Brief Reflections on 深入学习贯彻《中国共产党思想政治工作条例》[Thoroughly study and implement the "Regulations on Ideological and Political Work of the Communist Party of China"]

 I have been considering some, perhaps important, components of Chinese new era Leninism as it is incarnated within the systems and structures of its political-economic model both internally and externally.

This reflection is the last of them. It focuses on the Communist Party of China's refinement of the rules and approaches to  engaging in ideological and political work: 田训龙 深入学习贯彻《中国共产党思想政治工作条例》[Tian Xunlong, Thoroughly study and implement the "Regulations on Ideological and Political Work of the Communist Party of China"] which appeared in of Red Flag (or perhaps more comprehensively transliterated as Revolutionary Banner) Journal 《红旗文稿》2025年第23期 (on the semiotics of flags, banners and the like, see here). The nature of political and ideological work is an old one:  "Ideological education is the key link to be grasped in uniting the whole Party for great political struggles. Unless this is done, the Party cannot accomplish any of its political tasks." (Mao Zedong, "On Coalition Government" (April 24, 1945), Selected Works, Vol. III, p. 315).

Its origins might be traced to the development of Mao Zedong's theory if the two types of contradiction: "社会主义社会的矛盾反映在政治上可以划分为敌我矛盾和人民内部矛盾两类。" [In a socialist society, contradictions, as reflected in the political sphere, can be divided into two categories: contradictions between the enemy and the people, and contradictions among the people themselves.] (CPC Central Committee essay, "Mao Zedong, "On the Correct Handling of Contradictions Among the People" [毛泽东《关于正确处理人民内部矛盾的问题》]. Contradictions among the people was "explicitly defined as the theme of national political life, and a series of policies for resolving these contradictions were formulated." [把正确处理人民内部矛盾明确规定为国家政治生活的主题,并制定出解决人民内部矛盾的一系列方针。(Ibid.). The forms of this resolution evolved over time reflecting the emphasis of the then dominant general contradiction. But all of it remains tied to the correct deployment of productive forces in the service of socialist modernization directed toward forward movement along the Socialist Path. 

This binary is closely connected to the underlying premises of People's democratic dictatorship (here and here), one that separates patriots from enemies and builds responsive political structures and tasks on those categorizations (e.g., 党的十九届六中全会《决议》学习问答 13.为什么说人民民主专政的国家政权为国家迅速发展创造了条件?[Q&A on the Resolution of the Sixth Plenary Session of the 19th CPC Central Committee: 13. Why is it said that the people's democratic dictatorship created conditions for the rapid development of the country?]). It is, in a sense, the glue that binds politics to administration, and thus the CPC to the state apparatus, textualized through hierarchically arranged written pronouncements at the apex of which are the (state) constitution as the operating code by which the fundamental political line is implemented and fulfilled, and the  CPC General Program as the general line itself.  

Its challenges have been an institutional policy issue (and with it the role of the CPC within the administrative structures it was building to manifest its leadership of the country as the vanguard of the advanced social forces of the masses) almost from the time of the establishment of the People's Republic in 1949. A key element of overcoming contradiction among the people was embedded into the theory and dialectical architecture of the mass line. Those, in turn, were transposed into pragmatic programs within the CPC fundamental political and ideological work:

Recently there has been a falling off in ideological and political work among students and intellectuals, and some unhealthy tendencies have appeared. Some people seem to think that there is no longer any need to concern oneself with politics or with the future of the motherland and the ideals of mankind. It seems as if Marxism was once all the rage but is currently not so much in fashion. To counter these tendencies, we must strengthen our ideological and political work. Both students and intellectuals should study hard. In addition to the study of their specialized subjects, they must make progress both ideologically and politically, which means that they should study Marxism, current events and politics. Not to have a correct political point of view is like having no soul . . .. All departments and organizations should shoulder their responsibilities in ideological and political work. This applies to the Communist Party, the Youth League, government departments in charge of this work, and especially to heads of educational institutions and teachers. (Mao Zedong, On the Correct Handling of Contradictions Among the People (February 27, 1957); 1st pocket ed., pp. 43-44).

 These ideas remain vibrant. For example they serve as a core of the 2020 "Staying True to our Founding Mission" campaign (习近平在“不忘初心、牢记使命”主题教育总结大会上的讲话 [Xi Jinping's speech at the summary meeting of the "Staying True to Our Founding Mission" thematic education campaign]), closely tied to self-revolution and social revolution campaigns. These themes are much in evidence in a recent essay that is meant to draw mass attention, once again, to the centrality of political and ideological work as a core element of Chinese political life, its expression in and as the mass line, and through that within whole process people's democracy, and the fulfillment of the fundamental political line contextualization realized in every stage of Chinese historical development. All of those structures and trajectories then provide the context within which one might approach the (state) constitution as an element and the articulation of that fundamental political line as a disciplinary tool and as the realization of the fundamental line through the institutional interaction between people , state, and party (as another element of the mass line). And above it all, socialist modernization as the driving element directed toward its perfection as a predicate to the establishment of a communist society.  

That, perhaps, is one way of approaching the theory. And the essay,  深入学习贯彻《中国共产党思想政治工作条例》[Thoroughly study and implement the "Regulations on Ideological and Political Work of the Communist Party of China"] brings all of these themes together in the maturing new era of Chinese Leninism. They focus on the recent (September 2025) amendments to the "Regulations on Ideological and Political Work of the Communist Party of China" issued by the CPC Central Committee (中共中央印发的《中国共产党思想政治工作条例》). It is divided into three parts:

As is customary in documents of this type, Part 1 connects the regulation and its modification to the ongoing work of keeping Chinese Leninism current under the leadership of Xi Jinping. 

The Regulations closely revolve around the primary task of ideological and political work: "promoting the use of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and minds," and make a series of clear provisions, prioritizing the use of the Party's innovative theories to arm minds, unify thinking, build consensus, and guide practice. [《条例》紧紧围绕“推动用习近平新时代中国特色社会主义思想凝心铸魂”这个思想政治工作的首要任务,作出一系列明确规定,把推动用党的创新理论武装头脑、统一思想、凝聚共识、指导实践放在首位。] ( 深入学习贯彻《中国共产党思想政治工作条例》)

That moves the essay from foundational theory to the two methods of operationalize. This is to be undertaken through application of the "people centered approach" (坚持人民立场)  and the "problem oriented approach" (坚持问题导向) that have become a common theme under the leadership of Xi Jinping. The first speaks to the  and the expression of the contemporaneous mass line approach to contradictions among the people. Its most interesting element is pragmatic--the means by which the approach is to be manifested:

开展思想教育、政治引领、道德培养、精神激励、文化涵育、心理疏导、关怀服务等多样实践,精准把握不同社会群体的思想动态和心理特点,分类指导,确保思想政治工作入脑入心,其根本目的在于有效引领群众、组织群众、宣传群众、教育群众、服务群众,从而增强信心、凝聚民心、温暖人心、筑就同心,不断凝聚广大人民群众的智慧与力量。(It involves diverse practices such as ideological education, political guidance, moral cultivation, spiritual encouragement, cultural nurturing, psychological counseling, and caring services. It requires accurately understanding the ideological dynamics and psychological characteristics of different social groups, providing targeted guidance, and ensuring that ideological and political work resonates deeply with people. The fundamental purpose is to effectively guide, organize, publicize, educate, and serve the people, thereby strengthening confidence, uniting hearts and minds, providing comfort, and fostering solidarity, continuously pooling the wisdom and strength of the broad masses of the people.)( 深入学习贯彻《中国共产党思想政治工作条例》)

The problem oriented approach then refines the people centered palette.  鉴于此,《条例》重点分析思想政治工作面临的新形势新任务,聚焦存在的突出问题,提出针对性、操作性强的措施办法。 [Therefore, the Regulations focus on analyzing the new situations and tasks facing ideological and political work, addressing prominent problems, and proposing targeted and practical measures.] ( 深入学习贯彻《中国共产党思想政治工作条例》). These are deeply connected to the trajectories of socialist modernization and the contemporary focus on the development of high quality or innovative production--to overcome the disconnect between ideological and political work on the one hand and the niceties of production on the other ("比如,在企业领域,针对职工思想状况、价值观念多样以及思想政治工作与生产经营脱节等" [For example, in the corporate sector, addressing issues such as the diverse ideological perspectives and values ​​of employees, and the disconnect between ideological and political work and production and operation] (Ibid.)). 

Part 2 then considers the breadth of coverage. It answers the question "who does it (“谁来做”) and then organizes the work in ways that aligns with CPC structures and responsibility hierarchies, as well as the intermeshing of those hierarchies functionally. It answers the question "what to do" (“做什么”) by focusing on a three level (macro, meso, and micro) analysis ("中观和微观层面构建起结构完善"). Macro level political and ideological work focuses on theoretical structures and developing national approaches that incorporate the great ideological themes of the current stage of historical development--especially those of socialist modernization as a function of the great rejuvenation campaign. The approach is far more interesting at the meso level:

在中观层面,聚焦价值引导与制度认同,系统推进爱国主义、集体主义、社会主义教育和“四史”宣传教育;加强社会主义精神文明建设,弘扬中国特色社会主义文化,培育践行社会主义核心价值观,特别强调培育时代新风新貌,推进公民“四德”建设;开展党章党规党纪和社会主义法治宣传教育;深化形势政策和基本国情教育,等等。[At the meso level, they focus on value guidance and institutional identification, systematically promoting patriotism, collectivism, socialism education, and "four histories" (Party history, New China history, reform and opening-up history, and socialist development history) education; strengthening the construction of socialist spiritual civilization, promoting socialist culture with Chinese characteristics, cultivating and practicing socialist core values, and particularly emphasizing the cultivation of new social trends and customs and promoting the "four virtues" of citizens; conducting education on Party constitution, Party rules, Party discipline, and socialist rule of law; deepening education on current affairs, policies, and basic national conditions, and so on.]( 深入学习贯彻《中国共产党思想政治工作条例》).

It is at this level that a more intimate connection is made and felt) between the people and the contexts in which they lead their lives and the CPC's political and ideological work. The meso level is an essential methodological element for the successful attainment of micro level objectives of political and ideological work--and also its most challenging element: "they focus on cultivating social attitudes and individual behavior, clarifying that ideological and political work should be carried out in conjunction with the actual circumstances of the unit's nature, industry characteristics, functions and responsibilities, and personnel composition, and so on." [注重社会心态培育与个体行为养成,明确开展思想政治工作应当结合单位属性、行业特点、职能职责、人员构成等实际情况,等等] ( 深入学习贯彻《中国共产党思想政治工作条例》).

Lastly this Part 2 answers the questions "who to focus on" (“关注谁”) and "how to do it" (“怎么做”). With respect to the first, "who to focus on" (“关注谁”), differentiated and targeted objectives are developed. This consists of several arrangements. The first focuses on enterprise work, emphasizing the construction and promotion if model workers in model enterprises. The second focuses on rural work, emphasizing the alignment of a spiritual ideal (精神风) with the realities on rural life and work. The third focuses on the state apparatus and its workers, emphasizing the integration of political and ideological principles with a business centered approach to operations.The fourth focuses on educational work, emphasizing compliance with the CPC's educational line, cultivating virtue and integrating education for all sectors for productive and ideologically correct work. The fifth focuses on collective organs other than state organs, emphasizing "organizational functions of community-level Party organizations, building consensus, coordinating interests, resolving contradictions, promoting unity, and fostering harmony and stability." The sixth focuses emerging sectors of economic, social and employment groups, emphasizing the need to extend coverage to these emerging collectives. The seventh focuses on online spheres, emphasizing the instrumentalization of the internet "to organize, publicize, guide, and serve the public." For all of these sectors the notion of leveraging the advantages of the targeted groups within the sector and among them is emphasized as well. 

