习近平：健全全面从严治党体系 [Xi Jinping: Improve the system of comprehensive and strict governance of the Party]

 The 3rd Plenum of the 20th CPC Congress made it quite clear that Chinese style socialist modernization  had moved again to the center of policy. With it, and as one of its essential elements was the objective of high quality production. Socialist modernization is meant to apply to all of the productive forces of the nation. And those productive forces all must engage in some process of self-revolution; for economic enterprises that focuses on innovation; for social collectives on high quality engagements with social and cultural practices for state organs it might focus on efficiency and technological innovation to ensure that its functions  fulfill the expectations of the CPC and the masses; and for the vanguard party, the CPC, it must necessarily focus on self-revolution. This self-revolution now acquires a new gloss in the new era of Chinese Marxist Leninism. It must also focus on innovation and high quality production of cadres and systems to ensure the highest level of leadership and guidance. It is with this in mind that one might more fruitfully approach a recent discussion of the CPC's General Secretary, published 18 February: 习近平：健全全面从严治党体系 [Xi Jinping: Improve the system of comprehensive and strict governance of the Party]. Much of this is well worn territory.  What is new is the new era gloss of innovative high quality productivity--built around the concept of self-revolution, and attached to the project of Party building and discipline.

 

1. The CPC is not only the core of leadership of the nation, but its driving productive force.  "The whole party must always maintain the sobriety and determination to test itself, and take the improvement of the comprehensive and strict governance system as an effective way to continuously push forward the new great project of party building in the new era." [全党必须永葆赶考的清醒和坚定，以健全全面从严治党体系为有效途径，不断把新时代党的建设新的伟大工程推向前进。] That requires innovation in Party building. "Since the 18th National Congress of the Communist Party of China, we have unswervingly promoted the comprehensive and strict governance of the Party, achieved a series of theoretical innovations, practical innovations, and institutional innovations, built a comprehensive and strict governance system for the Party, and opened up a new realm of self-revolution for the century-old Party." [ 党的十八大以来，我们坚定不移推进全面从严治党，取得一系列理论创新、实践创新、制度创新成果，构建起全面从严治党体系，开辟了百年大党自我革命新境界。].

2.  What does Party innovation look like? 

It must be based on the important thoughts of the Party Central Committee on Party building and the important thoughts on the Party's self-revolution, adhere to and strengthen the Party's overall leadership and the centralized and unified leadership of the Party Central Committee, implement the general requirements of Party building in the new era, and use systematic thinking and scientific methods to promote the full coverage of Party management and governance, the full coverage of objects, the full chain of responsibilities, and the full integration of systems, and further improve the comprehensive and strict Party governance system with complete elements, complete functions, scientific norms, and efficient operation. [必须以党中央关于党的建设的重要思想、关于党的自我革命的重要思想为根本遵循，坚持和加强党的全面领导和党中央集中统一领导，贯彻落实新时代党的建设总要求，用系统思维、科学方法推进管党治党内容全涵盖、对象全覆盖、责任全链条、制度全贯通，进一步健全要素齐全、功能完备、科学规范、运行高效的全面从严治党体系。]

The object is to build a better infrastructure of command and control operations radiating fro the center. To those ends the focus is on systems.

3. This systemic innovation is built around five elements: (1) "First, improve the organizational system that is connected from top to bottom and has a strong implementation. " [第一，健全上下贯通、执行有力的组织体系。]; (2)  "Second, improve the education system that consolidates the foundation and strengthens the mind." [第二，健全固本培元、凝心铸魂的教育体系。]; (3) "Third, improve the regulatory system that is precise and effective and addresses both the symptoms and root causes." [第三，健全精准发力、标本兼治的监管体系] ; (4) "Fourth, establish a scientific, complete, effective and practical system" [第四，健全科学完备、有效管用的制度体系]; (5) "Fifth, establish a responsibility system with clear subjects and requirements." [第五，健全主体明确、要求清晰的责任体系。]. The approach is comprehensive--systems, theory, rules, practical efficiency and assessment/accountability. Yet this is basic institutional practice--the question revolves around innovation. That may lie within the systems element. Innovative party productivity requires an innovative layered system. " System construction must be adapted to the needs of managing and governing the Party, and be matched with the various Party constructions, and weave a cage of systems in all directions." [制度建设要与管党治党需要相适应、与党的各项建设相配套，全方位织密制度的笼子。]. Whether that can be delivered remains  to be seem, but all of it will require a substantial element of tech and tech based biog data governance model to pull it together.

