It is to this event, and in these circumstances that President Volodymyr Zelenskyy made a now mandatory appearance. His visit included a number of meetings with those powers on whom Ukraine is dependent for the ability to continue to resist the Russian invasion forces, and on whim the narrative framing Ukrainian narratives are projected. It was also marked by a speech that is worth considering in some detail. Much f it recirculates insights that have been delivered before. It draws its power, though, from the consolidation of those perceptions at a time when the principal imperial suzerain is convulsed by internal factionalism among the lordlings and entitled techno-bureaucracies in its metropolis that threatens its ability to protect the dependencies on which its authority and the world order it has maintained for several generations. And, as has become more common in these speeches, it serves as a reminder, by a national dependency, of the system of responsibilities and obligations that are at the center of the rules based international order, even as those who are called upon to undertake their responsibilities seek, in one way or another, to shirk them.
Several points within President Zelenskyy's remarks deserve some mention (I leave judgment to the reader): (1) the status quo as a default has become both an obsessive ideal and a dangerous goal, especially where that status quo promises little more than managed conflict. One sees this in the complexities of ceasefire narratives in Gaza and Ukraine, but also in other conflict areas; (2) underlying the narratives of status quo is the premise that avoiding changing the formal structures of conflict permit a space in which it is possible to augment the decay and ultimately the collapse of oppositional leader states, that is, that direct resolution precludes victory through internal decay (a metastasis of one lesson drawn by some from the "end" of the Cold War); (3) status quo also permits a weaker suzerain to use the strengths of their opponents to advantage--the weaponization of food and migration, the deployment of military assets within the structures of civilian life or under United Nations structures are examples--it is here that sanctions assume both normative (and potentially) operational power; (4) it may be necessary for semi-dependent suzerains to begin to plan for the time when the principal suzerain decays and effectively collapses in on itself--the United States may no longer be capable of exercising its authority (internal decay) or may seek to lay aside its responsibilities (internal normative collapse) and assume a role of important but still secondary retainer in the global system; which may or may not be preceded by a period of instability; (5) the collapse of suzerains may not be as terrible as anticipated especially where it is managed through the imposition of sanctions regimes--or de-risking strategies; and (6) the perpetuation of racist and ethno-chauvinist tropes provide a basis for excusing behaviors that ought otherwise to be intolerable, in the case of the Russians, the devaluation of life not merely through the instrumentalization of mass suffering under cover of legalities but also of military strategies in which human life is perhaps values less than artillery shells (eg the meat grinder strategies).
And thus the structures and pretensions of the Met Gala, and the costuming necessary for effective participation.

February 24th could have marked the end of the world as we all know it. A world of rules. Rules that are meant to protect life.
Our resistance, with the support of our partners, has put on hold the destruction of this system – a rules-based world order.
2024 must become a time for a full restoration of a rules-based world order.
Ladies and gentlemen!
It is not the rules that define the world’s life that should remain in the past, but rather such Russia that doesn’t respect the rules should remain in the past. And we can ensure this. Not just by doing something. But by doing everything necessary.
The Conference today represents different parts of the world and many nations. Among us, there is no one for whom the ongoing war in Europe does not pose a threat. This war defines more than just the place of Ukraine or entire Europe in the world. This is Russia’s war against any rules at all.
But how long will the world let Russia be like this? This is the main question today.
The longer this Russian aggression against the rules-based world order continues, the greater are the changes it provokes.
Perhaps, people will have to live in a world where local wars will not remain local – any outbreak of a war risks turning into a global catastrophe.
Perhaps, the weaponization of food or migration will break existing regional balances and undermine many political systems – not only in Europe but also in the Middle East. In Africa. In the Americas.
Perhaps, Europe is facing times when the question of invoking Article 5 of the NATO treaty will not be a question for Washington at all but rather for European capitals.
There are hundreds of such “perhaps”. On February 23, 2022 none of them existed. Now they are a part of reality. And what do we lack in this reality? Security. Neither for the largest nor for the smallest state. We must make security a reality again.

Are you ready to leave behind everything you value in life in the world of yesterday? Ukrainians will not do it! This is our response. The year of 2024 demands your response – from everyone in the world.
If we do not act now, Putin will manage to make the next years catastrophic for other nations as well. Intelligence communities are aware of this.
