I have been considering the advances and changes that were crystalized and made available to the masses (and Party cadres) in the aftermath of the 3rd CPC Plenum (here, here, here, and here). With the distribution of the 3rd Plenum documents it became critical to appropriately gloss its program as well as to tease out its connection to a developing New Era theory in which Chinese Marxist-Leninism has been situated during the contemporary era of Chinese historical development (The 3rd Plenum Official Gloss--习近平:关于《中共中央关于进一步全面深化改革、推进中国式现代化的决定》的说明 [Xi Jinping: Explanation on the "Decision of the CPC Central Committee on Further Comprehensively Deepening Reforms and Promoting Chinese-style Modernization"].
The central theme of the 3rd Plenum Resolution/Decision was centered on the further development of New Era principles and understandings of socialist modernization. Its substantial evolution from the Era of Reform and Opening Up required clarificaiton, as well as a plan for applying the contemporary expression of theory to meet the challenge of the contemporary general contradiction--unequal development and distribution of the benefits of modernization.
To those ends it was necessary to bring into the current situaiton the idea and theory of socialist modernization, and with it, the principles and premises on which it is based. Foremost among them has been a transformation in the explicit understanding of the scope of the productive forces that are the basic building blocks of socialist modernization, and with it the understanding of the way that State Assets and State direction of other objects of productive force might be better coordinated to meet the unified objectives described by the vanguard and enveloped in the broad notion of the Chinese Dream. To those ends, it may be emerging that productive forces, and the breadth of socialist modernization includes every aspect and function of the social, economic, cultural and political productivity of the nation. That may include, for example, the Communist arty itself (The Party as a State Asset and “新质生产力” (New Quality Productivity):《中国共产党纪律处分条例》 ["Regulations on Disciplinary Actions of the Communist Party of China"].
In a recent publication, 李鸿忠 健全全过程人民民主制度体系(学习贯彻党的二十届三中全会精神) [Li Hongzhong, Improve the system of people's democracy throughout the whole process (Study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee)], Li Hongzhong (李鸿忠) reminds us,in one of the many study aids that have been circulating since the end of the 3rd Plenum, that the political system itself is a critical element of socialist modernization, and that its asset value in contributing toward forward movement along the Socialist Path toward the realization of the objectives set out in the 3rd Plenum Resolution/Direction. (八、健全全过程人民民主制度体系 [VIII. Improve the system of whole process people's democracy]).After a brief introduction, the essay is divided into the following sections: (1) 一、深刻认识全过程人民民主的重大理论和实践意义 [I. Deeply understand the great theoretical and practical significance of people's democracy throughout the whole process]; (2) 二、坚持以制度体系保障和发展全过程人民民主 [II. Adhere to the system to guarantee and develop the whole process of people's democracy]; and (3) 三、充分发挥人民代表大会制度在实现我国全过程人民民主中的重要制度载体作用 [III. Give full play to the important role of the people's congress system in realizing the whole process of people's democracy in our country].
The third section is itself divided into five major points: (1) 一要支持和保证人民通过人民代表大会行使国家权力 [First, we must support and guarantee the people's exercise of state power through the people's congress.]; (2) 二要完善以宪法为核心的中国特色社会主义法律体系 [Second, we must improve the socialist legal system with Chinese characteristics with the Constitution as the core. ]; (3)三要健全人大对行政机关、监察机关、审判机关、检察机关监督制度。完善监督法及其实施机制,强化人大预算决算审查监督和国有资产管理监督、政府债务管理监督 [Third, we must improve the supervision system of the National People's Congress over administrative organs, supervisory organs, judicial organs and procuratorial organs. Improve the supervision law and its implementation mechanism, strengthen the review and supervision of the budget and final accounts by the National People's Congress, and the supervision of state-owned assets management and government debt management]; (4) 四要健全吸纳民意、汇集民智工作机制。总结新时代人民代表大会制度实践的成果和经验,健全人大议事规则和论证、评估、评议、听证制度,不断提高议事质量和效率 [Fourth, we must improve the working mechanism for absorbing public opinion and gathering public wisdom. The discussion of the NCP as an asset of socialist modernization is quite interesting and useful. Perhaps the most remarkable feature of the essay was its focus on the NCP system. True enough, the NCP system, at both the national and provincial levels plays a critical role in the application of the leadership and guidance of the Community Party within the administrative apparatus of state and subject to its rules and practices embedded in the State Constitution. It is in this sense, certainly that theessay provides a valuable study guide for the 3rd Plenum's democracy project within the larger objectives of socialist modernization. It is a useful means of understanding the administrative role of the State andits apparatus as a core and fundamental asset and productive force the proper utilization of which is critical to the fulfillment of the objectives of the 3rd Plenum Resolution.