Having created a seven tier taxonomy the issue of "how to do it" (“怎么做”) is then addressed. Here the emphasis is on methodological innovation and the construction of an organically unified set of methods. These are, in turn, divided into six aspects connected to the three core fundamental tasks of political and ideological work:
理论学习教育、舆论氛围营造、主流价值引领、文化浸润滋养、榜样示范感召、关怀服务引导等6个方面,围绕坚持党的领导、贯彻党的主张、巩固党的执政基础和群众基础的根本任务,形成有机统一的方法组合 [Through six aspects—theoretical learning and education, creating a positive public opinion environment, guiding with mainstream values, cultural immersion and nurturing, exemplary role models, and caring service and guidance—an organically unified set of methods is formed, centered around the fundamental tasks of upholding the Party's leadership, implementing the Party's principles, and consolidating the Party's governing and mass base.] ( 深入学习贯彻《中国共产党思想政治工作条例》).

These are understood to reflect a dialectical unity of exploit and implicit approaches to the political and ideological task (6个方面的方式方法体现“显隐结合”的辩证统一 Ibid.). They are meant to align systematic theoretical indoctrination with value guidance, as well as advance "subtle cultural influence and emotional identification ("6个方面的方式方法既注重直接系统的理论灌输和价值引导,也强调潜移默化的文化感染与情感认同")( 深入学习贯彻《中国共产党思想政治工作条例》) .  The object is internalization the appropriate cognitive cage the consequence of which is the likelihood of appropriate action in furtherance of what has become natural. "有助于增强思想政治工作的亲和力与渗透力,整体上体现了思想政治工作“内化于心、外化于行”的本质要求,系统性提升了其科学化、专业化水平 [This helps to enhance the appeal and influence of ideological and political work, reflecting the essential requirement of "internalizing principles in the mind and manifesting them in actions," and systematically improving its scientific and professional level.]  (深入学习贯彻《中国共产党思想政治工作条例》).

Part 3 then focuses on supervision and institutional coordination of political and ideological work along the lines described. Six areas for emphasis (and funding) are specified: 《条例》从政策经费、阵地载体、调查评估和理论研究、表彰奖励、监督检查、责任追究等6个方面明确了推进思想政治工作的保障监督措施。(The Regulations specify safeguard and oversight measures for promoting ideological and political work in six areas: policy funding, platforms and resources, investigation and evaluation, theoretical research, commendation and rewards, supervision and inspection, and accountability.) 深入学习贯彻《中国共产党思想政治工作条例》). All of this is to be undertaken through a collaborative approach and team efforts. That last two likely suggesting an internal challenge that supervision and self-revolution techniques may be deployed.

And there it is. The ideological and political work of the CPC, deeply embedded in the operations of whole process democracy as its cognitive framing and elaborating the premise and principles on which the fundamental political line is expressed, both in the relationship of the CPC and the asses, but as well in the relationship between the C PC and its public institutional collective apparatus and framed in constitutional text. And over all of this are the foundational premises of socialist modernization and people's democratic dictatorship within which both constitution and political/ideological work must be understood. 深入学习贯彻《中国共产党思想政治工作条例》

做好新时代思想政治工作的基本遵循

  《中国共产党思想政治工作条例》(以下简称《条例》),是党的历史上第一部关于思想政治工作的统领性、综合性基础主干法规,是做好新时代思想政治工作的基本遵循。

  《条例》以习近平新时代中国特色社会主义思想为指导,以党章为根本依据,总结党领导思想政治工作的历史经验特别是新时代思想政治工作的理论和实践经验,对于坚持和加强党对思想政治工作的全面领导,提高思想政治工作科学化制度化规范化水平,具有重要意义。

  坚持正确方向。思想政治工作是坚持党的领导、实现党的主张、巩固党的执政基础和群众基础的重要保证。《条例》通篇体现坚持和加强党的全面领导的要求,在总则中,将其作为思想政治工作必须遵循的首要原则;在组织领导和职责中,强调党中央对思想政治工作实行集中统一领导,决定思想政治工作大政方针,决策部署思想政治工作重大举措和重大事项,明确地方党委、党组(党委)的领导职责,明确党委宣传部、基层党组织的职责,明确党员和党员领导干部的责任。这些规定必将有力保证把党的领导落实到思想政治工作全过程各方面。《条例》紧紧围绕“推动用习近平新时代中国特色社会主义思想凝心铸魂”这个思想政治工作的首要任务,作出一系列明确规定,把推动用党的创新理论武装头脑、统一思想、凝聚共识、指导实践放在首位。比如,在党员和党员领导干部责任中,明确要求党员带头学习宣传习近平新时代中国特色社会主义思想,党员领导干部系统掌握习近平新时代中国特色社会主义思想的世界观、方法论和贯穿其中的立场观点方法,等等。这些规定,有助于推动干部群众筑牢理想信念之基,增强在党的领导下走中国特色社会主义道路的自觉性坚定性。

  坚持人民立场。在马克思主义不断丰富、发展、创新的进程中,一以贯之的是始终维护人民利益,实现人的自由而全面的发展。《条例》指出,思想政治工作是做人的工作,应当着眼引导人、感召人、凝聚人、塑造人,结合形势变化和实践发展不断丰富内容。开展思想教育、政治引领、道德培养、精神激励、文化涵育、心理疏导、关怀服务等多样实践,精准把握不同社会群体的思想动态和心理特点,分类指导,确保思想政治工作入脑入心,其根本目的在于有效引领群众、组织群众、宣传群众、教育群众、服务群众,从而增强信心、凝聚民心、温暖人心、筑就同心,不断凝聚广大人民群众的智慧与力量。

  坚持问题导向。当前,思想政治工作仍存在薄弱环节,与现实要求不相适应。鉴于此,《条例》重点分析思想政治工作面临的新形势新任务,聚焦存在的突出问题,提出针对性、操作性强的措施办法。比如,在企业领域,针对职工思想状况、价值观念多样以及思想政治工作与生产经营脱节等,强调将思想政治工作融入企业经营管理和精神培育全过程。在机关和事业单位领域,针对存在部分“重业务、轻思政工作”倾向以及方法滞后等,《条例》突出旗帜鲜明讲政治,强化政治建设,促进思想政治工作与业务开展有机融合,等等。由此可见,《条例》的制定与出台,正是基于对各领域思想政治工作的系统研判,提出相对应的思路举措,具有鲜明的针对性实效性。

  思想政治工作涵盖各个领域、各类群体,内容非常丰富、十分广泛。《条例》以系统思维详细回答、规定与说明了思想政治工作的基本内容。

  回答了“谁来做”的主体性问题。《条例》强调全体党员特别是领导干部要加强党性锻炼,以身作则开展思想政治工作,明确把坚持党的全面领导确立为思想政治工作必须遵循的首要原则,更在组织领导和职责中,系统规定了从党中央集中统一领导,到地方党委、党组(党委)的具体领导职责,以及包括党委宣传部、基层党组织、党员和党员领导干部在内的各层级主体的具体职责,并针对企业、农村、机关和事业单位、学校、社区、新兴领域、网络思想政治工作、群团组织等领域,分别明确了各级党组织的任务要求与具体举措。《条例》通过多层次、全领域的制度安排,有力保障了党的全面领导在思想政治工作中得到全面落实,为更好发挥思想政治工作引领作用奠定了坚实的组织基础,明确了主体责任。

  回答了“做什么”的内涵性问题。《条例》不仅阐明思想政治工作的极端重要性,而且从宏观、中观和微观层面构建起结构完善、内涵丰富的思想政治工作内容体系。在宏观层面,鲜明提出坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂,加强以中国共产党人精神谱系,以及中国特色社会主义、中国式现代化和实现中华民族伟大复兴的中国梦宣传教育为核心内容的理想信念教育,夯实全党全国人民团结奋斗的共同思想基础,等等。在中观层面,聚焦价值引导与制度认同,系统推进爱国主义、集体主义、社会主义教育和“四史”宣传教育;加强社会主义精神文明建设,弘扬中国特色社会主义文化,培育践行社会主义核心价值观,特别强调培育时代新风新貌,推进公民“四德”建设;开展党章党规党纪和社会主义法治宣传教育;深化形势政策和基本国情教育,等等。在微观层面,注重社会心态培育与个体行为养成,明确开展思想政治工作应当结合单位属性、行业特点、职能职责、人员构成等实际情况,等等。

  回答了“关注谁”的对象性问题。《条例》适应社会群体发展变化,结合不同领域的实际情况和特点,对思想政治工作作出了分众化、精准化安排。一是在企业思想政治工作领域,着重团结凝聚职工群众,增强企业内生动力与创新活力,内容上突出弘扬劳模精神、劳动精神、工匠精神。二是在农村思想政治工作领域,应当围绕提升农民精神风貌、推进乡村全面振兴,推动农村精神文明建设、加强农村思想道德建设和公共文化建设,提高乡村社会文明程度。三是在机关和事业单位,突出旗帜鲜明讲政治,推动思想政治工作与落实党和国家重大部署深度融合、与业务工作协同联动。四是在学校思想政治工作领域,以全面贯彻党的教育方针为主线,紧扣立德树人的根本任务,把为党育人、为国育才贯穿基础教育、职业教育、高等教育全过程。五是在社区思想政治工作领域,强调社区基层党组织的政治功能和组织功能,凝聚共识、协调利益、化解矛盾、增进团结、促进和谐稳定。六是针对新经济组织、新社会组织、新就业群体等新兴领域,着力提高党的工作覆盖面与影响力,加强政治引领和凝聚服务。七是在网络领域,明确“坚持正能量是总要求、管得住是硬道理、用得好是真本事”的要求,强调要运用互联网组织、宣传、引导、服务群众。另外,《条例》专门对发挥群团组织的思想政治工作优势单列一章,强调各级党委应当推动群团组织保持和增强政治性、先进性、群众性,将思想政治工作贯穿所开展的全部工作和各种活动。

  回答了“怎么做”的方法性问题。《条例》在继承党的思想政治工作优良传统基础上推进方法创新,从理论学习教育、舆论氛围营造、主流价值引领、文化浸润滋养、榜样示范感召、关怀服务引导等6个方面,围绕坚持党的领导、贯彻党的主张、巩固党的执政基础和群众基础的根本任务,形成有机统一的方法组合。6个方面的方式方法体现“显隐结合”的辩证统一,理论学习教育与主流价值引领构成思想指导层,发挥显性教育功能;舆论氛围营造和文化浸润滋养作为环境熏陶层,分别侧重即时引导与持久涵化,体现隐性育人机制;榜样示范感召与关怀服务引导属于实践转化层,通过典型带动与实际问题解决促进思想内化与行为转化。6个方面的方式方法既注重直接系统的理论灌输和价值引导,也强调潜移默化的文化感染与情感认同,有助于增强思想政治工作的亲和力与渗透力,整体上体现了思想政治工作“内化于心、外化于行”的本质要求,系统性提升了其科学化、专业化水平。

  《条例》明确了推进思想政治工作所需的具体保障、监督措施以及路径安排,为形成纵向到底、横向到边、全面覆盖的工作格局提供了制度保障。

  明确了保障机制。《条例》从政策经费、阵地载体、调查评估和理论研究、表彰奖励、监督检查、责任追究等6个方面明确了推进思想政治工作的保障监督措施。具体来看,政策经费是资源保障,为思想政治工作提供物质基础;阵地载体是实践依托,为思想政治工作政策落地提供场域和平台;调查评估和理论研究属于过程管理,通过实践、认识、再实践螺旋上升的科学路径,以实事求是态度增强工作的科学性与前瞻性;表彰奖励作为正向激励,旨在激发思想政治工作队伍主体能动性并注入持续动力;监督检查与责任追究则构成反馈调节机制,将思想政治工作纳入党建与干部管理的核心议程,实现责任具体化。其中,监督检查发挥实时反馈与纠偏功能,责任追究则体现为最终的制度约束,确保权责统一。