Ukraine has already shattered myths with which Russia tried to cloud reality and which the world, unfortunately, believed. The myth that Russia could capture another country in a few days or weeks whenever it wants. Ukrainians have been holding for 724 days. 724 days!
Would you have believed 725 days ago that this was even possible?
We have demolished another insane Russian myth about Ukraine as supposedly “not a real country.” And it was in Russia that a massive mutiny began, leading to the capture of cities, internal fights, and an armed march on Moscow. This is a typical sign of a not a real state.
We have ruined the myth that Russian weapons supposedly have some advantage over Western ones. In reality, Russia is worse in all respects. That’s why for the first time in Russian history, Putin bowed to Iran and North Korea for help.
There was a myth that Europe is too weak to defend itself. Instead, Europe has become a global force overcoming dependencies on Russia. Europe now demonstrates that our community deserves to be called Euro-Atlantic. There are two coasts. Nearly 80 years of preventing a continental war in Europe relied on the strength of the American coast. Now we see that the European coast can also be the force that prevents chaos. Every defense coalition we have created proves this. Every security agreement we have signed implements it. We already have such an agreement with the UK. And I am grateful for the security agreement with Germany that we signed with Olaf in Berlin a day before. We signed a security agreement between Ukraine and France with Emmanuel in Paris. And this is just the beginning of implementing agreements based on the G7’s security declaration.
We were told for a long time – go to Putin so that he would allow the restoration of cargo movement in the Black Sea. In our Black Sea. But we did it without Putin. More than twenty-three million tons of cargo have been transported through the Black Sea and the Ukrainian export corridor. Since the beginning of this year, there is already normal shipment of goods to China, Spain, Egypt, Türkiye, Italy, Pakistan, the Netherlands, Tunisia, Libya, and others.
Some claimed that there is no effective defense against Russian missiles. We know for sure, all of us, – with “Patriots” and some other Western air defense systems, any Russian missile can be shot down. And if there are enough air defense systems in Ukraine, we will be able to bring home millions of Ukrainians, millions of our people, millions of our refugees. And thank you for your attitude in all your countries to our people. Thank you very much! But I hope they will come back. We will do everything for this. And, of course, our economy will be able to regain independence from external support.
Ukrainians have proven that we can force Russia to retreat and that we are capable of restoring the rules. And with this, we leave absolutely nothing of the key Russian myth – the myth that Ukraine supposedly cannot win this war. We can get our land back. And Putin can lose. And this has already happened more than once on the battlefield. Our actions are limited only by the sufficiency and length of the range of our strength – by what does not depend on us. And Andiivka situation proves this exactly.
Dear friends!
Unfortunately, keeping Ukraine in artificial deficits of weapons, particularly in deficits of artillery and long-range capabilities, allows Putin to adapt to the current intensity of the war. This self-weakening of democracy over time undermines our joint results.
Russia has only one specific military advantage at this time, namely – the complete devaluation of human life. Constant Russian “meat assaults” prove this.
International tolerance of the lack of rule of law in Russia after 1991 and Putin’s policy of controlled poverty have led to the fact that human life is worthless for the Russian state.
In addition to this, Putin’s years of self-isolation and his impunity have led to his complete degradation. Absolutely. He now openly justifies Hitler, absolving him of responsibility for World War II. He has made the genocide of our people just an ordinary part of his policy. Putin kills whoever he wants, be it an opposition leader or anyone else who seems as a target exactly to him. After the murder of Alexei Navalny, it’s absurd to perceive Putin as a supposedly legitimate head of the Russian state. He is a thug who maintains power through corruption and violence. Coming to his so-called “inauguration”, shaking his hand, considering him an equal means to disdain the very nature of political power.
One may have different attitudes towards international institutions, but the International Criminal Court’s warrant for Putin’s arrest for kidnapping and forced deportation of children from Ukraine clearly demonstrates where Putin’s so-called “career” should end. He has only two options ahead – to be in the dock in The Hague, or to be killed by one of his accomplices who are now killing for him.
Destroying the source of wars and destabilization is our key task. It is fair.
First. We all must do not something, but everything possible to defeat the aggressor. Please, everyone remember that dictators do not go on vacation. Hatred knows no pause. Enemy artillery does not fall silent due to procedural issues. Warriors standing against the aggressor need sufficient strength.