Nonetheless, the principles of democracy--and especially people's consultative democracy, may also lie elsewhere in ways that are not part of the essay's focus. I have suggested elsewhere that the consultative process serves as a critical space for the political realization of democracy even as the NCP system fulfills its administrative realization (see eg, “Whole Process People’s Democracy” (全过程人民民主) as Applied Constitutionalism: Linking People to Governing Institutions through Socialist Constitutional Democracy and Leninist Political Parties; also “The Flower of Democracy Blooms Brilliantly in China [中国的民主之花绚丽绽放]”:The Chinese Communist Party and the Chinese Constitutional Order). It would follow that it is the process of mass consultation, and the role of the mass organizations that serve as its core, constitute both central State assets and a key element of the productive force of socialist modernization.

党的二十届三中全会通过的《中共中央关于进一步全面深化改革、推进中国式现代化的决定》(以下简称《决定》),聚焦发展全过程人民民主这一中国式现代化的本质要求,就健全全过程人民民主制度体系作出全面部署、提出明确要求,对于新征程上坚持和完善我国根本政治制度、基本政治制度、重要政治制度,丰富各层级民主形式,把人民当家作主具体、现实体现到国家政治生活和社会生活各方面,具有十分重要的意义。
一、深刻认识全过程人民民主的重大理论和实践意义
党的十八大以来,以习近平同志为核心的党中央坚持走中国特色社会主义政治发展道路,全面发展全过程人民民主,社会主义民主政治制度化、规范化、程序化全面推进,中国特色社会主义政治制度优越性得到更好发挥,生动活泼、安定团结的政治局面得到巩固和发展。习近平总书记坚持运用“两个结合”,深刻把握民主政治发展规律,原创性提出了全过程人民民主重大理念,丰富和发展了马克思主义国家学说和社会主义民主政治理论,标志着我们党对民主政治发展规律的认识达到新的高度。“发展全过程人民民主”纳入习近平新时代中国特色社会主义思想“十个明确”的重要内容,确定为中国式现代化的本质要求之一,为推进新时代社会主义民主政治建设提供了指引和遵循。

二、坚持以制度体系保障和发展全过程人民民主
经过新中国成立75年来的不懈奋斗,我们党带领人民建立并不断巩固完善包括国家根本政治制度、基本政治制度、重要政治制度在内的全过程人民民主制度体系,为实现全过程人民民主提供了可靠制度保障。
人民代表大会制度是我国的根本政治制度。我国宪法规定,中华人民共和国的一切权力属于人民;人民行使国家权力的机关是全国人民代表大会和地方各级人民代表大会。各级人大都由民主选举产生,对人民负责、受人民监督;各级行政机关、监察机关、审判机关、检察机关都由人大产生,对人大负责、受人大监督。从国家机关的性质、设置到职权划分、运行,都体现了国家权力来自人民、对人民负责、为人民服务、受人民监督的价值理念。人民代表大会制度是坚持党的领导、人民当家作主、依法治国有机统一的根本政治制度安排,保证党领导人民依法有效治理国家。
中国共产党领导的多党合作和政治协商制度是我国的基本政治制度,是中国共产党、中国人民和各民主党派、无党派人士的伟大政治创造,是从中国土壤中生长出来的新型政党制度。在人民民主的共同旗帜下,中国共产党与各民主党派长期共存、互相监督、肝胆相照、荣辱与共。中国人民政治协商会议是实行中国共产党领导的多党合作和政治协商制度的重要机构。人民政协作为专门协商机构,在协商中促进广泛团结、推进多党合作、实践人民民主,充分体现中国社会主义民主有事多商量、遇事多商量、做事多商量的特点和优势。

三、充分发挥人民代表大会制度在实现我国全过程人民民主中的重要制度载体作用
习近平总书记指出,人民代表大会制度是实现我国全过程人民民主的重要制度载体。这一重大论断丰富和拓展了人民代表大会制度的科学内涵、基本特征和本质要求,赋予人民代表大会制度建设和人大工作新的使命任务。要深入学习贯彻习近平总书记关于坚持和完善人民代表大会制度的重要思想,贯彻落实全会《决定》关于加强人民当家作主制度建设、深化立法领域改革的任务要求,坚持好、完善好、运行好人民代表大会制度,稳中求进推动人大工作高质量发展,为发展更加广泛、更加充分、更加健全的全过程人民民主提供法治保障。
一要支持和保证人民通过人民代表大会行使国家权力。在党的领导下,保证人民依法行使选举权利、民主选举产生人大代表,不断扩大人民有序政治参与,维护人民依法享有的广泛权利和自由,保证人民的知情权、参与权、表达权、监督权落实到人大工作各方面各环节全过程,确保党和国家在决策、执行、监督落实各个环节都能听到来自人民的声音。