  在国家治理体系中，我们党居于总揽全局、协调各方的领导核心地位。要保证权力正确行使、规范运行，提高党的执政能力和领导水平，就必须切实做到党和国家事业拓展到哪里、党的建设就覆盖到哪里。新时代党的建设是以党的政治建设为统领、党的各项建设同向发力综合发力的系统工程，必须以党中央关于党的建设的重要思想、关于党的自我革命的重要思想为根本遵循，坚持和加强党的全面领导和党中央集中统一领导，贯彻落实新时代党的建设总要求，用系统思维、科学方法推进管党治党内容全涵盖、对象全覆盖、责任全链条、制度全贯通，进一步健全要素齐全、功能完备、科学规范、运行高效的全面从严治党体系。

  第一，健全上下贯通、执行有力的组织体系。党的领导、管党治党各项工作要落到实处，党的中央组织、地方组织、基层组织都必须坚强有力、顺畅运转。只有党的组织体系严密起来，党的各级组织政治功能和组织功能充分发挥出来，全面从严治党才能持续向纵深推进。

  严密党的组织体系，关键是坚持党中央权威和集中统一领导，根本在做到“两个维护”。要完善党中央重大决策部署落实机制，及时发现和解决“拦路虎”、“中梗阻”、“断头路”等问题，确保党中央政令畅通、令行禁止。要坚持和完善党建工作领导体制和组织管理体制，形成一级抓一级、抓好本级带下级、大抓基层强基础的工作格局，推动各层级各领域党组织全面过硬。要坚持补短板、填空白与提质量、强功能并举，大力推进党建引领基层治理，持续整顿软弱涣散基层党组织，切实提高基层党组织领导基层治理能力。要适应经济社会深刻变革，探索加强新经济组织、新社会组织、新就业群体党建工作，创新党组织设置和活动方式，有效破解党建工作谁负责、党组织怎么建、如何起作用、对党员如何教育管理等难题，扩大党在新兴领域的号召力凝聚力影响力。要善于运用互联网技术和信息化手段开展党建工作，努力实现党的组织和党的工作线下线上全覆盖。

  第二，健全固本培元、凝心铸魂的教育体系。掌握科学理论、夯实思想根基，全面从严治党才有坚实支撑。必须抓好思想建设这个基础，坚持不懈推进党的创新理论武装，持之以恒加强党性教育，引导党员、干部把全面从严治党战略方针转化为自觉行动。

  党的十八大以来，我们坚持以理论学习为主线，接续开展党内集中教育，有效提升了全党马克思主义水平，有力促进了全党政治上、思想上、行动上的统一。要不断创新理论武装的方式方法，坚持经常性教育和集中性教育相结合、理论武装和实践运用相结合、强党性和增本领相结合，健全落实以学铸魂、以学增智、以学正风、以学促干长效机制。要健全党委（党组）理论学习中心组学习、基层党组织理论学习制度，完善党校（行政学院）、干部学院理论培训质量评估和动态优化机制，加强教材体系建设，推动党员、干部把党的创新理论转化为坚定理想信念、强大精神动力和出色工作业绩。

  第三，健全精准发力、标本兼治的监管体系。推进全面从严治党，重在真管真严，要在精准施治。要密切关注和分析研判党情党风新动向，坚持奔着问题去、对着根源治，既治标又治本，提高管党治党的精准性、实效性。

  要坚持党性党风党纪一起抓、治病强身相结合，改进党员管理机制，完善从严管理监督干部机制，健全正风肃纪常态化机制，完善一体推进不敢腐、不能腐、不想腐工作机制，通过全方位、全过程、全周期从严治理，把严的要求体现到管党治党各方面各环节，落实到党的各级组织和全体党员身上。

  要坚持党的自我监督和人民监督相结合，促进各类监督贯通协调，健全党统一领导、全面覆盖、权威高效的监督体系。要突出监督重点，着力抓好政治监督、领导班子特别是“一把手”监督、“三重一大”事项监督以及权力集中、资金密集、资源富集等重点领域的监督，切实让特权现象和腐败问题无所遁形。

  第四，健全科学完备、有效管用的制度体系。全面从严治党政治性、原则性强，必须有一套科学完备的制度来规范。制度建设要与管党治党需要相适应、与党的各项建设相配套，全方位织密制度的笼子。同时，也要防止制度过于烦琐、陷入“制度陷阱”。要加强系统集成，使各项制度成为有机整体，避免出现相互割裂、相互掣肘、碎片化现象。

