Upholding and Reshaping: The Media Mission in the Intelligent Era," will inject strong momentum into the innovative development of media in the tide of the times. Chongqing is willing to work with all parties to jointly promote the integration of media through technology, create a favorable international public opinion environment, promote cultural exchanges and people-to-people connectivity, build a comprehensive media communication landscape, jointly promote prosperity and development, mutually beneficial cooperation, mutual learning among civilizations, and fairness and inclusiveness, and contribute to building a community with a shared future for mankind.

In his address, Shen Haixiong stated that President Xi Jinping pointed out that "artificial intelligence should be an international public good that benefits all mankind." This year marks the beginning of China's 15th Five-Year Plan and is also a crucial juncture for the global rapid leap of artificial intelligence from technological vision to industrial reality. China Media Group is committed to transforming the enormous potential of technology into a universally beneficial force for good and cultural enrichment. We illuminate the light of technology, opening up a new dimension of "culture + technology," and reshaping the infinite possibilities of telling China's story well. We uphold our media responsibilities, conveying truth and upholding justice through dialogue, making "technology for good" the foundation of civilization in the intelligent era. We deepen cooperation, building global consensus in the intelligent era, and making open collaboration the greatest common denominator for creating a shared future. In her address, Chilizi Mahalla stated that artificial intelligence (AI) is fundamentally reshaping the way information is produced and disseminated, breaking down language barriers and propelling information to global audiences at an unprecedented speed. However, AI also impacts the accuracy of information, making fact-based news reporting even more crucial. Addressing the risks posed by AI in the information sphere requires both technological support and a global governance framework. The United Nations previously released the Global Digital Compact, calling for deeper global cooperation, the wise use of digital technologies, and bridging the digital divide. Extending this to the mission of media, AI has profoundly changed the news industry, and whether this technology ultimately benefits or harms the public interest remains in the hands of media professionals. Attending the Global Media Innovation Forum is to demonstrate that we will not be bystanders in the intelligent age, but rather shapers of this new era. The United Nations is willing to work with all parties to build a safe, inclusive, and beneficial digital future for all humanity.

The forum released achievements such as CCTV's "Listen Big Model 3.0" and Chongqing's "All-Media Communication Brain," and launched the "Truth Hunter" global fact-checking platform. Chinese and foreign guests jointly visited the "This is Chongqing" themed exhibition and the CCTV Innovation Technology Exhibition.

Yuan Jiajun introduced the progress of Chongqing's modernization and engaged in in-depth exchanges with the guests on topics such as artificial intelligence applications, media convergence innovation, and the flourishing development of cultural undertakings and industries.

This forum was jointly hosted by China Media Group and the Chongqing Municipal People's Government. Participants also included: officials from the Publicity Department of the CPC Central Committee and other central publicity and cultural units; representatives of international organizations, foreign government officials, and ambassadors to China; leaders of Chongqing Municipality, heads of relevant municipal departments and units; representatives of domestic and international media organizations, experts, scholars, business representatives, and visiting journalists.