五要加强人大及其常委会自身建设。深刻领悟“两个确立”的决定性意义,增强“四个意识”、坚定“四个自信”、做到“两个维护”,把各级人大及其常委会建设成为自觉坚持中国共产党领导的政治机关、保证人民当家作主的国家权力机关、全面担负宪法法律赋予的各项职责的工作机关、始终同人民群众保持密切联系的代表机关,打造政治坚定、服务人民、尊崇法治、发扬民主、勤勉尽责的人大工作队伍,为发展全过程人民民主作出新贡献。

The "Decision of the CPC Central Committee on Further Comprehensively Deepening Reforms and Promoting Chinese-style Modernization" (hereinafter referred to as the "Decision") adopted by the Third Plenary Session of the 20th CPC Central Committee focuses on the essential requirement of developing people's democracy throughout the whole process, which is the Chinese-style modernization, and makes comprehensive arrangements and puts forward clear requirements for improving the system of people's democracy throughout the whole process. It is of great significance to uphold and improve China's fundamental political system, basic political system, and important political system on the new journey, enrich the forms of democracy at all levels, and reflect the people's mastery of their own affairs in a concrete and realistic way in all aspects of national political life and social life.
I. Deeply understand the great theoretical and practical significance of people's democracy throughout the whole process
Since the 18th CPC National Congress, the CPC Central Committee with Comrade Xi Jinping as the core has adhered to the path of socialist political development with Chinese characteristics, comprehensively developed people's democracy throughout the whole process, and comprehensively promoted the institutionalization, standardization, and proceduralization of socialist democratic politics. The superiority of the socialist political system with Chinese characteristics has been better exerted, and the lively, stable and united political situation has been consolidated and developed. General Secretary Xi Jinping insisted on using the "two combinations" to deeply grasp the laws of democratic political development, and put forward the important concept of full-process people's democracy in an original way, enriching and developing Marxist state theory and socialist democratic political theory, marking that our party's understanding of the laws of democratic political development has reached a new height. "Developing full-process people's democracy" is included in the important content of the "ten clarifications" of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and is determined as one of the essential requirements of Chinese-style modernization, providing guidance and follow-up for promoting the construction of socialist democratic politics in the new era.
