The latest issue of Qiushi 《求是》(10th Issue 2024, 15 May 2024) is built around productivity and production in the New Era. That is, it is meant to underscore the changed characteristics of developing productive forces in the New Era. That movement is understood as one that deepens the prior Reform and Opening Up Era's focus on economic productive forces to one that understands everything and every one as a productive force that must be harnessed to push forward the task of modernization. That modernization, of course, is not an object in itself, but as is sometimes overlooked, merely a step (and important one to be sure) in the inescapable obligation of the vanguard Chinese Communist Party to lead the nation toward the establishment of a communist society. In the absence of that directed movement, the authority of the CPC vanishes along with the central ordering element of the Socialist Path.
That, anyway, is the theory. And it is a theory that is underscored in its own way and for the present stage of historical development in the lead article around which the rest of the issue revolves: 习近平《全面深化改革开放，为中国式现代化持续注入强劲动力》[Xi Jinping, 'Comprehensively deepen reform and opening up, and continuously inject strong momentum into China's modernization]. Nonethless, the issue is particulatly interesting for the way it seeks to recall the central theme of the prior era of Chinese development--the Era of Reform and Opening Up--and to draw on its language and imagery even as the character and quality of Reform adapts in substantial ways to the realities of the New Era of historical development. Still the recycling of the old language to new ends is quite fascinating.

This issue is accompanied by an editorial article "Continue to Push Forward Reform" on studying General Secretary Xi Jinping's important articles. Focusing on studying, publicizing and implementing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of General Secretary Xi Jinping's important articles, this issue publishes Mu Hong's article, which explains the in-depth study and understanding of General Secretary Xi Jinping's important expositions on comprehensively deepening reform; the article of the Party Group of the National Development and Reform Commission of the Communist Party of China explains the further comprehensive deepening of economic system reform and the promotion of Chinese-style modernization with high-quality development. The article of Xinhua News Agency reporters tells the vivid practice of the Guangdong-Hong Kong-Macao Greater Bay Area standing at the forefront and breaking the waves. The National Bureau of Statistics released a statistical chart of economic and social development: the relevant indicators of cultural and related industries enterprises above a certain scale in the first quarter of 2024.