  明确了工作机制。《条例》明确提出从学习宣传、细化措施到督促指导三个环节协同推动落实,形成认知、实践、反馈的完整闭环,实现党内法规文本向工作实践效能的高效转化。学习宣传是基础环节,着力解决“知”的问题,通过将《条例》纳入党委(党组)理论学习中心组学习和干部教育培训体系,广泛开展宣传解读,推动各级党组织和党员干部准确把握内涵要义、统一思想认识。细化工作措施是关键环节,重点解决“行”的问题,要求各地区各部门结合实际制定实施细则与责任清单,将原则性要求转化为可操作、可检验的具体举措。督促指导是保障环节,聚焦于“效”的达成,依托专项检查、考核评估等机制,及时发现执行偏差、总结推广有效经验,形成传导压力、激发动力的良性循环,确保制度执行不偏向、不走样。这三个环节层层递进、有机衔接,共同构建起贯通认知深化、实践转化与效能保障的一体化落实机制。

  明确了队伍机制。《条例》高度重视队伍建设的基础支撑作用,坚持党管干部、党管人才原则,围绕政治素养、业务能力、实际作为、队伍结构等方面,系统推进适应新时代思想政治工作形势任务要求的高素质思想政治工作队伍建设。在此基础上,分领域明确各条战线队伍建设的侧重点,增强工作的针对性与实效性。通过完善考核评价、激励保障和监督管理机制,构建常态化、规范化的教育培训体系,有效激发思想政治工作队伍的主体性、自觉性与积极性,推动形成专职、兼职与志愿服务相结合的多层次思想政治工作力量结构,着力打造政治坚定、业务精通、作风过硬、数量充足、结构合理的高素质思想政治工作队伍。

深入推进新时代思想政治工作的制度化建设

  《中国共产党思想政治工作条例》(以下简称《条例》),以党章为根本依据,通过党内法规的形式,把思想政治工作的地位和作用固定下来,填补了思想政治工作领域主干性党内法规的空白,使思想政治工作有了更为权威和稳定的制度保障,为深入推进新时代思想政治工作制度化建设指明方向、提供了遵循。

  当前,面对错综复杂的国际形势、艰巨繁重的国内改革发展稳定任务以及多元多样的社会思潮,深入推进新时代思想政治工作制度化建设,有助于坚持和加强党对思想政治工作的全面领导,进一步发挥思想政治工作统一思想、凝聚共识、坚定信心、鼓舞斗志的重要作用,为以中国式现代化全面推进强国建设、民族复兴伟业提供坚强思想政治保证。

  夯实思想根基,提供治本之策。制度化建设是推进价值共识规则化的过程,有助于将抽象的思想引领转化为具体的行为准则,以制度的形式明确社会成员共同遵循的价值标尺与思想底线,消解多元思潮带来的认知分歧,推动全体社会成员在思想层面形成“最大公约数”,为国家发展与社会进步筑牢坚实的思想根基。当前,我国社会结构深刻变动,利益格局深刻调整,思想观念深刻变化。深入推进思想政治工作制度化建设,通过制度的规范力、引领力、约束力,将党的创新理论传播、主流价值培育等重点任务转化为刚性规则与规范流程,有助于推动形成“理论武装—价值引导—思想巩固”的闭环机制,让思想政治工作有章可循、落地生根,从制度层面补短板强弱项,为破解思想政治工作难题、提升工作质效提供治本之策。

  永葆党的生机活力,巩固党的执政基础。思想政治工作始终与党的建设同频共振,在革命建设改革各个历史时期,我们党以不同形式为思想政治工作建章立制。1923年10月,中共中央颁布的《教育宣传委员会组织法》,是我们党比较早的一份专门关于宣传工作、带有党内法规性质的规范性文件。1941年6月,《中央宣传部关于党的宣传鼓动工作提纲》提出:“在各级党的组织内建立强有力的宣传鼓动部门,集中宣传鼓动的人材,统一宣传鼓动工作的领导,这是非常必要的。”新中国成立后,面对意识形态领域的复杂局面,1951年1月,《中共中央关于在全党建立对人民群众的宣传网的决定》指出,“必须有系统地建立对人民群众的经常性的宣传网”,着力解决“目前党对人民群众的宣传工作的主要弱点之一,就是各级党的组织往往把它当作一部分人的和临时性的工作,而没有建立必要的制度”的问题。党的十八大以来,以习近平同志为核心的党中央先后颁布《党委(党组)意识形态工作责任制实施办法》、《关于新时代加强和改进思想政治工作的意见》、《中国共产党思想政治工作条例》等政策法规,不断完善思想政治工作的制度框架。党面临的“四大考验”、“四种危险”将长期存在。深入推进思想政治工作制度化建设,有助于将思想政治工作从“软要求”转化为“硬约束”,从“阶段性”转向“常态化”,推动党员干部持续强化理论武装、锤炼党性修养、坚守初心使命,为永葆党的先进性纯洁性、巩固党的执政根基提供坚实保障。

  适应时代发展需求,更好发挥引领作用。当前,我国发展机遇与挑战并存。从国际看,单边主义、孤立主义、保护主义思潮甚嚣尘上,少数国家恃强凌弱、巧取豪夺、零和博弈等霸权霸道霸凌行径危害深重。从国内看,我国仍处于社会主义初级阶段,仍然是世界上最大的发展中国家,改革发展稳定任务艰巨繁重前所未有。在此背景下,通过制度化形式将思想政治工作嵌入经济、文化、社会、生态等各领域发展实践,有助于打通顶层设计与基层落实的通道,构建“思想引领—行动转化—发展赋能”的联动机制,推动党和国家发展战略转化为全体社会成员的自觉行动;有助于通过强化使命引领、价值激励,鼓舞全党全国各族人民心往一处想、劲往一处使,在面对风险挑战时保持战略定力、坚定必胜信心,不断凝聚推进中国式现代化的磅礴力量。

  《条例》坚持系统思维与科学方法,构建起“四梁八柱”的制度体系。深入推进思想政治工作制度化建设,就要按照《条例》明确的各项要求,实现内容全涵盖、对象全覆盖、责任全链条、制度全贯通,着力破解现实难题、激发内生动力。

  坚持党的全面领导。《条例》将坚持和加强党的全面领导作为思想政治工作必须遵循的首要原则,通篇体现坚持和加强党的全面领导的要求。这是做好思想政治工作的根本保证。深入推进新时代思想政治工作制度化建设,一方面,要坚持以习近平新时代中国特色社会主义思想为指导,全面贯彻习近平总书记关于思想政治工作的重要论述,把坚持和加强党对思想政治工作的全面领导作为主线贯穿制度化建设全过程各方面,为更好地实现党的目标和任务提供坚实制度保障。另一方面,要坚持以党章为根本依据,同党内法规、国家法律法规和重要规范性文件等相衔接,不断提升思想政治工作的制度化科学化规范化水平;建立完善领导体制和工作机制,形成党委统一领导、党政齐抓共管、宣传部门组织协调、有关部门和人民团体分工负责、全党全社会共同参与的思想政治工作大格局,确保制度设计与党的中心任务同频共振、与时代发展需求精准对接。

  坚持系统观念。思想政治工作具有整体性和系统性,需要统筹各方力量,搭建纵向到底、横向到边、层次立体、全面覆盖的制度框架。《条例》围绕思想政治工作的关键环节和重点领域,作出一系列明确规定,形成用制度管权、管事、管人的长效机制。深入推进新时代思想政治工作制度化建设,一方面,坚持上下贯通,构建中央、地方、基层三级制度衔接体系,通过明确总体方向、做好实践衔接转化,推进形成从战略擘画到贯彻落实的纵向制度链条;坚持左右联动,推动不同部门、不同领域制度的互联互通;坚持内外协同,将思想政治工作制度与党建制度、社会治理制度等相融合,推动思想政治工作贯穿党的建设和国家治理各领域各方面各环节。另一方面,聚焦权责边界与执行标准两个方面,既明确各级主体在制度执行中的职责分工,避免多头管理与责任真空,又细化制度执行的具体要求,让思想政治工作各环节都有章可循、有规可依。同时,树立失责必问、问责必严的鲜明导向,明确问责情形、规范问责标准,对敷衍塞责、落实不力的,依规依纪严肃追责问责,切实维护制度的权威性与严肃性。

  坚持守正创新。这是思想政治工作保持生机与活力的前提与基础。《条例》明确指出,思想政治工作应当遵循规律,坚持继承优良传统和改进创新相结合,注重分众化、对象化、精准化,善于运用新技术新手段,提高针对性、实效性,增强亲和力、感染力。深入推进新时代思想政治工作制度化建设,一方面,坚持遵循思想政治工作规律,在总结和传承历史经验的基础上吸纳实践创新成果,完善学习教育、舆论引导、队伍建设等制度,推动思想政治工作从“无形”向“有形”延伸。另一方面,突破思维窠臼,打破固有认知,主动回应信息传播格局变革、社会结构变动等时代课题,针对多元思潮冲击、新兴领域拓展等带来的新情况新问题,推动制度从单向约束向双向互动、线下覆盖向全域覆盖延伸,不断校准制度化建设方向。

  强化人才支撑。人才是第一资源。《条例》明确提出,要打造政治坚定、业务精通、作风过硬、数量充足、结构合理的高素质思想政治工作队伍。深入推进新时代思想政治工作制度化建设,一方面,聚焦新形势新任务新要求,着力配齐建强思想政治工作骨干队伍、充实优化兼职队伍、发展壮大志愿服务队伍,建立健全思想政治工作队伍准入标准,确保队伍具备懂理论、会宣讲、善引导等专业能力。另一方面,抓好队伍的培养、管理、使用,完善考核评价、激励保障、监督管理机制和教育培训体系,推动更多思想政治工作者脱颖而出,成为行家里手。此外,还要根据高校、企业、社区等不同领域以及青年学生、新就业群体、党员干部等不同群体的特点,精准配置资源,完善配套政策,为思想政治工作提供有力人才保障。

  法规制度的生命力在于执行。《条例》是做好新时代思想政治工作的根本遵循,通过系统完备、科学规范、运行有效的制度体系,将抽象的目标要求转化为具体的行动准则。党中央印发《条例》时强调,各级党委(党组)要认真抓好《条例》的学习宣传和贯彻落实,加强对思想政治工作开展情况的督促检查,确保《条例》各项规定落到实处。

  深化思想认识,加强学习宣传。思想政治工作是一切工作的生命线,是全党的工作。党的十八大以来,以习近平同志为核心的党中央高度重视思想政治工作,习近平总书记发表一系列重要讲话,作出一系列重要指示批示,创造性提出一系列新思想新观点新论断,深刻回答了思想政治工作方向性、根本性、全局性问题,推动思想政治工作展现出新气象新作为,思想政治工作在党和国家工作全局中的重要地位和作用更加彰显,为制定出台《条例》奠定了坚实的思想理论和实践基础。学习好、贯彻好《条例》,首先要深刻认识到思想政治工作的极端重要性。各级党组织应当把思想政治工作摆在更加突出的位置,全体党员特别是领导干部应遵循《条例》要求,养成做思想政治工作的习惯,不断提高思想政治工作能力,充分发挥思想政治工作的引领作用。同时必须深刻认识到,思想政治工作是为完成党的中心任务和历史使命动员组织党员、干部、群众所进行的思想教育、政治引领、道德培养、精神激励、文化涵育、心理疏导、关怀服务等实践活动,是坚持和贯彻党的政治路线、思想路线、组织路线、群众路线的重要方式,是坚持党的领导、实现党的主张、巩固党的执政基础和群众基础的重要保证。必须加强学习宣传,把《条例》纳入党委(党组)理论学习中心组学习内容,纳入各级党校(行政学院)、干部学院等的培训内容,运用各类媒体和平台广泛宣传解读,推动各级党组织、广大党员干部准确把握《条例》的基本精神、基本内容、基本要求。