Second. We should not fear Putin’s defeat. Putin is a threat to all free nations. And yes, for those who still haven’t heard – Putin is the monster who invaded Ukraine and killed thousands and thousands of people and kidnapped and deported at least tens of thousands of Ukrainian children. But that’s not all.
Putin butchered Chechens and Syrians; invaded Georgia; ordered the execution of his opponents both outside the walls of the Kremlin and in the heart of London and Berlin; and yes, just yesterday he tried to send us all a clear message as the Munich Security Conference opened – Putin murdered another opposition leader.
So, please, let’s not fear Putin’s defeat and the destruction of his regime. Let’s instead – work together to destroy what he stands for. It is his fate to lose, not the fate of the rules-based world order to vanish.
If we don’t defeat Putin now, it won’t eventually matter who is the president of Russia. Because every new Russian dictator will remember how to maintain power by annexing the lands of other peoples, killing opponents, and destroying the world order. If this happens Europe and Central Asia and the whole world will be a very dark place.
Third. We must close all loopholes in the sanctions against Russia. And there should be no sectors of the Russian economy involved in its aggression that are still free from sanctions. This particularly relates to the nuclear sector. Also, Russian assets that are already frozen should be confiscated. And we need to go further – find, freeze, and securely pacify every dollar accumulated by Putin and his friends.
Fourth. Evil will never prevail if the forces of good are united and act together. History has proven it many times – when empires of evil and tyranny, which seemed eternal, crumbled right in front of our eyes. And this increased the space of freedom in the world. And the bolder and more active America was – along with the others on the right side of history – the more successful freedom was. The world would have long been divided among the dreams of a few dictatorships, if it was not for the American dream, which always left enough space for people's dreams. Major decisions happening in unity of the whole world including the US.
And finally, fifth. Putin must be deprived of any ability to manipulate anyone in the world to constrain the activity of others.
The world has a document that defines the basic rules of co-existence of nations – the Charter of the UN. Russia disregards it. Ukraine has offered the world a Peace Formula, based on the principles and norms of the UN Charter. We have managed to unite representatives of all parts of the world to work on the Peace Formula and to develop details regarding the organization of the first Global Peace Summit. The summit is planned in Switzerland. And there the world must decide how to restore the full strength of the rule-based world order, almost destroyed by Russia.
Please, do not ask Ukraine when the war will end. Ask yourself – why is Putin still able to continue it?

24 лютого могло стати кінцем світу, який ми всі знаємо. Світу правил. Правил, які мають захищати життя.
Наш спротив за підтримки партнерів призупинив руйнування цієї системи – світового порядку, заснованого на правилах.
2024 рік повинен стати часом повного відновлення світового порядку, заснованого на правилах.
Пані та панове!
Не правила, які визначають життя світу, мають залишитися вчорашнім днем, а така Росія, яка не визнає правил, має залишитись у минулому. І ми можемо це забезпечити. Не просто роблячи щось. А роблячи все необхідне.
Зараз на конференції представлені різні частини світу та багато націй. І серед нас немає тих, кому війна, що триває у Європі, не загрожує. Ця війна визначає більше, ніж місце України чи всієї Європи у світі. Це війна Росії проти будь-яких правил взагалі.
Але чи довго світ дозволить Росії бути такою? Це сьогодні головне питання.
Що довше триває ця російська агресія проти світового порядку, заснованого на правилах, то більші зміни провокуються.
Можливо, людям доведеться жити у світі, де локальні війни не залишатимуться тільки локальними. Будь-який спалах війни ризикуватиме перетворитися на глобальну катастрофу.
Можливо, перетворення їжі чи міграції на зброю зламає наявні регіональні баланси та підірве багато політичних систем. І не лише у Європі, а й на Близькому Сході, в Африці, в Америках.
Можливо, Європа – перед часами, коли питання про застосування 5-ї статті договору про НАТО буде питанням узагалі не до Вашингтона, а саме до європейських столиць.
Таких «можливо» – сотні. 23 лютого 2022 року їх усіх іще не було. Тепер вони – частина реальності. І чого немає в цій реальності? Безпеки. Ані для найбільших, ані для найменших держав. Ми повинні зробити безпеку знову реальністю.