The articles are quite interesting for the light they shine on the continuous evolution of emphasis within the arc of Socialist New Era development of all productive forces.
Every movement, though, must have its incarnation. That is every conceptual construct along the Socialist Path requires a visualization of individuals who embody the spirit of the ruling ideology and its contemporary expression. In this case, that embodiment must be manifested in the bodies of ideal workers whose physical bodies serve as a container for the essence of the spirit of all around development of productive forces--they represent the ideal worker. They are heroic model figures--（英模人物）.And this issue ends with the recognition of the individuals chosen to represent the possibility of attaining that ideal within the key areas of production at the heart of New Era modernization. These are stories to be emulated, and against which individual effort may be assessed.

“改革开放是党和人民事业大踏步赶上时代的重要法宝。当前和今后一个时期是以中国式现代化全面推进强国建设、民族复兴伟业的关键时期。面对纷繁复杂的国际国内形势，面对新一轮科技革命和产业变革，面对人民群众新期待，必须继续把改革推向前进。”
2024年4月30日，中央政治局召开会议，决定7月在北京召开党的二十届三中全会，重点研究进一步全面深化改革、推进中国式现代化问题。会议用“六个必然要求”深刻阐明新征程上必须继续把改革推向前进的重大意义，要求全党必须自觉把改革摆在更加突出位置，紧紧围绕推进中国式现代化进一步全面深化改革。
改革开放是当代中国最显著的特征、最壮丽的气象，是决定中国式现代化成败的关键一招。党的十八大以来，以习近平同志为核心的党中央以伟大的历史主动精神、巨大的政治勇气、强烈的责任担当，在新的历史起点上把新时代改革开放推向新境界，许多领域实现历史性变革、系统性重塑、整体性重构，为强国建设、民族复兴注入不竭动力。习近平总书记准确把握改革规律，科学总结历史经验，统筹国内国际两个大局，提出一系列新思想、新观点、新论断，为全面深化改革开放提供了根本遵循。
《全面深化改革开放，为中国式现代化持续注入强劲动力》一文，摘自习近平总书记2012年12月至2024年3月期间的讲话、文章、答问、报告等重要文献，收录了总书记关于全面深化改革开放的一系列重要论述，具有很强的政治性、理论性、现实性、指导性。在党的二十届三中全会即将召开之际，认真学习领会这篇重要文章精神，对于深入学习贯彻习近平总书记关于全面深化改革的一系列新思想、新观点、新论断，用好改革开放这个关键一招，坚定不移将改革开放进行到底，为中国式现代化提供强大动力和制度保障，具有重要的理论意义、现实意义。
推进中国式现代化的根本动力
广东，“得风气之先”的一片热土，改革开放的排头兵、先行地、实验区，在中国式现代化建设的大局中地位重要、作用突出。
2012年12月，党的十八大之后第一次到地方考察，习近平总书记就来到广东。在深圳莲花山公园，总书记向伫立在山顶的邓小平铜像敬献花篮，发出“坚定不移推进改革开放”的动员令。
2023年4月，全面贯彻党的二十大精神开局之年首次地方考察，习近平总书记又一次南下广东，深刻指出：“中国的改革开放政策是长期不变的，一以贯之的。”旗帜鲜明的郑重宣示，彰显坚定不渝的改革决心。
改革开放是我们党的一次伟大觉醒，正是这个伟大觉醒孕育了我们党从理论到实践的伟大创造。改革开放是中国人民和中华民族发展史上一次伟大革命，正是这个伟大革命推动了中国特色社会主义事业的伟大飞跃。
1978年12月，我们党召开了十一届三中全会，作出把党和国家工作中心转移到经济建设上来、实行改革开放的历史性决策。从那时以来，中国共产党人和中国人民以一往无前的进取精神和波澜壮阔的创新实践，不断战胜前进道路上各种世所罕见的艰难险阻，推动中国经济实力、综合国力、人民生活水平不断跨上新台阶。
