On 12 October 2022, Chinese authorities released a summary communiqué of the 7th Plenary Session of the 19th Central Committee of the Communist Party of China [中国共产党第十九届中央委员会第七次全体会议公报]. The meeting provides a glimpse at some of the ore important formal elements of the 20th National Congress of the CPC. In addition to general secretary Xi's work report to the plenum (a partial dress rehearsal for what is to come), the most interesting are the threer reports identified for presentation at the 20th National Congress:
The plenary session also discussed and adopted a report to be made by the 19th CPC Central Committee to the 20th CPC National Congress, a work report of the 19th CPC Central Commission for Discipline Inspection (CCDI) to the congress, and an amendment to the CPC Constitution.The three documents will be submitted to the upcoming congress for examination and deliberation. The amendment to the CPC constitution was expected. It was reported in early September that such an amendment was in preparation for presentation to the 7th Plenum. "
Amending the constitution at the 20th CPC National Congress on the basis of the new situation and tasks would promote the development of socialism with Chinese characteristics and Party building, said a statement issued after the meeting. It said the amendment must include the key theories and strategic thought presented by a report to be delivered at the 20th CPC National Congress. The amended constitution must fully represent the latest sinicization of Marxism, new governance concepts, thought and strategies of the CPC Central Committee since the 19th CPC National Congress, and new experience in adhering to and strengthening Party leadership and in strict Party governance, according to the statement. The text of the amendments will likely be circulated next week but as I suggested earlier, the amendments will focus on updated revisions og the CPC's General Program and substantive changes to cadre disciplinary rules (Brief Reflections on the Potential Importance of the 20th National Congress of the Communist Party of China (中国共产党第二十次全国代表大会) in Six Key Issue Areas).

The Plenum communiqué does strongly signal the areas of substantial attention that will be the focus of the more formal events at th 20th Congress as well as the themes that will be emphasized in the general secretary's work report--the must read product of the event. At the center will be (1) a grand restatement of New Era Thought; and (2) its application to the overall policy framework for the next 5 years. This application comes in layers--and it is important to understand how, like BRI, New Era Thought provides the core around the spokes of which hold together increasingly granular manifestations in policies and programs. The inner ring is made up of the further development of whole process democracy, of the continued institutionalization of security and prosperity regimes and of the increasingly tight management of cadres. The next ring focuses on the normalization f the state within its own and transnational orders--autonomous regions, belt and road states, and the narratives of socialist internationalism. The most granular ring then focuses on the manifestation of New Era infused specific policies around core areas--health, socialist modernization, and its redirection to meet the New Era's principal contradiction of unequal distribution and the general increase in public welfare. There will be much understated in this outer ring--an important element of which revolves around the further elaboration of the dual circulation strategy, the bifurcation of production chains, and the establishment of a system of barriers, more or less permeable but controlled by the core, between inside (China and SARs including Taiwan), outside (competitor camps under the leadership of the US), and neutral economic zones (BRI land). It involves the internationalization of development based principles of stability and prosperity in regimes of security and greater state management of all aspects of organized life around central values--a socialist system of mandatory and ideologically driven 'wokeness' of a sort familiar to and perhaps serving as a tempting model (modified to suit national contexts) for elements of liberal democratic elites. There is more to it, of course. That is where most analysis starts, but as the core of leadership keeps suggesting, that is where analysis should end.

全会强调，党的十九大以来5年党和国家事业的重大成就，是在以习近平同志为核心的党中央坚强领导下、在习近平新时代中国特色社会主义思想指引下全党全国各族人民团结奋斗取得的。党确立习近平同志党中央的核心、全党的核心地位，确立习近平新时代中国特色社会主义思想的指导地位，反映了全党全军全国各族人民共同心愿，对新时代党和国家事业发展、对推进中华民族伟大复兴历史进程具有决定性意义。全党要深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”，更加紧密地团结在以习近平同志为核心的党中央周围，全面贯彻习近平新时代中国特色社会主义思想，踔厉奋发、勇毅前行，为全面建设社会主义现代化国家、全面推进中华民族伟大复兴而团结奋斗。

全会总结了党的十九届中央纪律检查委员会的工作。一致认为，在以习近平同志为核心的党中央坚强领导下，各级纪律检查委员会忠实履行党章赋予的职责，坚决贯彻党的自我革命战略部署和全面从严治党战略方针，持之以恒落实中央八项规定精神，严明政治纪律和政治规矩，坚决维护党中央权威和集中统一领导，强化政治监督，深化政治巡视，推动落实全面从严治党政治责任，整治群众身边的不正之风和腐败问题，一体推进不敢腐、不能腐、不想腐，推动反腐败斗争取得压倒性胜利并全面巩固，完善党和国家监督体系，深化纪检监察体制改革，提高规范化法治化正规化水平，建设忠诚干净担当的纪检监察队伍，纪检监察工作高质量发展取得新成效。
全会按照党章规定，决定递补中央委员会候补委员马国强、王宁、王伟中为中央委员会委员。
全会审议并通过了中共中央纪律检查委员会关于傅政华、沈德咏、李佳、张敬华严重违纪违法问题的审查报告，确认中央政治局之前作出的给予傅政华、沈德咏、张敬华开除党籍处分，给予李佳撤销党内职务处分。
全会分析了当前形势和任务，深入讨论了新时代新征程坚持和发展中国特色社会主义、全面建设社会主义现代化国家的若干重大问题，为召开党的第二十次全国代表大会作了充分准备。

The Seventh Plenary Session of the 19th Central Committee of the Communist Party of China will be held in Beijing from October 9 to 12, 2022.
199 members of the Central Committee and 159 alternate members of the Central Committee attended the plenary session. Members of the Central Commission for Discipline Inspection and relevant responsible comrades attended the meeting.
The meeting is run by the central government. Xi Jinping, general secretary of the Central Committee, delivered an important speech.
The plenary meeting decided that the 20th National Congress of the Communist Party of China will be held in Beijing on October 16, 2022.

The plenary session fully affirmed the work of the Political Bureau of the Central Committee since the Sixth Plenary Session of the 19th CPC Central Committee. The plenary session summed up the work of the five years since the 19th National Congress of the Communist Party of China. The plenary session summed up the work of the 19th CPC Central Commission for Discipline Inspection. The plenary session analyzed the current situation and tasks, discussed in-depth some major issues in upholding and developing socialism with Chinese characteristics and building a modern socialist country in an all-round way in the new era and new journey, making full preparations for the convening of the 20th National Congress of the Party.