  注重实践导向,细化工作举措。《条例》深刻把握思想政治工作面临的新形势新任务,是适应时代发展需求、针对现实问题作出的制度安排。同时,进一步明确了新时代思想政治工作“谁来做”、“做什么”、“怎么做”等具体要求。各地区各部门各单位应紧密结合自身实际,研究制订落实《条例》的具体实施方案和配套措施。从主体责任看,应强化党委统筹协调作用,加强对思想政治工作领域重大问题的分析研判、统筹指导,确保各项工作始终在党的集中统一领导下推进。从部门协同看,应健全横向联动的分工协作机制。比如,宣传部门应发挥牵头抓总作用,协调各方资源、督促指导;组织部门需将制度执行与干部考核、党建工作挂钩,强化制度刚性;纪检监察部门应加强监督问责,确保制度不打折扣。从参与层面看,应推动社会多元主体广泛参与,引导企事业单位、社会组织、群团组织发挥自身优势,鼓励群众积极参与,充分吸纳各方意见建议,形成全党动员、全民行动的工作合力。

  加强督促指导,推动落地见效。运用现代管理与技术手段,积极推进理念创新、内容创新、方法创新等,不断优化《条例》运行机制,采取分类施策方法,针对高校、企业、社区等不同领域,青年学生、党员干部等不同对象,设计差异化的制度实施路径,并通过构建思想动态监测平台、实时评估系统等,实现对思想数据的精准分析、对制度执行的实时跟踪,提升工作质效。建立定性与定量相结合的科学评价体系,抓好《条例》贯彻执行情况的监督检查,及时发现和解决工作中的问题,对工作落实不力、造成不良影响的严肃追责问责,对贯彻落实中的好经验好做法及时进行总结和推广,通过正面激励和反面警示相结合,推动形成重视、研究、做好思想政治工作的浓厚氛围,不断开创思想政治工作新局面。

推动新时代高校思想政治工作高质量发展

  高校思想政治工作关系高校培养什么样的人、如何培养人以及为谁培养人这个根本问题,事关党和人民事业后继有人这个根本大计。我们应以学习贯彻《中国共产党思想政治工作条例》(以下简称《条例》)为契机,推动高校思想政治工作在实践中加强、在创新中发展,激活思政工作深层动能,为以中国式现代化全面推进强国建设、民族复兴伟业培育德才兼备的栋梁之材。

  《条例》以党内法规的形式,系统擘画思想政治工作的体制机制、工作职责、内容方式、目标任务,为新时代高校思政工作提供了根本遵循和行动指南,为破解思政工作难题、提升思政工作质效提供了路径支撑,搭建起制度框架。

  统筹思政工作全局。《条例》聚焦中心任务,将思政工作的战略目标与党的历史使命深度融合,以巩固马克思主义在意识形态领域的指导地位、巩固全党全国人民团结奋斗的共同思想基础为根本任务,为以中国式现代化全面推进强国建设、民族复兴伟业提供坚强思想政治保证。《条例》系统界定了思想政治工作是坚持和贯彻党的政治路线、思想路线、组织路线、群众路线的重要方式,是坚持党的领导、实现党的主张、巩固党的执政基础和群众基础的重要保证。通过用习近平新时代中国特色社会主义思想凝心铸魂,加强理想信念教育、爱国主义教育等,凝聚起推进强国建设、民族复兴伟业的思想共识,充分发挥思想政治工作的引领作用。《条例》内容丰富全面,为思政工作落地提供规范支撑。首先,强调党中央对思想政治工作实行集中统一领导,明确地方党委、党组(党委)、党委宣传部、基层党组织、党员和党员领导干部的责任。其次,从党的基本理论、基本路线、基本方略宣传教育到社会心态培塑,明确9个方面的主要内容。最后,明确了政策经费、阵地平台载体建设、智库建设、督导检查等多维度支撑体系,构建起“全方位、多层次、常态化”的保障机制。

  凝聚思政工作合力。《条例》强调要坚持全党动手、全面覆盖原则,构建起全覆盖、系统化、闭环化的制度架构,实现思想政治工作力量的高效聚合。打破领域壁垒,形成全域覆盖的制度布局。横向延伸至企业、农村、机关和事业单位、学校、社区、新兴领域、网络等领域,针对不同场景制定差异化任务要求;纵向贯穿中央、地方、基层、党员四大主体,明确党委主要负责人第一责任人职责与领导班子“一岗双责”责任,确保政策落地无死角。这种覆盖设计使思政工作从“局部推进”转向“系统覆盖”,体现了制度的全面性。坚持系统观念,增强系统性整体性协同性,破解思政工作“碎片化”难题。在组织体系上,确立党委统一领导、党委宣传部牵头协调、有关部门各负其责、全社会协同参与的工作格局,专门明确群团组织“将思想政治工作贯穿全部工作和各种活动”的要求;在实践路径上,推动思政工作与业务工作深度融合,如机关领域强调同落实党和国家重要工作部署相结合,学校领域要求体现到学科体系、教学体系、教材体系、管理体系建设各方面,这种系统设计实现了资源整合与力量协同,彰显了制度的整体性。构建“部署—实施—保障—监督”的闭环机制,在部署环节明确各级党组织责任,在实施环节明确工作基本方式,在保障环节从政策经费等方面作出具体规定,在监督环节将工作成效纳入党建工作考核体系和目标管理,形成“有部署、有落实、有保障、有监督”的管理链条,体现了制度的严谨性。

  明晰思政工作路径。《条例》强调,思想政治工作应当注重分众化、对象化、精准化,着力形成“靶向施策”的工作路径。《条例》针对不同群体的思想特点建立分众化的制度规范,既覆盖党员、干部、群众等,又关注网络群体等新兴力量;实行一类群体一套方案,更贴合群体需求,提高针对性、精准度。《条例》强调,思想政治工作应当着眼引导人、感召人、凝聚人、塑造人,构建对象化工作制度。在价值引领上,坚持人民立场、以人为本原则,将思想教育与关怀服务相结合,涵盖心理疏导、权益维护等内容;在内容上,针对不同群体的关注点和疑惑点,着力实现以理服人与以情动人的统一,彰显了制度的温度。《条例》以问题为导向,在方法上,强调坚持继承优良传统和改进创新相结合,不断完善方法体系。通过以新技术赋能思想政治工作,加强传播技术和话语方式创新,使思想政治工作更加生动活泼、富有感染力。

  做好高校思想政治工作,要因事而化、因时而进、因势而新。结合《条例》要求与教育强国建设目标,高校应遵循思想政治工作规律,遵循教书育人规律,遵循学生成长规律,不断提高工作能力和水平。

  毫不动摇坚持和加强党的全面领导。习近平总书记强调,“办好我国高等教育,必须坚持党的领导,牢牢掌握党对高校工作的领导权,使高校成为坚持党的领导的坚强阵地”。《条例》通篇体现坚持和加强党的全面领导的要求,具体到高校,就是要加强党对教育工作的全面领导,充分发挥中国特色社会主义大学办学优势,把思想政治工作作为学校各项工作的生命线,把抓好党建工作作为办学治校的基本功,确保党的教育方针全面贯穿于教育教学、科学研究、管理服务的各领域、各环节,将思政工作作为一项战略工程、固本工程、铸魂工程抓紧抓实,将其作为衡量领导干部履职尽责的重要标尺,推动党建工作与思政工作深度融合,让党的领导在校园落地生根、见行见效。

  牢固树立“人心是最大的政治”理念。思想政治工作本质上是做人的工作。《条例》要求“坚持人民立场、以人为本”,高校作为培养社会主义建设者和接班人的重要阵地,其思想政治工作应当全面贯彻党的教育方针,坚持为党育人、为国育才,不断筑牢团结奋斗的共同思想基础。无论是关注学生的学业困惑、生活困难,还是倾听教师的职业发展诉求、思想关切;无论是在就业创业等关键节点为师生排忧解难,还是在校园治理中吸纳师生意见建议,只有真正走进师生、了解师生、服务师生,及时了解师生所思所想所盼,把解决思想问题与解决实际问题结合起来,才能从外在要求转化为师生的内在认同,增强对学校、对社会、对国家的认同感和归属感,实现润物细无声的育人效果。

  坚持以调动一切积极因素为着力点。习近平总书记指出,“要坚持把立德树人作为中心环节,把思想政治工作贯穿教育教学全过程”。《条例》提出“以调动一切积极因素为着力点”,这一要求在高校的实践中,体现为构建“全员、全过程、全方位”的育人格局。从推动教师履行“思政育人”职责,将思想政治工作融入思想道德教育、文化知识教育、社会实践教育各环节;到发挥学生社团、朋辈组织的作用,让青年学生成为自我引领、相互引领的主体;再到联动家庭、社会资源,形成“校地协同、家校共育”的育人合力,只有激发起一切可调动力量的积极性、主动性、创造性,思政工作才能从学校推动转向师生自觉,释放出持久生命力。

  《条例》要求,将思想政治工作贯穿于党的全部工作之中,充分发挥思想政治工作的引领作用。高校应立足办学定位与时代需求,通过可操作、可落地的生动实践,真正把高校建设成为培养担当民族复兴大任的时代新人的育人高地。

  发挥理论作用引导人。《条例》强调坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂,对高校而言,必须紧抓党的创新理论武装这一重点,不断提升师生的理论素养和政治觉悟。一方面,坚持把学习贯彻习近平新时代中国特色社会主义思想作为首要政治任务,创新学习形式,拓宽场域载体,深化理论研究,组织专家学者对党的创新理论进行学理化阐释,构建“学+讲+研+宣”立体化理论阐释和学习宣传品牌,有效提升理论的吸引力和感染力。另一方面,创新理论传播方式,将理论融入课堂教学、校园文化、实践活动、干部讲堂,用青年学生听得懂、喜闻乐见的语言,让党的创新理论从课本走进心田,增进政治认同、思想认同、理论认同、情感认同,转化为师生坚定的理想信念和自觉的行动遵循。

  发挥队伍作用带动人。教师是思政工作的实施主体。《条例》对思想政治工作队伍建设提出明确要求,强调要抓好思想政治工作队伍的培养、管理、使用。高校应以“四有”好老师标准为引领,构建思政课教师与专业课教师协同发力、党员干部与管理人员共同参与的育人队伍体系,打造“政治强、情怀深、思维新、视野广、自律严、人格正”的骨干队伍。一方面应建强思政课教师队伍。落实马克思主义学院建设各项举措,建立“听、备、磨、讲、赛”全链条教学工作体系,通过理论研修、集体备课、社会实践等方式,提升教师对国家战略的理解把握能力和理论阐释能力。另一方面应打造全员育人队伍。建强专业教师、辅导员、专职心理健康教师、管理人员等学生思政工作队伍,实施“青年教师导师制”、“名师工作室”、“辅导员工作室”等项目,将教学、科研、管理、服务等工作力量凝聚到育人第一线,形成思政课教师引领、专业课教师融入、管理人员协同的育人合力。