实践发展永无止境，改革开放也永无止境。随着实践发展，一些深层次体制机制问题和利益固化的藩篱日益显现，改革进入攻坚期和深水区。进入新时代，以习近平同志为核心的党中央以巨大的政治勇气全面深化改革，敢于突进深水区，敢于啃硬骨头，敢于涉险滩，敢于面对新矛盾新挑战，开启了气势如虹、影响深远的伟大变革。

波澜壮阔的改革背后，是领航者的大气魄大格局大担当。习近平总书记亲自领导、亲自部署、亲自推动全面深化改革工作，把改革的总体设计、统筹协调、整体推进、督促落实抓在手中。将全面深化改革纳入“四个全面”战略布局，亲自主持召开70多次中央全面深化改革领导小组会议和中央全面深化改革委员会会议，加强改革顶层设计；系统总结改革开放40多年的宝贵经验，不断推进理论和实践创新，为改革注入强大思想和行动力量；从“改革开放的窗口和试验田”广东深圳，到农村改革发源地安徽小岗，从对外开放新高地海南，到社会主义现代化建设引领区上海浦东，深入各地各部门考察调研，察实情、听民声、谋良策；部署和推进一系列改革攻坚战，攻克了许多长期没有解决的难题，办成了许多事关长远的大事要事。
改革实践孕育科学理论，伟大变革有赖思想引领。
习近平总书记以马克思主义政治家、思想家、战略家的深刻洞察力、敏锐判断力、理论创造力，在一系列方向性、全局性、战略性的重大问题上作出重要论述，科学回答了在新时代为什么要全面深化改革开放、怎样全面深化改革开放等重大理论和实践问题。
——“决定中国式现代化成败的关键一招”。没有改革开放，就没有中国的今天，也就没有中国的明天。习近平总书记强调，“中国特色社会主义之所以具有蓬勃生命力，就在于是实行改革开放的社会主义”；“只有改革开放才能发展中国、发展社会主义、发展马克思主义”；“实践发展永无止境，解放思想永无止境，改革开放也永无止境，改革开放只有进行时、没有完成时”；“要把全面深化改革作为推进中国式现代化的根本动力，作为稳大局、应变局、开新局的重要抓手”。
——“改革开放是有方向、有立场、有原则的”。全面深化改革往什么方向走，这是一个带有根本性的问题。习近平总书记强调，坚持和加强党的全面领导，“是贯穿改革全过程的政治主题”；“我们党领导的改革历来是全面改革”，“是在中国特色社会主义道路上不断前进的改革，既不走封闭僵化的老路，也不走改旗易帜的邪路”；“该改的、能改的我们坚决改，不该改的、不能改的坚决不改。我们要坚持党的基本路线，把以经济建设为中心同坚持四项基本原则、坚持改革开放这两个基本点统一于新时代中国特色社会主义伟大实践，长期坚持，决不动摇”。
——“完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化”。全面深化改革的总目标是完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化。习近平总书记强调，中国特色社会主义制度和国家治理体系具有“深厚的历史底蕴”、“多方面的显著优势”、“丰富的实践成果”，“既要坚持好、巩固好经过长期实践检验的我国国家制度和国家治理体系，又要完善好、发展好我国国家制度和国家治理体系，不断把我国制度优势更好转化为国家治理效能”；“新时代谋划全面深化改革，必须以坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化为主轴，深刻把握我国发展要求和时代潮流，把制度建设和治理能力建设摆到更加突出的位置，继续深化各领域各方面体制机制改革，推动各方面制度更加成熟更加定型，推进国家治理体系和治理能力现代化”。
——“必须坚持正确的方法论”。新时代改革更多面对的是深层次体制机制问题，对改革顶层设计的要求更高，对改革的系统性、整体性、协同性要求更强。习近平总书记强调，改革开放“必须坚持正确的方法论，在不断实践探索中推进”；“系统观念是具有基础性的思想和工作方法”，要“正确处理改革发展稳定关系，坚持党的领导和尊重人民首创精神相结合，坚持‘摸着石头过河’和顶层设计相结合，坚持问题导向和目标导向相结合，坚持试点先行和全面推进相结合，坚持改革决策和立法决策相结合，注重改革的系统性、整体性、协同性，统筹各领域改革进展，形成整体效应”。

——“坚定不移推动落实重大改革举措”。改革重在落实，也难在落实。习近平总书记强调，“各地区各部门要牢固树立全局意识、责任意识，把抓改革作为一项重大政治责任，坚定改革决心和信心，增强推进改革的思想自觉和行动自觉，既当改革促进派、又当改革实干家，以钉钉子精神抓好改革落实，扭住关键、精准发力，敢于啃硬骨头，盯着抓、反复抓，直到抓出成效”；“通过改革有效解决困扰基层的形式主义问题，继续把增强人民群众获得感、幸福感、安全感放到突出位置来抓，坚定不移推动落实重大改革举措”。
——“坚持推进高水平对外开放”。开放带来进步，封闭必然落后。以开放促改革、促发展，是我国改革发展的成功实践。习近平总书记强调，“改革和开放相辅相成、相互促进，改革必然要求开放，开放也必然要求改革”；“中国改革开放政策将长久不变，永远不会自己关上开放的大门”；“中国将坚持推进高水平对外开放，以高质量发展全面推进中国式现代化，为各国开放合作提供新机遇”。
习近平总书记的重要论述，明确了新的历史方位上全面深化改革开放的总目标、正确方向、原则方法、重点任务、政治保障等，是习近平新时代中国特色社会主义思想的重要组成部分，为全面深化改革开放提供了强大的思想和理论武器。
新时代全面深化改革取得历史性伟大成就
2013年11月，划时代的党的十八届三中全会召开，通过《中共中央关于全面深化改革若干重大问题的决定》，对全面深化改革进行总体擘画，实现改革由局部探索、破冰突围到系统集成、全面深化的转变；2014年10月，党的十八届四中全会召开，通过《中共中央关于全面推进依法治国若干重大问题的决定》，与党的十八届三中全会通过的决定形成姊妹篇；2018年2月，党的十九届三中全会召开，通过《中共中央关于深化党和国家机构改革的决定》和《深化党和国家机构改革方案》；2019年10月，党的十九届四中全会召开，通过《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》；2023年2月，党的二十届二中全会召开，对继续深化党和国家机构改革作出重要部署……
