An advanced Marxist political party is not born, but is forged through continuous self-revolution. Self-revolution is the second answer for our Party to escape the historical cycle of rise and fall, and comprehensive and strict governance of the Party is a distinctive feature of the Party's governance in the new era and a prominent theme of Party building. Xi Jinping has been speaking with more force during the course of the maturing of New Era theory turned inward and applied to apparatus of the Party itself. Among his most interesting and important reflections on this important theme of Leninist disciplinary theory (and with it the sketching of the parameters of the perfection of the vanguard) was 习近平 深入推进党的自我革命 [Xi Jinping, Deepen the Party's Self-Revolution] (Part of a speech at the Third Plenary Session of the 20th Central Commission for Discipline Inspection on January 8, 2024.
To promote the self-revolution of the Party, we must unremittingly arm the whole Party with the Party's innovative theories, educate and guide the majority of Party members and cadres to work hard to deepen the transformation, absorb the ideological nutrition contained therein, such as firm ideals and beliefs, strengthen party spirit training, and improve spiritual realm and moral level, and constantly improve the firmness of the Party's self-revolution. Grasping both "revolutions" simultaneously is the only path to revolutionary success. Social revolution and self-revolution are dialectically unified. Social revolution is the mission and lifelong task of Communists. Without social revolution, the Communist Party cannot be a proletarian revolutionary party. Self-revolution is an inevitable requirement for Communists to strengthen their revolutionary nature, political leadership, ideological guidance, mass organization, and social appeal. Without self-revolution, the Communist Party will lose its revolutionary nature, political leadership, ideological guidance, mass organization, and social appeal, and will be unable to lead the people in social revolution. Social revolution and self-revolution are interdependent and interconnected, unified in the ideology and practice of achieving victory in the social revolution led by the Party. That overall framework, then, provides a solid basis for understanding the role and importance of the Three Transformations to the further development of political/public organs through standardization, legalization, and normalization in their own contribution to socialist modernization aligned as well to related projects of Socialist rule of law. That alignment of the spirits of self-revolution and social revolution are then regularized within and given form and effect in the Three Transformations and the campaign to use those transformative objectives as a means of attaining forward movement in social and personal revolution. Self-revolution is the dialectical lubricant that permits the vanguard CPCto swerve as an active engine of movement along the Socialist Path. It occupies a space then, at the heart of the normative element of Chinese Leninism by providing the framework within which the CPC can advance with the times even as it guides the masses forward through the related mass line dialectic

The means of the undertaking of self-revolution is manifested through action that can be both visible and measured. The first touches on the guidance of socialist modernization in the near term.

The second involves ensuring that ideological guideposts drive reform rather than the other way around,. To those ends the structuring of socialist modernization is understood as a political project, and that political project n turn is built on and its its success depends on, the integrity and proper funcitoning, in time, of the vanguard party.

This, in turn, recalls earlier approaches to Party regulatory reform:
The reform of the Party Discipline Regulations focus as well on better aligning its provisions with the New Era's ideological and policy framework in the “两个确立”与“两个维护” [Two Establishments and Two Safeguard] principles. These were also elaborated at about the time of the 20th CPC Congress. See 胡长栓 “两个确立”与“两个维护”内在统一的本质和要求 [Hu Changshuan, "The Essence and Requirements of the Internal Unity of "Two Establishments" and "Two Safeguards"]. These suggest the deep embedding of ideological principles into the constitution and operation of any system of disciplinary supervision. In effect, the cage of regulation may constrain the range of discretionary decision making, but the cage of regulation is itself a practical application--and subject to--the hierarchically superior cage of ideology. And, indeed, it is to 有更标准、更实举措 [More standardized and practical measures] (坚定不移把党的自我革命向纵深推进 [Resolutely Advance the Party's Self-Revolution to a Deeper Level]) that the remarks are directed. That suggests not just the construction of the4se measures and standards but also the technologies that may be necessary to make them effective. That, in turn, suggests, again, the inward application of the 3rd Plenum focus on high quality production and techno-enhanced driven efficiencies. The focus of these measures and standards remains corruption--though the term is malleable and is likely to assume a different set of meanings in the coming years. But the focus us also on the critical element of the chain of command and the need, perhaps, for a techno-enhanced refinement of democratic centralism, not just from the bottom up, but more importantly from the top down (确保制度规定真正成为带电的高压线 [to ensure that regulations truly become a high-voltage line.](坚定不移把党的自我革命向纵深推进 [Resolutely Advance the Party's Self-Revolution to a Deeper Level])).
To these e4nds, self-revolution and social revolution become institutionally relevant areas of enforcement designed to ensure the production of high quality cadres. 要坚持执法司法业务管理和党风廉政建设相贯通，加强对执法司法权力运行的监督制约，坚决惩治腐败问题，狠抓防止干预司法“三个规定”落实，做到廉洁过硬。[We must adhere to the principle of integrating law enforcement and judicial business management with the building of a clean and honest Party, strengthen supervision and restraint over the exercise of law enforcement and judicial power, resolutely punish corruption, and vigorously implement the "three regulations" to prevent interference in the judiciary, so as to ensure integrity and competence.] (坚定不移把党的自我革命向纵深推进 [Resolutely Advance the Party's Self-Revolution to a Deeper Level])). To that extent at least, state organs must serve Party organs as part of the complex of disciplinary structures, even as they must also transpose those disciplinary norms, and their spirit, to the4 conduct of non-Party officials and the work of non-Party organs. Political loyalty--to the institutional Party and to the proper fulfillment of its basic line, becomes key: 要筑牢政治忠诚，不断增强政治判断力、政治领悟力、政治执行力，善于从政治上研判形势、分析问题、部署工作，自觉同党的基本理论、基本路线、基本方略对标对表，同党中央决策部署对标对表，做到政治过硬。[We must solidify our political loyalty, continuously enhance our political judgment, political understanding, and political execution, be adept at analyzing situations, problems, and deploying work from a political perspective, consciously align ourselves with the Party's basic theories, basic lines, and basic strategies, and with the decisions and deployments of the Party Central Committee, so as to be politically sound.] ((坚定不移把党的自我革命向纵深推进 [Resolutely Advance the Party's Self-Revolution to a Deeper Level])).)
All of this foregrounds the integration of individual within the ecologies of institutions and collectives through which the masses may be incarnated and guided by the incarnation of its leading spirit in the form of the CPC:
“成其身而天下成，治其身而天下治”。["If one cultivates oneself, the world will be cultivated; if one governs oneself, the world will be governed."] ((坚定不移把党的自我革命向纵深推进 [Resolutely Advance the Party's Self-Revolution to a Deeper Level])).)
This can be understood in its inversion as clearly--if one governs the world one first governs oneself; if the world is cultivated, then it is the self that is both cultivar and cultivator.
That, at any rate, appears to be the contemporary manifestation of a semiotics of governance within a constant iterative dialectic between individual and collective and between the collectives of leadership and those of the masses, and between the core of the guiding leadership and the cadres that are the fields on which is tilled the harvest for mass guidance along what is hoped to be the right direction along a Socialist Path.