Full-process people's democracy clearly shows the democratic outlook of the Communist Party of China and the Chinese people. General Secretary Xi Jinping clearly pointed out that democracy is a common value of all mankind and an important concept that the Communist Party of China and the Chinese people have always adhered to. Regarding what is true and effective democracy, General Secretary Xi Jinping creatively proposed the standards of "eight whether" and "four things to look at, and four things to look at more", revealing the true meaning of democracy and clarifying the "myth" of democracy. What kind of ideas are used to plan and promote the construction of China's socialist democratic politics, which plays a fundamental, overall and long-term role in the country's political life. General Secretary Xi Jinping put forward five basic viewpoints on which our party always holds high the banner of people's democracy: First, people's democracy is the life of socialism. Without democracy, there is no socialism, no socialist modernization, and no great rejuvenation of the Chinese nation. Second, the people being the masters of the country is the essence and core of socialist democracy. The development of socialist democracy is to reflect the will of the people, safeguard the rights and interests of the people, stimulate the creative vitality of the people, and use the system to ensure that the people are the masters of the country. Third, the path of political development with Chinese characteristics is the correct path that conforms to China's national conditions and ensures that the people are the masters of the country. It is the inevitable result of the historical logic, theoretical logic, and practical logic of the long-term struggle of the Chinese people since modern times. It is an inevitable requirement for upholding the essential attributes of the Party and practicing the Party's fundamental purpose. Fourth, the people exercise their rights through elections and voting, and all aspects of the people conduct full consultations before major decisions, and try to reach a consensus on common issues. These are two important forms of China's socialist democracy, which together constitute the institutional characteristics and advantages of China's socialist democracy. Fifth, the key to developing socialist democracy is to give full play to the characteristics and advantages of China's socialist democracy, continuously promote the institutionalization, standardization, and proceduralization of socialist democracy, and provide a more complete institutional guarantee for the prosperity and long-term stability of the Party and the country. General Secretary Xi Jinping's important expositions have demonstrated firm confidence in the path, theory, system and culture, and have enhanced the confidence and determination of the whole Party and the people of all ethnic groups in the country to follow the path of socialist political development with Chinese characteristics, making contributions full of Chinese wisdom to the progress of human political civilization.
The whole process of people's democracy reflects the essential attributes and characteristics and advantages of China's socialist democratic politics. The whole process of people's democracy embodies the nature of a socialist country, adheres to the leadership of the Communist Party of China, adheres to the socialist road, and gathers wisdom and strength for the comprehensive construction of a socialist modern power and the realization of the great rejuvenation of the Chinese nation. The whole process of people's democracy is a full-chain, all-round and full-coverage democracy, which not only has complete institutional procedures, but also has complete participation practice. China implements the state system of people's democratic dictatorship led by the working class and based on the alliance of workers and peasants, the political system of the people's congress system, the basic political systems such as the multi-party cooperation and political consultation system led by the Communist Party of China, the system of regional ethnic autonomy, and the system of grassroots mass autonomy, consolidates and develops the broadest patriotic united front, forms a comprehensive, extensive and organically connected system of people's mastery of their own affairs, and builds diverse, smooth and orderly democratic channels. In the practice of full-process people's democracy in China, all the people implement democratic elections, democratic consultations, democratic decision-making, democratic management, and democratic supervision in accordance with the law, manage state affairs, economic and cultural undertakings, and social affairs through various channels and forms in accordance with the law, and implement the people's mastery of their own affairs in the country's political and social life. Full-process people's democracy is the most extensive, most authentic, and most effective democracy, which realizes the unity of process democracy and outcome democracy, procedural democracy and substantive democracy, direct democracy and indirect democracy, and people's democracy and state will. Under the leadership of the Party, all the people have devoted themselves to socialist construction as masters of the country, creating a miracle of rapid economic development and long-term social stability that has attracted worldwide attention, and the people's sense of gain, happiness, and security has been continuously improved.