推进市场体系改革、宏观经济治理改革、高水平开放型经济新体制改革等，经济体制改革不断深化；推进党和国家机构改革，深化国家监察体制改革，发展全过程人民民主等，政治体制改革稳步推进；落实意识形态工作责任制，完善城乡公共文化服务体系等，文化体制改革扎实有效；健全公共就业服务制度，完善覆盖全民的社会保障体系等，社会体制改革全面推进；环保督察制度、河湖长制、国家公园保护制度等一系列创新制度适时推出，生态文明体制改革加快推进……
新时代，一项项前所未有的改革举措，不断推动全面深化改革向广度和深度进军，中国特色社会主义制度更加成熟更加定型，国家治理体系和治理能力现代化水平不断提高，党和国家事业焕发出新的生机活力，中国式现代化展现出光明前景。
《全面深化改革开放，为中国式现代化持续注入强劲动力》这篇重要文章，收录了习近平总书记回顾总结改革工作的精辟论述：“我们提出的一系列创新理论、采取的一系列重大举措、取得的一系列重大突破，都是革命性的，开创了以改革开放推动党和国家各项事业取得历史性成就、发生历史性变革的新局面。”
这是组织方式的深刻变革。在全面深化改革中，以习近平同志为核心的党中央总揽全局、协调各方。习近平总书记亲自挂帅出征，议大事、抓大事、谋全局，带领全党全军全国人民奋力突破、攻坚克难；中央全面深化改革领导小组改为委员会，作为统揽全面深化改革的坚强中枢，谋划顶层设计、凝聚改革力量；各地区各部门自上而下构建集中统一的改革领导体制、务实高效的改革决策机制、上下联动的统筹协调机制、有力有序的督察落实机制，有效保证党中央对全面深化改革的领导力和权威性。在党中央集中统一领导下，全面深化改革从夯基垒台、立柱架梁，到全面推进、积厚成势，再到系统集成、协同高效，蹄疾步稳、系统解决各领域各方面体制性障碍、机制性梗阻、政策性创新问题。
这是国家制度和治理体系的深刻变革。“新时代改革开放具有许多新的内涵和特点，其中很重要的一点就是制度建设分量更重”。在谋划改革过程中，以习近平同志为核心的党中央始终突出制度建设这条主线，不断健全制度框架，筑牢根本制度、完善基本制度、创新重要制度。党的领导制度体系、人民当家作主制度体系、中国特色社会主义法治体系、中国特色社会主义行政体制、统筹城乡的民生保障制度、共建共治共享的社会治理制度……各领域基础性制度框架基本确立，系统完备、科学规范、运行有效的制度体系日渐成型，“中国之制”的治理效能愈益彰显。
这是人民广泛参与的深刻变革。为了人民而改革，改革才有意义；依靠人民而改革，改革才有动力。平安中国建设、乡村医疗卫生体系建设、推进污染防治攻坚、“厕所革命”、垃圾分类、清洁取暖……一件件关乎老百姓的民生小事，一项项被列入中央深改领导小组和中央深改委会议日程，一次次成为改革的关注点、发力点。户籍制度改革让1.4亿农业转移人口落户城镇；加强基金互济余缺，养老保险全国统筹确保养老金按时足额发放；强化兜底保障，房地产制度改革为1.4亿多困难群众解决住房难题；为中低收入群体减负，个人所得税改革惠及2.5亿人；深化医药卫生体制改革，引导医疗卫生工作重心下移、资源下沉；深化教育教学改革创新，推进义务教育均衡发展和城乡一体化……人民群众的获得感、幸福感、安全感不断增强。

这是开放的大门越开越大的深刻变革。内陆地区从“后卫”变成“前锋”，沿海地区开放发展更上一层楼，中国市场同世界市场的联系更加紧密。“一带一路”合作从亚欧大陆延伸到非洲和拉美，150多个国家、30多个国际组织签署共建“一带一路”合作文件。自2017年起我国连续7年保持货物贸易第一大国地位，2023年出口国际市场份额14.2%，连续15年保持全球第一。中国已经是140多个国家和地区的主要贸易伙伴，是越来越多国家的主要投资来源国。
新时代以来，以习近平同志为核心的党中央推动的改革是全方位、深层次、根本性的，取得的成就是历史性、革命性、开创性的。放眼全世界，没有哪个国家和政党，能有这样的政治气魄和历史担当，敢于大刀阔斧、刀刃向内、自我革命，也没有哪个国家和政党，能在这么短时间内推动这么大范围、这么大规模、这么大力度的改革。
实践充分证明，新时代全面深化改革开放取得历史性成就，根本在于习近平总书记作为党中央的核心、全党的核心领航掌舵，在于习近平新时代中国特色社会主义思想科学指引。新征程上继续把改革推向前进，必须深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，毫不动摇坚持和加强党的全面领导。
进一步全面深化改革、推进中国式现代化
“坚持和发展中国特色社会主义，必须不断适应社会生产力发展调整生产关系，不断适应经济基础发展完善上层建筑”；“我们提出进行全面深化改革，就是要适应我国社会基本矛盾运动的变化来推进社会发展。社会基本矛盾总是不断发展的，所以调整生产关系、完善上层建筑需要相应地不断进行下去”。
在《全面深化改革开放，为中国式现代化持续注入强劲动力》这篇重要文章中，习近平总书记从历史唯物主义基本原理出发，科学阐明了“改革开放只有进行时、没有完成时”的深刻道理。
中国式现代化是一项伟大而艰巨的事业。越是艰巨，越是要向改革要动力、向开放要活力。党的二十大报告把坚持深化改革开放作为推进中国式现代化必须牢牢把握的一个重大原则，并着眼以中国式现代化全面推进中华民族伟大复兴，对新时代新征程全面深化改革作出重大战略部署。党的二十大以来，习近平总书记在党的中央全会、中央深改委会议、中央政治局集体学习、全国两会、地方考察等多个重要场合，深刻阐明进一步全面深化改革开放的战略重点、主攻方向等重大问题。《全面深化改革开放，为中国式现代化持续注入强劲动力》一文，收录了总书记的这些重要论述。