  发挥阵地作用培养人。高校应整合各类阵地资源,打造“传统阵地提质、新兴阵地创新、校外阵地拓展”的矩阵化阵地体系。在校园传统阵地建设上,强化课堂主渠道作用,推动一批新时代伟大变革案例融入选修课、综合素养课和专业课,打造一批课程思政精品课,推动课堂阵地提质增效;升级校园文化阵地,将社会主义核心价值观与主流意识形态融入校园环境布置,实现环境育人。在新兴阵地建设上,推进融媒体发展,以学校官网为基础,整合官微、官博等融媒体平台,打造聚焦国家战略、贴近学生需求的特色宣传品牌,发布身边人身边事的思政故事,营造清朗网络空间;建设“一站式”学生社区综合管理模式,设立党员服务工作站,将理想信念教育、价值理念教育、日常管理融入社区建设。在校外阵地拓展上,主动对接“大思政课”实践教学基地,充分利用博物馆、纪念馆等红色资源,以及企业、乡村、科研院所等实践场所,构建“校内+校外”、“理论+实践”的阵地网络;依托重大科研平台和工程项目,打造青年马克思主义者培养实践基地,让学生在服务社会民生发展中接受思想淬炼。

  发挥文化作用滋养人。《条例》强调要弘扬社会主义先进文化、革命文化、中华优秀传统文化,培育和践行社会主义核心价值观。高校应立足自身文脉传承,将红色基因、大学精神与国家战略需求相融合,构建“红色文化引领、校园文化滋养、优秀传统文化浸润”的文化育人体系,为强国建设注入精神动力。深入挖掘红色文化资源,将党史、新中国史、改革开放史、社会主义发展史教育融入校园文化建设,通过举办红色主题展览、革命先辈事迹宣讲等活动,让学生从历史中感悟党的百余年奋斗历程;结合重大纪念日和党史重要节点开展主题活动,激发学生的爱国情、强国志、报国行。培育特色校园文化品牌,将社会主义核心价值观与校风教风学风建设相结合,开展文明校园创建活动,通过学术论坛、文化艺术节、志愿服务等活动,形成良性育人生态;深入挖掘自身独特的办学历程和文化传统元素,让校史文脉转化为思政工作的生动养分。推动中华优秀传统文化浸润人心,通过开设传统经典研读、非遗文化体验等课程,实现中华优秀传统文化创造性转化、创新性发展,让文化自信从抽象概念转化为可触可感的生动实践。

  发挥服务作用凝聚人。《条例》要求思想政治工作“坚持人民立场、以人为本”,注重关怀服务引导。高校应践行以学生为中心的理念,通过解决学生思想困惑、学业压力、生活困难等实际问题,实现“服务育人”与“思想引领”的有机统一。健全精准帮扶体系,建立学生成长档案,针对家庭经济困难学生、学业困难学生、心理困惑学生等不同群体,实施分类帮扶;深化“放管服”改革,优化服务流程,在学籍管理、就业指导、奖助评审等工作中体现人文关怀,让学生在帮扶服务与精准引导中明确成长方向,增强服务“国之大者”的主动性。强化心理疏导与价值引领,构建“预防—干预—帮扶”一体化心理健康教育体系,以心理课程和咨询中心为载体,常态化开展心理测评和团体辅导,帮助学生缓解学业压力、疏导成长焦虑;实施“暖心工程”,组织党员干部、教师与学生结对帮扶,通过谈心谈话、主题班会等方式,及时回应学生的思想和现实关切,引导学生树立自尊自信、理性平和、积极向上的社会心态。

 In-depth Study and Implementation of the "Regulations on Ideological and Political Work of the Communist Party of China"

Editor's Note: Ideological and political work is a fine tradition, a distinctive feature, and a prominent political advantage of the Party. In September of this year, the "Regulations on Ideological and Political Work of the Communist Party of China" (hereinafter referred to as the "Regulations"), issued by the Central Committee of the Communist Party of China, fully reflects the high importance that the Party Central Committee with Comrade Xi Jinping at its core attaches to ideological and political work, and serves as the basic guideline for doing a good job in ideological and political work in the new era. To further study, publicize, and implement the "Regulations," and to give full play to the guiding role of ideological and political work, better unify thinking, build consensus, strengthen confidence, and inspire morale, this journal has invited experts to write theoretical articles from different perspectives for interpretation and explanation, for the reference of our readers.


The Basic Guidelines for Doing a Good Job in Ideological and Political Work in the New Era

The "Regulations on Ideological and Political Work of the Communist Party of China" (hereinafter referred to as the "Regulations") is the first overarching, comprehensive, and fundamental regulation on ideological and political work in the history of the Party, and is the basic guideline for doing a good job in ideological and political work in the new era.

I

The "Regulations" are guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, based on the Party Constitution, and summarize the historical experience of the Party's leadership in ideological and political work, especially the theoretical and practical experience of ideological and political work in the new era. It is of great significance for upholding and strengthening the Party's overall leadership over ideological and political work and improving the scientific, institutionalized, and standardized level of ideological and political work.

Adhering to the correct direction. Ideological and political work is an important guarantee for upholding the Party's leadership, realizing the Party's propositions, and consolidating the Party's ruling foundation and mass base. The "Regulations" fully embody the requirement of upholding and strengthening the Party's overall leadership. In the general principles, it is listed as the primary principle that ideological and political work must follow; in the organizational leadership and responsibilities, it emphasizes that the Party Central Committee exercises centralized and unified leadership over ideological and political work, determines the major policies and principles of ideological and political work, makes decisions and deployments on major measures and matters of ideological and political work, clarifies the leadership responsibilities of local Party committees and Party groups (committees), clarifies the responsibilities of Party propaganda departments and grassroots Party organizations, and clarifies the responsibilities of Party members and Party leading cadres. These provisions will surely effectively guarantee that the Party's leadership is implemented in all aspects of the entire process of ideological and political work. The Regulations closely revolve around the primary task of ideological and political work: "promoting the use of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and minds," and make a series of clear provisions, prioritizing the use of the Party's innovative theories to arm minds, unify thinking, build consensus, and guide practice. For example, regarding the responsibilities of Party members and leading cadres, it clearly requires Party members to take the lead in studying and publicizing Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and requires leading cadres to systematically grasp the worldview, methodology, and underlying principles and methods of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. These provisions help to strengthen the ideological foundation of cadres and the masses, and enhance their consciousness and firmness in following the path of socialism with Chinese characteristics under the leadership of the Party.

Adhering to the people-centered approach. In the process of continuous enrichment, development, and innovation of Marxism, what remains consistent is the unwavering commitment to safeguarding the interests of the people and achieving the free and comprehensive development of individuals. The Regulations point out that ideological and political work is about working with people, and should focus on guiding, inspiring, uniting, and shaping people, constantly enriching its content in light of changing circumstances and practical developments. It involves diverse practices such as ideological education, political guidance, moral cultivation, spiritual encouragement, cultural nurturing, psychological counseling, and caring services. It accurately grasps the ideological dynamics and psychological characteristics of different social groups, provides targeted guidance, and ensures that ideological and political work resonates with people. Its fundamental purpose is to effectively guide, organize, publicize, educate, and serve the masses, thereby strengthening confidence, uniting hearts and minds, warming people's hearts, and building consensus, continuously gathering the wisdom and strength of the broad masses of the people.

Adhering to a problem-oriented approach. Currently, there are still weak links in ideological and political work, which are not commensurate with current requirements. Therefore, the Regulations focus on analyzing the new situations and tasks facing ideological and political work, addressing prominent problems, and proposing targeted and practical measures. For example, in the enterprise sector, in response to the diverse ideological conditions and values ​​of employees, and the disconnect between ideological and political work and production and operation, it emphasizes integrating ideological and political work into the entire process of enterprise management and spiritual cultivation. In government agencies and public institutions, in response to the tendency of some to "prioritize business over ideological and political work" and outdated methods, the Regulations emphasize clearly upholding political principles, strengthening political construction, and promoting the organic integration of ideological and political work with business operations. It is evident that the formulation and promulgation of the Regulations are based on a systematic analysis of ideological and political work in various fields, proposing corresponding ideas and measures with clear targeting and effectiveness.

II

Ideological and political work covers all fields and various groups, with very rich and extensive content. The Regulations, using a systematic approach, provide detailed answers, regulations, and explanations regarding the basic content of ideological and political work.

It answers the question of "who does it," addressing the issue of subjectivity. The Regulations emphasize that all Party members, especially leading cadres, should strengthen their Party spirit and set an example in carrying out ideological and political work.  It clearly establishes adhering to the Party's overall leadership as the primary principle that ideological and political work must follow.  Furthermore, in terms of organizational leadership and responsibilities, it systematically stipulates the specific leadership responsibilities from the centralized and unified leadership of the Party Central Committee to local Party committees and Party groups, as well as the specific responsibilities of various levels of entities, including Party propaganda departments, grassroots Party organizations, Party members, and Party leading cadres.  It also specifies the tasks and specific measures for Party organizations at all levels in various fields, including enterprises, rural areas, government agencies and institutions, schools, communities, emerging fields, online ideological and political work, and mass organizations. Through multi-level and comprehensive institutional arrangements, the Regulations effectively ensure the full implementation of the Party's overall leadership in ideological and political work, laying a solid organizational foundation for better leveraging the guiding role of ideological and political work and clarifying the main responsibilities.

It answers the question of "what to do," addressing the issue of connotation. The Regulations not only clarify the extreme importance of ideological and political work but also construct a well-structured and rich content system of ideological and political work at the macro, meso, and micro levels. At the macro level, it clearly proposes the unremitting use of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and minds, strengthening ideal and belief education with the spiritual lineage of Chinese Communists, as well as the propaganda and education of socialism with Chinese characteristics, Chinese modernization, and the Chinese Dream of national rejuvenation as the core content, thus consolidating the common ideological foundation for the unity and struggle of the entire Party and the entire nation. At the meso level, the focus is on value guidance and institutional identification, systematically promoting patriotic, collectivist, and socialist education, as well as education on the "four histories" (history of the Communist Party of China, history of the People's Republic of China, history of reform and opening up, and history of socialist development); strengthening the construction of socialist spiritual civilization, promoting socialist culture with Chinese characteristics, cultivating and practicing socialist core values, with particular emphasis on cultivating new social trends and promoting the "four virtues" of citizens; conducting education on Party constitution, Party rules, Party discipline, and socialist rule of law; deepening education on current situations, policies, and basic national conditions, etc. At the micro level, attention is paid to the cultivation of social mentality and individual behavior, clarifying that ideological and political work should be carried out in combination with the actual conditions of the unit, industry characteristics, functions and responsibilities, and personnel composition, etc.

This addresses the question of "who to focus on." The Regulations adapt to the development and changes of social groups, and make differentiated and precise arrangements for ideological and political work based on the actual conditions and characteristics of different fields. First, in the field of enterprise ideological and political work, the focus is on uniting and rallying employees, enhancing the endogenous driving force and innovation vitality of enterprises, and highlighting the promotion of the spirit of model workers, labor spirit, and craftsmanship. Second, in the field of rural ideological and political work, it should focus on improving the spiritual outlook of farmers, promoting comprehensive rural revitalization, promoting rural spiritual civilization construction, strengthening rural ideological and moral construction and public cultural construction, and improving the level of rural social civilization. Third, in government agencies and public institutions, it emphasizes clearly upholding political principles, promoting the deep integration of ideological and political work with the implementation of major Party and national deployments, and coordinating with business work. Fourth, in the field of school ideological and political work, it takes the comprehensive implementation of the Party's educational policy as the main line, closely focusing on the fundamental task of cultivating virtue and talent, and running the cultivation of talent for the Party and the country throughout the entire process of basic education, vocational education, and higher education. Fifth, in the field of community ideological and political work, it emphasizes the political and organizational functions of community-level Party organizations, building consensus, coordinating interests, resolving contradictions, enhancing unity, and promoting harmony and stability. Sixth, for emerging fields such as new economic organizations, new social organizations, and new employment groups, it focuses on improving the coverage and influence of Party work, and strengthening political guidance and cohesive services. Seventh, in the online field, it clarifies the requirements of "adhering to positive energy as the overall requirement, being able to manage is the hard truth, and being able to use it well is the real skill," emphasizing the need to use the internet to organize, publicize, guide, and serve the masses. Furthermore, the Regulations dedicate a separate chapter to leveraging the advantages of mass organizations in ideological and political work, emphasizing that Party committees at all levels should promote the maintenance and enhancement of the political, advanced, and mass-based nature of mass organizations, and integrate ideological and political work into all their activities and operations.