Україна зламала вже багато міфів, якими Росія намагалася затуманити реальність і яким світ, на жаль, вірив. Міф про те, що Росія нібито може захопити іншу країну за кілька днів або тижнів, коли захоче. Українці стоять уже 724 дні. 724 дні!
Чи повірили б ви 725 днів тому, що таке взагалі можливо?
Ми зруйнували й інший божевільний міф Росії про те, що Україна нібито «несправжня країна». Це саме в Росії почався масштабний заколот, що призвів до захоплення міст, внутрішніх боїв і збройного маршу на Москву. Це типова ознака несправжньої держави.
Розбито міф і про те, що російська зброя нібито має якусь перевагу над західною зброєю. Фактично за всіма параметрами Росія гірша. Тому Путін уперше в історії Росії поклонився Ірану та Північній Кореї заради допомоги.
Був міф про те, що Європа занадто слабка, щоб захищатися. Натомість Європа стала глобальною силою та долає залежності від Росії. Зараз Європа демонструє, що нашу з вами спільноту недарма назвали євроатлантичною. Це два береги. Майже 80 років недопущення континентальної війни у Європі спиралося на силу американського берега. Зараз бачимо, що європейський берег здатен бути силою, яка не допускає хаосу. Кожна зі створених нами оборонних коаліцій це доводить. Кожна з підписаних безпекових угод це впроваджує. Вже маємо таку угоду зі Сполученим Королівством. І я вдячний за безпекову угоду з Німеччиною, яку ми підписали напередодні в Берліні з Олафом. У Парижі з Еммануелем підписано безпекову угоду між Україною та Францією. І це лише старт реалізації домовленостей на основі безпекової декларації «Групи семи».
Нам дуже довго говорили: «Ідіть до Путіна, щоб він дав можливість відновити рух товарів Чорним морем». Нашим Чорним морем. Але ми зробили це без Путіна. Понад 23 мільйони тонн вантажів транспортовано Чорним морем та українським експортним коридором. Від початку цього року вже є нормальний рух вантажів до Китаю, Іспанії, Єгипту, Туреччини, Італії, Пакистану, Нідерландів, Тунісу, Лівії та інших країн.
Дехто стверджував, що проти російських ракет нібито не буває дієвого захисту. Ми знаємо точно – усі ми: за наявності достатньої кількості «петріотів» та деяких інших західних систем ППО можна збити будь-які російські ракети. І якщо систем ППО в Україні буде достатньо, ми зможемо повернути додому мільйони українців, мільйони наших людей, мільйони наших біженців. І дякую вам за ваше ставлення в усіх ваших країнах до наших людей. Спасибі вам величезне! Але я сподіваюся, що вони повернуться. Ми зробимо все для цього. І, звичайно, наша економіка зможе повернути незалежність від зовнішньої підтримки.
Українці довели, що здатні примушувати Росію відступати, здатні відновлювати правила. І цим ми не залишаємо абсолютно нічого від ключового російського міфу – міфу про те, що Україна нібито не може перемогти в цій війні. Ми можемо повертати нашу землю. І Путін може програвати. І це вже не раз було на полі бою. Наші дії обмежені лише достатністю та далекобійністю нашої сили. Тобто тим, що залежить не від нас. І ситуація в Авдіївці є підтвердженням цього.
Дорогі друзі!
На жаль, тримання України у штучних дефіцитах зброї, зокрема в дефіциті артилерії й далекобійності, дає змогу Путіну адаптуватися до наявної інтенсивності війни. Це самопослаблення демократії з плином часу нівелює досягнуті нами спільні успіхи.
Росія має лише одну суто свою воєнну перевагу на цей час, а саме – повне знецінення людського життя. Постійні російські «мʼясні штурми» це доводять.
Міжнародне потурання відсутності верховенства права в Росії після 1991 року та путінська політика керованої бідності призвели до того, що життя людини для російської держави нічого не варте.
На додачу до цього багатолітня самоізоляція Путіна та його безкарність призвели до його повної деградації. Абсолютної. Він уже відкрито виправдовує Гітлера, знімаючи з нього відповідальність за Другу світову війну. Він зробив геноцид нашого народу просто ординарною частиною своєї політики. Путін вбиває, кого захоче – чи то лідера опозиції, чи будь-кого іншого, хто здається саме йому ціллю. Після вбивства Олексія Навального просто абсурдно сприймати Путіна як нібито легітимного главу російської держави. Це відморозок, який зберігає владу завдяки корупції та насильству. Приїжджати до нього на так звану інавгурацію, тиснути його руку, вважати його рівним собі – це зневажати саму природу політичної влади.