  要深化党内法规制度建设改革，做好顶层设计、查漏补缺、提质增效文章。要面向实践需要，尊重基层首创精神，及时将好经验好做法上升为制度，使制度更加切合实际。要强化制度治党、依规治党的高度自觉，着力提高制度执行力，推动全面从严治党在法规制度轨道上向纵深发展。

  第五，健全主体明确、要求清晰的责任体系。全面从严治党是全党的共同责任，必须分层分类建立健全责任体系，以明确责任、压实责任推动各级党组织和广大党员、干部知责、担责、履责。

  要围绕加强对管党治党的领导、选好用好干部、强化权力运行监督制约、维护群众利益等，明确党委（党组）全面从严治党主体责任；围绕高效监督、从严执纪、精准问责等，明确各级纪委的监督责任；围绕抓好班子、带好队伍、推动落实，明确党委（党组）书记第一责任人责任；结合职责任务分工，按照“一岗双责”要求，明确领导班子其他成员的管党治党责任；围绕严于自律和互相监督、互相提醒帮助，结合党员、干部岗位特点和工作实际，明确党员、干部的具体责任。要健全精准科学的问责机制，层层传导压力，以责任主体到位、责任要求到位、考核问责到位，推动管党治党责任落实到位。

In the national governance system, our party occupies a leading core position that takes charge of the overall situation and coordinates all parties. To ensure the correct exercise and standardized operation of power and improve the party's governing ability and leadership level, it is necessary to ensure that the party and state cause are expanded wherever the party building covers. Party building in the new era is a systematic project that takes the political construction of the Party as the leader and all aspects of the Party's construction work in the same direction and comprehensively. First, improve the organizational system that is connected from top to bottom and has a strong implementation. The Party's leadership, Party management and Party governance must be implemented in practice, and the Party's central organizations, local organizations, and grassroots organizations must be strongly and smoothly connected. Only when the Party's organizational system is strict and the political and organizational functions of Party organizations at all levels are fully exerted, can the comprehensive and strict Party governance continue to advance in depth.

The key to a strict Party organizational system is to uphold the authority and centralized and unified leadership of the Party Central Committee, and the fundamental thing is to "uphold the two safeguards". We must improve the implementation mechanism of the Party Central Committee's major decisions and arrangements, promptly discover and solve problems such as "roadblocks", "middle obstructions" and "dead ends", and ensure that the Party Central Committee's orders are smooth and enforced. We must adhere to and improve the leadership system and organizational management system for party building work, form a work pattern of focusing on one level at a time, focusing on the lower levels, and focusing on the grassroots to strengthen the foundation, and promote the comprehensive improvement of party organizations at all levels and in all fields. We must persist in making up for shortcomings, filling gaps, improving quality, and strengthening functions, vigorously promote party building to lead grassroots governance, continue to rectify weak and scattered grassroots party organizations, and effectively improve the grassroots party organizations' ability to lead grassroots governance. We must adapt to the profound changes in the economy and society, explore and strengthen party building work in new economic organizations, new social organizations, and new employment groups, innovate party organization settings and activities, effectively solve the problems of who is responsible for party building work, how party organizations are built, how they work, and how to educate and manage party members, and expand the party's appeal, cohesion and influence in emerging fields. We must be good at using Internet technology and information technology to carry out party building work, and strive to achieve full coverage of party organizations and party work offline and online.

Second, improve the education system that consolidates the foundation and strengthens the mind.  Only by mastering scientific theories and consolidating ideological foundations can comprehensive and strict governance of the Party have a solid support. We must grasp the foundation of ideological construction, unremittingly promote the Party's innovative theoretical arming, persevere in strengthening Party spirit education, and guide Party members and cadres to transform the strategic policy of comprehensive and strict governance of the Party into conscious actions.

Since the 18th National Congress of the Communist Party of China, we have insisted on taking theoretical learning as the main line and continued to carry out concentrated education within the Party, effectively improving the Marxist level of the whole Party and effectively promoting the unity of the whole Party in politics, ideology and action. We must constantly innovate the methods and means of theoretical arming, adhere to the combination of regular education and concentrated education, theoretical arming and practical application, and strengthening Party spirit and increasing capabilities, and improve and implement the long-term mechanism of learning to cast souls, increase wisdom, correct style and promote work. We must improve the theoretical learning system of the Party Committee (Party Group) Theory Learning Center Group and the theoretical learning system of grassroots Party organizations, improve the quality evaluation and dynamic optimization mechanism of theoretical training in Party Schools (Administrative Colleges) and Cadre Colleges, strengthen the construction of teaching materials system, and promote Party members and cadres to transform the Party's innovative theories into firm ideals and beliefs, strong spiritual motivation and outstanding work performance.