This addresses the methodological question of "how to do it." Building on the Party's fine traditions of ideological and political work, the Regulations promote methodological innovation, focusing on six aspects: theoretical learning and education, creating a positive public opinion environment, leading with mainstream values, cultural immersion and nurturing, exemplary role models and inspiration, and care and service guidance.  These six aspects form an organically unified set of methods centered on the fundamental tasks of upholding Party leadership, implementing Party principles, and consolidating the Party's governing and mass base. The six aspects reflect a dialectical unity of "explicit and implicit" approaches. Theoretical learning and education, along with leading with mainstream values, constitute the ideological guidance layer, playing an explicit educational function; creating a positive public opinion environment and cultural immersion and nurturing serve as the environmental influence layer, focusing on immediate guidance and long-term cultivation, respectively, reflecting an implicit educational mechanism; exemplary role models and inspiration, along with care and service guidance, belong to the practical transformation layer, promoting internalization of ideas and behavioral transformation through typical examples and addressing practical problems. These six aspects emphasize both direct and systematic theoretical indoctrination and value guidance, as well as subtle cultural influence and emotional identification, helping to enhance the affinity and penetration of ideological and political work. Overall, they reflect the essential requirement of ideological and political work to be "internalized in the heart and manifested in action," systematically improving its scientific and professional level.

III

The Regulations clarify the specific guarantees, supervision measures, and pathways needed to advance ideological and political work, providing institutional guarantees for forming a comprehensive work framework that extends vertically and horizontally.

The Regulations clarify the guarantee mechanisms. They specify guarantee and supervision measures for advancing ideological and political work in six areas: policy funding, platforms and resources, investigation and evaluation and theoretical research, commendation and rewards, supervision and inspection, and accountability. Specifically, policy funding serves as a resource guarantee, providing a material foundation for ideological and political work; platforms and venues serve as practical support, providing the field and platform for the implementation of ideological and political work policies; investigation, evaluation, and theoretical research constitute process management, enhancing the scientific and forward-looking nature of the work through a scientific path of practice, understanding, and further practice, based on a realistic and pragmatic approach; commendation and rewards serve as positive incentives, aiming to stimulate the initiative of the ideological and political work team and inject continuous momentum; and supervision, inspection, and accountability constitute a feedback and adjustment mechanism, integrating ideological and political work into the core agenda of Party building and cadre management, and realizing the concretization of responsibilities. Supervision and inspection provide real-time feedback and corrective functions, while accountability represents the ultimate institutional constraint, ensuring the unity of power and responsibility.

The working mechanism has been clarified. The Regulations clearly propose a collaborative approach to implementation through three stages: learning and publicity, detailed measures, and supervision and guidance, forming a complete closed loop of cognition, practice, and feedback, achieving the efficient transformation of Party regulations into effective work practices. Learning and publicity is the basic stage, focusing on addressing the issue of "knowing," by incorporating the Regulations into the theoretical study of Party committees (leading Party groups) and cadre education and training systems, and widely carrying out publicity and interpretation to help Party organizations at all levels and Party members and cadres accurately grasp the connotations and unify their understanding. Detailed work measures are the key stage, focusing on addressing the issue of "doing," requiring all regions and departments to formulate implementation rules and responsibility lists based on their actual conditions, transforming principled requirements into operable and verifiable specific measures. Supervision and guidance are the guarantee stage, focusing on achieving "effectiveness," relying on mechanisms such as special inspections and performance evaluations to promptly identify deviations in implementation, summarize and promote effective experiences, and form a virtuous cycle of transmitting pressure and stimulating motivation, ensuring that the system is implemented without deviation or distortion. These three stages are progressive and organically connected, jointly building an integrated implementation mechanism that connects deepened understanding, practical transformation, and effectiveness guarantees.

The team mechanism has been clarified. The Regulations attach great importance to the fundamental supporting role of team building, adhering to the principle of the Party managing cadres and talents, and systematically promoting the construction of a high-quality ideological and political work team that adapts to the requirements of the new era's ideological and political work situation and tasks, focusing on political literacy, professional capabilities, practical performance, and team structure. On this basis, the focus of team building for each front will be clearly defined in different fields, enhancing the relevance and effectiveness of the work. By improving assessment and evaluation, incentive and guarantee, and supervision and management mechanisms, a regular and standardized education and training system will be built to effectively stimulate the initiative, self-awareness, and enthusiasm of the ideological and political work team. This will promote the formation of a multi-level ideological and political work force structure combining full-time, part-time, and volunteer services, and strive to build a high-quality ideological and political work team that is politically firm, professionally proficient, has an excellent work style, is sufficient in number, and has a reasonable structure.

Deepening the Institutionalization of Ideological and Political Work in the New Era

The "Regulations of the Communist Party of China on Ideological and Political Work" (hereinafter referred to as the "Regulations"), based on the Party Constitution, fixes the status and role of ideological and political work through the form of intra-party regulations, filling the gap in core intra-party regulations in the field of ideological and political work. This provides more authoritative and stable institutional guarantees for ideological and political work, and points the direction and provides guidance for deepening the institutionalization of ideological and political work in the new era.

Currently, facing the complex international situation, the arduous and heavy tasks of domestic reform, development, and stability, and diverse social trends, deepening the institutionalization of ideological and political work in the new era is conducive to upholding and strengthening the Party's overall leadership over ideological and political work, and further playing the important role of ideological and political work in unifying thought, building consensus, strengthening confidence, and inspiring morale, providing a strong ideological and political guarantee for comprehensively promoting the building of a strong country and the great cause of national rejuvenation through Chinese modernization.

Solidifying the ideological foundation and providing fundamental solutions. Institutionalization is the process of regularizing value consensus, which helps to transform abstract ideological guidance into specific behavioral norms.  It clarifies the value standards and ideological bottom lines that all members of society should follow in the form of institutions, resolving cognitive differences brought about by diverse ideologies, and promoting the formation of a "greatest common divisor" at the ideological level among all members of society, thus building a solid ideological foundation for national development and social progress. Currently, China's social structure is undergoing profound changes, the pattern of interests is undergoing profound adjustments, and ideological concepts are undergoing profound changes. We will further advance the institutionalization of ideological and political work, using the normative, guiding, and restraining power of institutions to transform key tasks such as disseminating the Party's innovative theories and cultivating mainstream values ​​into rigid rules.

 

 Standardizing processes helps to foster a closed-loop mechanism of "theoretical armament—value guidance—ideological consolidation," ensuring that ideological and political work is guided by clear rules and takes root effectively.  This addresses shortcomings and strengthens weaknesses at the institutional level, providing fundamental solutions to overcome difficulties in ideological and political work and improve its quality and effectiveness.

This is crucial for maintaining the vitality of the Party and consolidating its governing foundation. Ideological and political work has always been closely intertwined with Party building. In various historical periods of revolution, construction, and reform, our Party has established rules and regulations for ideological and political work in different forms. In October 1923, the "Organizational Law of the Education and Propaganda Committee," promulgated by the CPC Central Committee, was one of the Party's earliest normative documents specifically concerning propaganda work and having the nature of internal Party regulations. In June 1941, the "Outline of the Central Propaganda Department on the Party's Propaganda and Agitation Work" stated: "It is very necessary to establish strong propaganda and agitation departments within Party organizations at all levels, concentrate propaganda and agitation talents, and unify the leadership of propaganda and agitation work." After the founding of New China, facing the complex situation in the ideological field, the "Decision of the CPC Central Committee on Establishing a Propaganda Network for the People Throughout the Party" in January 1951 pointed out that "a systematic and regular propaganda network for the people must be established," addressing the problem that "one of the main weaknesses of the Party's propaganda work among the people is that Party organizations at all levels often treat it as a partial and temporary task, without establishing the necessary systems." Since the 18th National Congress of the Communist Party of China, the CPC Central Committee, with Comrade Xi Jinping at its core, has successively promulgated policies and regulations such as the "Implementation Measures for the Responsibility System of Party Committees (Party Groups) for Ideological Work," the "Opinions on Strengthening and Improving Ideological and Political Work in the New Era," and the "Regulations of the Communist Party of China on Ideological and Political Work," continuously improving the institutional framework of ideological and political work. The "four major tests" and "four dangers" facing the Party will persist for a long time. Deepening the institutionalization of ideological and political work helps to transform ideological and political work from "soft requirements" to "hard constraints," and from "phasic" to "normalized," promoting continuous strengthening of theoretical armament, tempering of Party spirit, and upholding of original aspirations and missions among Party members and cadres, providing a solid guarantee for maintaining the Party's advanced nature and purity and consolidating the Party's governing foundation.

This also adapts to the needs of the times and better plays a leading role. Currently, China faces both opportunities and challenges. From an international perspective, unilateralism, isolationism, and protectionism are rampant, and the hegemonic, domineering, and bullying behaviors of a few countries—such as the strong preying on the weak, opportunistic exploitation, and zero-sum games—are causing profound harm. Domestically, China is still in the primary stage of socialism and remains the world's largest developing country, facing unprecedentedly arduous and complex tasks in reform, development, and stability. Against this backdrop, embedding ideological and political work into the development practices of various fields, including economy, culture, society, and ecology, through institutionalized forms helps to bridge the gap between top-level design and grassroots implementation, building a linkage mechanism of "ideological guidance—action transformation—development empowerment," and promoting the transformation of the Party and the state's development strategies into the conscious actions of all members of society. It also helps to inspire all Party members and people of all ethnic groups to think and work together, maintaining strategic focus and unwavering confidence in the face of risks and challenges, and continuously consolidating the powerful force for advancing Chinese modernization.

The Regulations adhere to systematic thinking and scientific methods, constructing a "four pillars and eight beams" institutional system. To deeply advance the institutionalization of ideological and political work, it is necessary to follow the requirements clearly defined in the Regulations, achieving comprehensive coverage of content, target groups, and responsibilities, and ensuring the complete integration of systems, focusing on solving practical problems and stimulating endogenous动力 (endogenous driving force).

Adhering to the overall leadership of the Party. The Regulations regard adhering to and strengthening the overall leadership of the Party as the primary principle that ideological and political work must follow, and the requirements of adhering to and strengthening the overall leadership of the Party are reflected throughout the entire document. This is the fundamental guarantee for doing a good job in ideological and political work. To deeply advance the institutionalization of ideological and political work in the new era, on the one hand, it is necessary to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement General Secretary Xi Jinping's important discourses on ideological and political work, and make adhering to and strengthening the Party's overall leadership over ideological and political work the main thread running through all aspects of institutionalization, providing a solid institutional guarantee for better achieving the Party's goals and tasks. On the other hand, it is necessary to adhere to the Party Constitution as the fundamental basis, connecting it with intra-Party regulations, national laws and regulations, and important normative documents, continuously improving the institutionalization, scientification, and standardization of ideological and political work; establishing and improving the leadership system and working mechanisms, forming a grand pattern of ideological and political work under the unified leadership of the Party committee, with joint management by the Party and government, organizational coordination by the propaganda department, division of responsibilities among relevant departments and people's organizations, and joint participation of the entire Party and society, ensuring that institutional design resonates with the Party's central tasks and precisely aligns with the needs of the times.