Можна по-різному ставитися до міжнародних інституцій, але ордер Міжнародного кримінального суду на арешт Путіна у справі про викрадення й насильницьку депортацію дітей з України очевидно демонструє, де має закінчитися так звана кар’єра Путіна. Попереду в нього лише два варіанти: опинитися на лаві підсудних у Гаазі або бути вбитим кимось із його ж поплічників, які зараз убивають для нього.
Знищити джерело воєн та дестабілізацій – наше ключове завдання. Це чесно.
Перше. Ми всі повинні робити не щось, а все можливе для поразки агресора. Будь ласка, пам’ятайте всі, що диктатори на канікули не йдуть. Ненависть не знає пауз. Ворожа артилерія не замовкає через процедурні негаразди. Воїни, які протистоять агресору, потребують достатньої сили.
Друге. Не варто боятися, що Путін програє. Путін – це загроза для всіх вільних народів. І так – для тих, хто ще не чув: Путін – це монстр, який вторгся в Україну та вбив тисячі й тисячі людей, викрав і депортував щонайменше десятки тисяч українських дітей. Але це ще не все.
Путін вирізав чеченців і сирійців, вторгся в Грузію, наказав страчувати своїх опонентів як за стінами Кремля, так і в центрі Лондона та Берліна. І так, буквально вчора він намагався надіслати нам усім чіткий сигнал, коли відкрилася Мюнхенська конференція з безпеки: Путін убив іще одного лідера опозиції.
Тому, будь ласка, не варто боятися, що Путін програє і його режим впаде. Натомість працюймо разом, щоб зруйнувати те, за що він виступає. Це його доля – програти, а не доля світового порядку, заснованого на правилах, – зникнути.
Якщо ми не переможемо Путіна зараз, зрештою не матиме значення, хто буде Президентом Росії. Тому що кожен новий російський диктатор пам'ятатиме, як утримувати владу, анексуючи землі інших народів, убиваючи опонентів і руйнуючи світовий порядок. Якщо це станеться, Європа, Центральна Азія й увесь світ будуть дуже темним місцем.
Третє. Треба закрити всі дірки у санкціях проти Росії. І не має бути таких галузей економіки Росії, які залучені до її агресії, але вільні від санкцій. Це стосується передусім атомної галузі. І російські активи, які вже заморожені, мають бути конфісковані. І треба йти далі – знайти, заморозити та надійно пацифікувати кожен долар із накопичених Путіним та його друзями.
Четверте. Зло ніколи не візьме гору, якщо сили добра об’єднані та діють узгоджено. Історія не раз це доводила, коли імперії зла й тиранії, які здавалися вічними, розсипалися буквально на очах. І це збільшувало простір свободи у світі. І це було то успішніше, що сміливішою та активнішою була Америка разом з іншими на правильному боці історії. Світ уже давно був би поділений між мріями кількох диктатур, якби не американська мрія, яка завжди залишала достатній простір для людських мрій. Важливі рішення, які ухвалюються в єдності всього світу, включно зі США.
І, нарешті, пʼяте. Путін має бути позбавлений будь-якої можливості маніпулювати будь-ким у світі, щоб сковувати активність інших.
Світ має документ, що визначає основні правила співжиття народів. Це Статут ООН. Росія зневажає його. Україна запропонувала світу Формулу миру, яка заснована саме на принципах і нормах Статуту ООН. Нам вдалося об’єднати представників усіх частин світу в роботі щодо Формули миру та напрацювати конкретику щодо організації першого Глобального саміту миру. Саміт запланований у Швейцарії. І саме там світ має визначитись, як відновити повну силу світового порядку, заснованого на правилах і майже зруйнованого Росією.
Будь ласка, не питайте Україну, коли закінчиться війна. Питайте в себе, чому Путін досі здатний її продовжувати.

Прошу, будьте вдячними нашим воїнам.
І хай наш світ, заснований на правилах, ніколи не стане вчорашнім.