Third, improve the supervision system that is precise and effective. To promote comprehensive and strict governance of the Party, it is important to truly manage and be strict, and to treat accurately. We must pay close attention to and analyze and judge the new trends in the Party's situation and style, insist on going to the problems and treating the root causes, both treating the symptoms and the root causes, and improve the accuracy and effectiveness of party governance.

We must adhere to the party spirit, party style and party discipline, and combine the treatment of illness and strengthening the body, improve the party member management mechanism, improve the strict management and supervision mechanism of cadres, improve the normalization mechanism of rectifying the style and discipline, and improve the integrated promotion of the work mechanism of not daring to be corrupt, not being able to be corrupt, and not wanting to be corrupt. Through all-round, full-process and full-cycle strict governance, the strict requirements are reflected in all aspects and links of party governance, and implemented on party organizations at all levels and all party members.

We must adhere to the combination of the Party's self-supervision and people's supervision, promote the coordination of various types of supervision, and improve the supervision system with unified leadership, comprehensive coverage, authority and efficiency of the Party. We must highlight the focus of supervision, focus on political supervision, supervision of the leadership team, especially the "top leader", supervision of "three major issues", and supervision of key areas such as power concentration, capital intensiveness, and resource enrichment, and make sure that privilege and corruption are nowhere to hide.

Fourth, improve a scientific, complete, effective and practical system. Comprehensive and strict governance of the Party is political and principled, and must be regulated by a set of scientific and complete systems. System construction must be adapted to the needs of managing and governing the Party, and be matched with the various Party constructions, and weave a cage of systems in all directions. At the same time, we must prevent the system from being too cumbersome and falling into the "system trap". We must strengthen system integration, make various systems an organic whole, and avoid mutual separation, mutual constraints, and fragmentation.

We must deepen the reform of the construction of Party regulations and systems, and do a good job in top-level design, checking for loopholes, and improving quality and efficiency. We must face the needs of practice, respect the initiative of the grassroots, and timely elevate good experiences and practices into systems to make the system more practical. We must strengthen the high degree of consciousness of governing the party by system and by rules, strive to improve the execution of the system, and promote the in-depth development of comprehensive and strict party governance on the track of laws and regulations.

Fifth, improve the responsibility system with clear subjects and clear requirements. Comprehensive and strict governance of the party is the common responsibility of the whole party. It is necessary to establish and improve the responsibility system in a hierarchical and classified manner to clarify responsibilities and consolidate responsibilities to promote party organizations at all levels and the majority of party members and cadres to know, assume, and fulfill their responsibilities.

We should clarify the main responsibility of the Party committee (Party group) for comprehensively and strictly governing the Party, centering on strengthening the leadership of Party management and governance, selecting and using cadres well, strengthening supervision and restriction on the exercise of power, and safeguarding the interests of the masses; clarify the supervisory responsibility of the discipline inspection committees at all levels, centering on efficient supervision, strict discipline, and precise accountability; clarify the responsibility of the Party committee (Party group) secretary as the first person in charge, centering on building a good team, leading the team well, and promoting implementation; clarify the responsibility of other members of the leadership team for managing and governing the Party, in accordance with the requirements of "one post, two responsibilities", in combination with the division of responsibilities and tasks; clarify the specific responsibilities of Party members and cadres, centering on strict self-discipline and mutual supervision, mutual reminders and help, and in combination with the characteristics of the positions of Party members and cadres and the actual work. We should improve the precise and scientific accountability mechanism, transmit pressure layer by layer, and promote the implementation of the responsibility of managing and governing the Party with the main responsible parties, responsibility requirements, and assessment and accountability in place.

To improve the system of comprehensive and strict governance of the Party and deepen the comprehensive and strict governance of the Party, the comrades of the Political Bureau of the Central Committee should take the lead, set an example, be strict with themselves, strictly assume their responsibilities, and strictly manage their jurisdiction, unite and lead the whole Party to govern the Party well and build it strong, and provide strong guarantees for comprehensively promoting the construction of a strong country and the great cause of national rejuvenation with Chinese-style modernization.