Adhering to a systemic perspective. Ideological and political work is holistic and systemic, requiring the coordination of all forces to build a comprehensive institutional framework that extends vertically to the bottom, horizontally to the edges, and across multiple levels. The "Regulations" make a series of clear provisions around the key links and important areas of ideological and political work, forming a long-term mechanism for managing power, affairs, and personnel through institutions. To deeply promote the institutionalization of ideological and political work in the new era, on the one hand, we must adhere to top-down integration, building a three-tiered system of institutional衔接 (connection) at the central, local, and grassroots levels, promoting the formation of a vertical institutional chain from strategic planning to implementation by clarifying the overall direction and ensuring practical connection and transformation; adhering to horizontal coordination, promoting the interconnection of institutions in different departments and fields; and adhering to internal and external synergy, integrating ideological and political work institutions with Party building institutions and social governance institutions, promoting ideological and political work throughout all fields, aspects, and links of Party building and national governance. On the other hand, focusing on the boundaries of power and responsibility and execution standards, we must both clarify the responsibilities of various levels of entities in institutional implementation, avoiding multiple management and responsibility vacuums, and refine the specific requirements for institutional implementation, ensuring that all aspects of ideological and political work have rules to follow and regulations to abide by. At the same time, we must establish a clear orientation of holding those responsible accountable and strictly enforcing accountability, clarifying the circumstances for accountability and standardizing accountability standards. Those who are perfunctory or ineffective in their implementation will be held accountable in accordance with regulations and disciplines, effectively safeguarding the authority and seriousness of the system.

Adhering to upholding fundamental principles and innovating. This is the premise and foundation for maintaining the vitality and dynamism of ideological and political work. The Regulations clearly state that ideological and political work should follow established principles, adhere to the combination of inheriting fine traditions and improving and innovating, focus on differentiated, targeted, and precise approaches, and be adept at using new technologies and methods to improve relevance and effectiveness, and enhance affinity and appeal. Deepening the institutionalization of ideological and political work in the new era requires, on the one hand, adhering to the principles of ideological and political work, drawing on practical innovations based on summarizing and inheriting historical experience, and improving systems for learning and education, public opinion guidance, and team building, thus promoting the extension of ideological and political work from the "invisible" to the "visible." On the other hand, it requires breaking through conventional thinking, challenging ingrained perceptions, and actively responding to contemporary issues such as changes in the information dissemination landscape and social structure.  It also requires addressing new situations and problems arising from the impact of diverse ideologies and the expansion of emerging fields, promoting the extension of the system from one-way constraints to two-way interaction and from offline coverage to comprehensive coverage, and continuously adjusting the direction of institutional development.

Strengthening talent support is crucial. Talent is the primary resource. The Regulations clearly state that it is necessary to build a high-quality ideological and political work team that is politically firm, professionally proficient, has a strong work ethic, is sufficient in number, and has a reasonable structure. Deepening the institutionalization of ideological and political work in the new era requires, on the one hand, focusing on new situations, new tasks, and new requirements, striving to equip and strengthen the core team of ideological and political workers, enriching and optimizing the part-time team, and developing and expanding the volunteer service team, establishing and improving the entry standards for the ideological and political work team, and ensuring that the team possesses professional capabilities such as understanding theory, being able to give lectures, and being good at guidance. On the other hand, it requires focusing on the training, management, and utilization of the team, improving assessment and evaluation, incentive and guarantee mechanisms, supervision and management mechanisms, and education and training systems, promoting the emergence of more ideological and political workers who become experts in their field. In addition, it is necessary to accurately allocate resources and improve supporting policies based on the characteristics of different fields such as universities, enterprises, and communities, as well as different groups such as young students, new employment groups, and party members and cadres, to provide strong talent support for ideological and political work.

Three

The vitality of laws and regulations lies in their implementation. The Regulations are the fundamental guidelines for doing a good job of ideological and political work in the new era. Through a systematic, comprehensive, scientifically standardized, and effectively operating system, abstract goals and requirements are transformed into concrete action guidelines. When the Central Committee of the Communist Party of China issued the "Regulations," it emphasized that Party committees (leading Party groups) at all levels must conscientiously study, publicize, and implement the "Regulations," strengthen supervision and inspection of the implementation of ideological and political work, and ensure that all provisions of the "Regulations" are effectively implemented.

Deepen ideological understanding and strengthen learning and publicity. Ideological and political work is the lifeline of all work and the work of the entire Party. Since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at its core has attached great importance to ideological and political work. General Secretary Xi Jinping has delivered a series of important speeches and made a series of important instructions and directives, creatively proposing a series of new ideas, new viewpoints, and new conclusions, profoundly answering the directional, fundamental, and overall issues of ideological and political work, and promoting new progress and achievements in ideological and political work. The important position and role of ideological and political work in the overall work of the Party and the country have become more prominent, laying a solid ideological, theoretical, and practical foundation for the formulation and issuance of the "Regulations." To properly study and implement the "Regulations," it is first necessary to profoundly understand the extreme importance of ideological and political work. Party organizations at all levels should place ideological and political work in a more prominent position. All Party members, especially leading cadres, should follow the requirements of the "Regulations," cultivate the habit of doing ideological and political work, continuously improve their ability in ideological and political work, and give full play to the guiding role of ideological and political work. At the same hand, it must be profoundly understood that ideological and political work is a series of practical activities such as ideological education, political guidance, moral cultivation, spiritual encouragement, cultural nurturing, psychological counseling, and caring services carried out to mobilize and organize Party members, cadres, and the masses to accomplish the Party's central tasks and historical mission. It is an important way to adhere to and implement the Party's political line, ideological line, organizational line, and mass line, and an important guarantee for upholding the Party's leadership, realizing the Party's propositions, and consolidating the Party's ruling foundation and mass base.  Learning and publicity must be strengthened. The "Regulations" should be included in the study content of the Party committee (leading Party group) theoretical study center groups, and in the training content of Party schools (administrative colleges), cadre colleges, etc., at all levels.  Various media and platforms should be used to widely publicize and interpret the "Regulations," promoting accurate understanding of the basic spirit, basic content, and basic requirements of the "Regulations" by Party organizations at all levels and the vast number of Party members and cadres.

Focus on practical guidance and refine work measures. The "Regulations" profoundly grasp the new situation and new tasks facing ideological and political work, and are institutional arrangements made to adapt to the needs of the times and address practical problems. At the same time, the specific requirements for ideological and political work in the new era, such as "who should do it," "what should be done," and "how to do it," have been further clarified. All regions, departments, and units should closely integrate their own realities to study and formulate specific implementation plans and supporting measures for the implementation of the Regulations. From the perspective of primary responsibility, the coordinating role of the Party committee should be strengthened, and the analysis, judgment, and overall guidance of major issues in the field of ideological and political work should be enhanced to ensure that all work is carried out under the centralized and unified leadership of the Party. From the perspective of departmental collaboration, a horizontal linkage and division of labor mechanism should be improved. For example, the propaganda department should play a leading and coordinating role, coordinating resources from all parties and providing supervision and guidance; the organization department needs to link institutional implementation with cadre assessment and Party building work, strengthening the rigidity of the system; and the discipline inspection and supervision departments should strengthen supervision and accountability to ensure that the system is implemented without compromise. From the perspective of participation, it is necessary to promote the broad participation of diverse social entities, guide enterprises, institutions, social organizations, and mass organizations to leverage their own advantages, encourage active participation from the public, and fully incorporate opinions and suggestions from all parties, forming a working synergy of Party mobilization and nationwide action.

Strengthening supervision and guidance is crucial to ensuring effective implementation. Modern management and technological means should be used to actively promote conceptual innovation, content innovation, and methodological innovation, continuously optimizing the operating mechanism of the Regulations.  A differentiated approach should be adopted, designing differentiated institutional implementation paths for different fields such as universities, enterprises, and communities, and for different target groups such as young students and Party cadres.  By building ideological dynamics monitoring platforms and real-time evaluation systems, precise analysis of ideological data and real-time tracking of institutional implementation can be achieved, improving work quality and efficiency. A scientific evaluation system combining qualitative and quantitative methods should be established to supervise and inspect the implementation of the Regulations, promptly identifying and resolving problems in the work.  Those who fail to implement the work effectively and cause negative impacts should be held accountable. Good experiences and practices in implementation should be summarized and promoted in a timely manner. Through a combination of positive incentives and negative warnings, a strong atmosphere of valuing, studying, and doing ideological and political work should be fostered, continuously opening up new prospects for ideological and political work. Promoting High-Quality Development of Ideological and Political Work in Universities in the New Era

Ideological and political work in universities is related to the fundamental question of what kind of people universities cultivate, how they cultivate them, and for whom they cultivate them, and it concerns the fundamental issue of ensuring that the cause of the Party and the people has successors. We should take the study and implementation of the "Regulations of the Communist Party of China on Ideological and Political Work" (hereinafter referred to as the "Regulations") as an opportunity to promote the strengthening and development of ideological and political work in universities through practice and innovation, activate the deep-seated driving force of ideological and political work, and cultivate outstanding talents with both virtue and ability to comprehensively advance the building of a strong nation and the great cause of national rejuvenation through Chinese modernization.

I

The "Regulations," in the form of Party regulations, systematically outlines the system and mechanisms, work responsibilities, content and methods, and goals and tasks of ideological and political work, providing fundamental guidance and action guidelines for ideological and political work in universities in the new era, providing a path to solve difficulties in ideological and political work and improve its quality and effectiveness, and building an institutional framework.

The "Regulations" coordinates the overall situation of ideological and political work. It focuses on the central tasks, deeply integrating the strategic goals of ideological and political work with the historical mission of the Party, taking the consolidation of the guiding position of Marxism in the ideological field and the consolidation of the common ideological foundation of unity and struggle of the entire Party and the people of the whole country as the fundamental task, providing a strong ideological and political guarantee for comprehensively advancing the building of a strong nation and the great cause of national rejuvenation through Chinese modernization. The "Regulations" systematically defines ideological and political work as an important way to adhere to and implement the Party's political line, ideological line, organizational line, and mass line, and an important guarantee for upholding the Party's leadership, realizing the Party's propositions, and consolidating the Party's ruling foundation and mass base. By using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to unite hearts and minds, strengthening education in ideals and beliefs, patriotism education, etc., it consolidates the ideological consensus for advancing the building of a strong nation and the great cause of national rejuvenation, and fully plays the leading role of ideological and political work. The "Regulations" are rich and comprehensive in content, providing normative support for the implementation of ideological and political work. First, the document emphasizes the centralized and unified leadership of the Party Central Committee over ideological and political work, clarifying the responsibilities of local Party committees, Party groups (Party committees), Party propaganda departments, grassroots Party organizations, Party members, and Party leading cadres. Second, it outlines nine main areas of focus, ranging from the dissemination and education of the Party's basic theories, basic lines, and basic strategies to the cultivation of positive social attitudes. Finally, it clarifies a multi-dimensional support system encompassing policy funding, platform and infrastructure construction, think tank development, and supervision and inspection, thus building a "comprehensive, multi-level, and regularized" guarantee mechanism.

This aims to consolidate the collective strength of ideological and political work. The regulations emphasize adhering to the principle of participation by the entire Party and comprehensive coverage, building a comprehensive, systematic, and closed-loop system.

 

The institutional framework achieves the efficient aggregation of ideological and political work forces. It breaks down domain barriers and forms a comprehensive institutional layout. It extends horizontally to enterprises, rural areas, government agencies and public institutions, schools, communities, emerging fields, and the internet, formulating differentiated task requirements for different scenarios; vertically, it spans the central government, local governments, grassroots organizations, and Party members, clarifying the primary responsibility of the main person in charge of the Party committee and the "dual responsibilities" of the leadership team, ensuring comprehensive policy implementation. This comprehensive design shifts ideological and political work from "partial advancement" to "systematic coverage," reflecting the comprehensiveness of the system. It adheres to a systemic perspective, enhancing systematicness, overall coherence, and coordination, thus solving the problem of "fragmentation" in ideological and political work. In terms of organizational structure, it establishes a working pattern of unified leadership by the Party committee, coordination led by the Party committee's propaganda department, responsibilities borne by relevant departments, and collaborative participation from the entire society, specifically clarifying the requirement for mass organizations to "integrate ideological and political work into all work and activities"; in terms of practical approaches, it promotes the deep integration of ideological and political work with professional work. For example, in government agencies, it emphasizes integration with the implementation of important Party and national work deployments; in schools, it requires integration into all aspects of curriculum development, teaching systems, textbook systems, and management systems. This systematic design achieves resource integration and force coordination, demonstrating the overall coherence of the system. It constructs a closed-loop mechanism of "deployment-implementation-guarantee-supervision," clarifying the responsibilities of Party organizations at all levels in the deployment stage, defining basic working methods in the implementation stage, making specific provisions in terms of policies and funding in the guarantee stage, and incorporating work effectiveness into the Party building work assessment system and target management in the supervision stage, forming a management chain of "deployment, implementation, guarantee, and supervision," reflecting the rigor of the system.

The document clarifies the path of ideological and political work. The regulations emphasize that ideological and political work should focus on differentiation, targeting, and precision, striving to form a "targeted policy" approach. The regulations establish differentiated institutional norms for different groups based on their ideological characteristics, covering Party members, cadres, and the general public, while also paying attention to emerging groups such as online communities; it implements a separate plan for each group, better meeting group needs and improving targeting and precision. The regulations emphasize that ideological and political work should focus on guiding, inspiring, uniting, and shaping people, building a targeted work system. In terms of value guidance, the regulations uphold the people-centered principle, combining ideological education with care and service, encompassing psychological counseling and rights protection.  In terms of content, it addresses the concerns and questions of different groups, striving to achieve a balance between rational persuasion and emotional appeal, demonstrating the humanistic aspect of the system. The regulations are problem-oriented, and in terms of methodology, they emphasize the combination of inheriting fine traditions and improving and innovating, continuously perfecting the methodological system. By empowering ideological and political work with new technologies, strengthening innovation in communication technologies and discourse styles, ideological and political work becomes more vivid, lively, and impactful.

To do a good job in ideological and political work in universities, it is necessary to adapt to circumstances, keep pace with the times, and innovate with the changing situation. Combining the requirements of the regulations with the goal of building a strong education system, universities should follow the laws of ideological and political work, the laws of teaching and educating, and the laws of student development, continuously improving their work capabilities and standards.

Unwaveringly uphold and strengthen the Party's overall leadership. General Secretary Xi Jinping emphasized, "To run China's higher education well, we must adhere to the Party's leadership, firmly grasp the Party's leadership over university work, and make universities a strong bastion for upholding the Party's leadership." The regulations fully embody the requirement of upholding and strengthening the Party's overall leadership. Specifically for universities, this means strengthening the Party's overall leadership over education work, giving full play to the advantages of socialist universities with Chinese characteristics, making ideological and political work the lifeline of all school work, and making good Party building work a fundamental skill in running the school. This ensures that the Party's educational policies are fully implemented in all areas and aspects of education, teaching, scientific research, and management services.  Ideological and political work should be treated as a strategic project, a foundational project, and a soul-shaping project, and it should be used as an important yardstick for measuring the performance of leading cadres. This promotes the deep integration of Party building and ideological and political work, ensuring that the Party's leadership takes root and bears fruit on campus.

Firmly establish the concept that "the hearts of the people are the greatest politics." Ideological and political work is essentially about working with people. The regulations require "adhering to the people-centered principle," and as an important base for cultivating socialist builders and successors, universities' ideological and political work should fully implement the Party's educational policies, adhere to educating people for the Party and cultivating talents for the country, and continuously strengthen the common ideological foundation for unity and struggle. Whether it's addressing students' academic difficulties and life challenges, or listening to teachers' career development aspirations and concerns; whether it's helping teachers and students overcome difficulties at critical junctures such as employment and entrepreneurship, or incorporating their opinions and suggestions into campus governance, only by truly engaging with teachers and students, understanding them, and serving them, and promptly understanding their thoughts, feelings, and expectations, and combining the resolution of ideological issues with the resolution of practical problems, can external requirements be transformed into internal acceptance by teachers and students, enhancing their sense of identity and belonging to the school, society, and the country, and achieving a subtle yet profound educational effect.

We must adhere to the principle of mobilizing all positive factors. General Secretary Xi Jinping pointed out that "we must adhere to moral education as the central link and integrate ideological and political work throughout the entire process of education and teaching." The "Regulations" propose "mobilizing all positive factors as the focus," and this requirement, in the practice of universities, is reflected in the construction of a "whole-staff, whole-process, and all-round" education system. From promoting teachers' fulfillment of their "ideological and political education" responsibilities, integrating ideological and political work into all aspects of moral education, cultural knowledge education, and social practice education; to leveraging the role of student associations and peer organizations, allowing young students to become the main body of self-guidance and mutual guidance; and then to linking family and social resources to form a "school-local collaboration and home-school co-education" educational synergy, only by stimulating the enthusiasm, initiative, and creativity of all mobilizable forces can ideological and political work shift from school-driven to teacher and student self-driven, releasing lasting vitality.

The "Regulations" require that ideological and political work be integrated into all aspects of the Party's work, giving full play to its guiding role. Universities should base themselves on their educational positioning and the needs of the times, and through operable and practical approaches, truly build universities into educational strongholds for cultivating new talents of the era who will shoulder the great responsibility of national rejuvenation.

Leveraging the role of theory to guide people. The "Regulations" emphasize the unremitting use of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to consolidate the hearts and minds of the people. For universities, it is essential to firmly grasp the key point of arming themselves with the Party's innovative theories, and continuously improve the theoretical literacy and political awareness of teachers and students. On the one hand, we insist on making the study and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era our primary political task, innovating learning methods, expanding learning platforms and carriers, deepening theoretical research, and organizing experts and scholars to provide academic interpretations of the Party's innovative theories. We are building a multi-dimensional brand of theoretical interpretation and learning promotion that integrates "learning, lecturing, research, and dissemination," effectively enhancing the attractiveness and influence of the theory. On the other hand, we are innovating methods of theoretical dissemination, integrating theory into classroom teaching, campus culture, practical activities, and cadre lectures, using language that young students can understand and appreciate, allowing the Party's innovative theories to move from textbooks to their hearts, enhancing political, ideological, theoretical, and emotional identification, and transforming them into the firm ideals and beliefs and conscious actions of teachers and students.

We leverage the role of the team to inspire people. Teachers are the main implementers of ideological and political work. The "Regulations" put forward clear requirements for the construction of the ideological and political work team, emphasizing the need to cultivate, manage, and utilize the ideological and political work team effectively. Universities should be guided by the standards of "four-good" teachers, building an educational team system where ideological and political education teachers and professional course teachers work together, and Party members and administrators participate jointly, creating a core team that is "politically strong, deeply committed, innovative in thinking, broad in vision, strictly self-disciplined, and upright in character." On the one hand, we should strengthen the team of ideological and political education teachers. We should implement various measures for the construction of Marxist colleges, establish a full-chain teaching work system of "listening, preparing, refining, lecturing, and competing," and improve teachers' ability to understand and grasp national strategies and their ability to interpret theories through theoretical training, collective lesson preparation, and social practice. On the other hand, we should build an all-staff education team. We should strengthen the student ideological and political work team, including professional teachers, counselors, full-time mental health teachers, and administrators, and implement projects such as the "Young Teacher Mentorship System," "Famous Teacher Studios," and "Counselor Studios," bringing teaching, research, management, and service forces together to the front line of education, forming a synergistic educational force led by ideological and political education teachers, integrated with professional course teachers, and supported by administrators.

We leverage the role of platforms to cultivate people. Universities should integrate various platform resources to create a matrix-based platform system that includes "upgrading traditional platforms, innovating emerging platforms, and expanding off-campus platforms." In building traditional campus platforms, we will strengthen the role of classroom instruction as the main channel, integrate cases of great changes in the new era into elective courses, comprehensive quality courses, and professional courses, and create a number of high-quality ideological and political education courses to improve the quality and effectiveness of classroom instruction; we will upgrade campus cultural platforms, integrating socialist core values ​​and mainstream ideology into campus environment design to achieve education through the environment. In building emerging platforms, we will promote integrated media development, using the school's official website as the foundation, integrating official WeChat accounts, official Weibo accounts, and other integrated media platforms to create a distinctive publicity brand focusing on national strategies and student needs, publishing ideological and political stories about people and events around them, and creating a clean and positive online space; we will build a "one-stop" comprehensive student community management model, establish Party member service stations, and integrate ideal and belief education, value education, and daily management into community building. In expanding off-campus platforms, we will actively connect with "grand ideological and political education" practical teaching bases, making full use of red resources such as museums and memorial halls, as well as practical venues such as enterprises, rural areas, and research institutes, to build a platform network of "on-campus + off-campus" and "theory + practice"; we will rely on major scientific research platforms and engineering projects to create practical training bases for young Marxists, allowing students to receive ideological tempering in serving social and economic development.

We will leverage the role of culture to nurture people. The Regulations emphasize the promotion of advanced socialist culture, revolutionary culture, and excellent traditional Chinese culture, and the cultivation and practice of socialist core values. Universities should base themselves on their own cultural heritage, integrate red genes, university spirit, and national strategic needs, and build a cultural education system of "red culture guidance, campus culture nurturing, and excellent traditional culture immersion," injecting spiritual power/motivation (动力) into the construction of a strong nation. We will deeply explore red cultural resources, integrating the education of Party history, the history of New China, the history of reform and opening up, and the history of socialist development into campus cultural construction, and through activities such as holding red-themed exhibitions and lectures on the deeds of revolutionary predecessors, allowing students to understand the Party's century-long struggle from history; we will carry out thematic activities in conjunction with major commemorative days and important historical nodes of Party history to inspire students' patriotism, aspirations for a strong nation, and actions to serve the country. Cultivating distinctive campus cultural brands involves integrating socialist core values ​​with the development of school spirit, teaching style, and learning atmosphere.  This includes carrying out civilized campus creation activities and fostering a positive educational ecosystem through academic forums, cultural and art festivals, and volunteer services.  It also involves deeply exploring the unique history and cultural traditions of the institution, transforming the school's historical and cultural heritage into vibrant nourishment for ideological and political work. Promoting the permeation of excellent traditional Chinese culture involves offering courses on the study of traditional classics and experiences with intangible cultural heritage, achieving the creative transformation and innovative development of excellent traditional Chinese culture, and transforming cultural confidence from an abstract concept into tangible and vivid practice.

The regulations require ideological and political work to "adhere to the people's standpoint and be people-oriented," emphasizing care, service, and guidance. Universities should practice a student-centered philosophy, addressing students' ideological confusion, academic pressure, and life difficulties to achieve an organic unity of "service-oriented education" and "ideological guidance." This includes improving the precise assistance system, establishing student growth files, and implementing differentiated assistance for different groups of students, such as those with financial difficulties, academic difficulties, and psychological distress.  It also involves deepening the "streamlining administration, delegating power, and improving services" reform, optimizing service processes, and demonstrating humanistic care in student status management, employment guidance, and scholarship and grant evaluations, allowing students to clarify their growth direction and enhance their initiative in serving the "greater good of the nation" through assistance and precise guidance. Strengthening psychological counseling and value guidance involves building an integrated "prevention-intervention-assistance" mental health education system, using psychological courses and counseling centers as platforms to regularly conduct psychological assessments and group counseling, helping students alleviate academic pressure and relieve growth anxiety.  Implementing a "warm-hearted project" involves organizing Party members, cadres, and teachers to provide paired assistance to students through heart-to-heart talks and themed class meetings, promptly responding to students' ideological and practical concerns, and guiding students to cultivate a self-respecting, confident, rational, peaceful, and positive social mentality.
