"Establishing the President’s Make America Beautiful Again Commission"--President Trump Advances a Markets Modernization Program for the United States that also Promote Ecological Civilization and a Great National Rejuvenation of

The convergence of the vanguard institutional organs of Chinese and American social and political forces continues perhaps at an accelerating rate. What is converging, of course, are the core structural principles around which policy with either American or Chinese characteristics may be developed, and so developed, implemented through structures of administrative discretionary decision making.

In the case of both the Chinese and American basic political lines of the ruling parties, these core conceptual cages center on development, and on ecological civilization  in ways that are sensitive to the overall grounding principle of development.  Of course, development is intimately tied to context.  In China, development, in the form of socialist modernization, is the generative element of developing and operationalizing a Socialist path toward the establishment of a communist society in due course.  In the United States, on the other hand, development might be understood in its emerging form of markets modernization under the overall general direction of the State but grounded in the principles of private economic activity driving the forms and direction of that development and the forms that modernization takes, In both cases, of course, the object is wealth creation.  But the meaning of wealth, it identification and valuation--but more importantly its purpose, are quite distinct.  Those distinctions, however, do not affect the convergence of both systems on wealth and on its generation. 

Adam Smith and Karl Marx might well be quite pleased with this development. The Americans continue to chart the organic course of development that is meant, eventually to produce so much wealth that the social and class divisions of wealth no longer matter (very much a work in progress).  The Chinese cannot afford the luxury of organize development, in part because of the way in which they viewed the stat of their development and their geopolitical situation from the time of the establishment of its People's Republic. Chinese Leninism is meant to jump start development in ways that may accelerate and better manage what may be otherwise viewed as a sloppy lurching toward communism if societies are left to their own devices to find their way to the goal. 

In effect, the Americans rely on markets and autonomous social decision making to wobble its way toward perfection--however that is understood from time to tome and generation to generation. The market is the American Mass Line. The Chinese rely on an organized vanguard of social forces the institutions of which wield democratic political authority for and on behalf of national populations who must be guided toward their own self-revolution and a national rejuvenation that will bring the nation  closer to the realization of a communist state of perfection as that is understood by the national political vanguard (the Communist Party of China). The Party is the platform through which the Chinese Mass Line can serve as the basis for guided progress as modernization. In both centers of power, development, understood as modernization--whether Markets or Socialist, is also tempered by the needs of conservation.  Development that is constituted as a comprehensive wasting asset produces a contradiction that is unavoidable.  If, in that sense, modernization consumes the resources necessary for sustained modernization over generations (and it will take generations to achieve the apotheosis of the social and economic perfection of both societies according to those who might have an opinion on the matter) then modernization will fail. Effectively, a modernization program that effectively consumes itself produces the end of modernization rather than a pathway toward perfection.  In China, the response to this contradiction--that modernization can produce the end of modernization and a decline in the production of wealth and the conditions of life toward which the State must strive--has produced the policies around principles of "ecological civilization."In the United States, and certainly for more than a century, the notion is bound up on the traditional approaches of conservation and stewardship of resources (for one view see here)--and for some is bound up in a term "markets environmentalism. "The Four Principles of Market Environmentalism emphasize property rights, voluntary exchange, competition, and entrepreneurship as key pillars for environmental conservation." (HERE) But it also can suggest a more regulatory approach, for example as developed within the the E.U.'s European Green Deal and its American Green New Deal variation.  That idea, more interesting perhaps to the Presidency of Mr. Biden, does not appear to carry much weight with the Presidency of Mr. Trump.

All of this is much on display in President Trump's announcement, through an Executive Order dated 3 July 2025)  Establishing the President’s Make America Beautiful Again Commission. The text of that Executive Order follows below. The Executive Order fist sets up the core contradiction of markets development/ecological civilization (Section 1) which then points to its resolution: 

"Through both innovation and commonsense policies, America can preserve its natural beauty and expand outdoor recreation opportunities for future generations.  It is the policy of my Administration to prioritize responsible conservation, restore our lands and waters, and protect our Nation’s outdoor heritage for the enjoyment of the American people." (§1)

It then describes the objectives of appropriate measures to operationalize that resolution in § 2: "(a) promote responsible stewardship of natural resources while driving economic growth; (b) expand access to public lands and waters for recreation, hunting, and fishing; (c) encourage responsible, voluntary conservation efforts; (d) cut bureaucratic delays that hinder effective environmental management; and (e) recover America’s fish and wildlife populations through proactive, voluntary, on-the-ground collaborative conservation efforts."

To that end a specialized political organ is necessary to fill in the gaps and propose structures. That organ is  established "as the President’s Make America Beautiful Again Commission (Commission), which shall be chaired by the Secretary of the Interior (Chair), with the Assistant to the President for Domestic Policy serving as Executive Director (Executive Director)." (§3). That coordinating high level political organ is then to establish an administrative structure that provides guidance but also to guide in harmony with a markets model of collective action. These are then divided into several action items in § 4:   

(a) monitoring the implementation of this order and facilitating interagency coordination on conservation efforts; (b) providing to the President actionable recommendations for improving conservation efforts; (c) developing policies to recover fish and wildlife populations through collaboration rather than regulation, including policies involving coordination with State wildlife agencies; (d) recommending to the President solutions to expand access to clean drinking water and restore aquatic ecosystems to improve water quality and availability; and (e) developing policies to expand access to public lands, national parks, national forests, and wildlife refuges while promoting a wide range of outdoor recreation opportunities like hunting, fishing, hiking, biking, skiing, climbing, boating, off-roading, and wildlife viewing.

 Ironically, then, the convergence long sought by the victorious allies after 1945, for the transformation of global society is, in effect, going to be realized.  But its details look quite different in 2025 than they did in 2000. 

 

 

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

 Section 1.  Purpose.  The United States is blessed with vast beautiful landscapes, abundant natural resources, and a rich heritage of discovery by travelers and outdoorsmen.  America’s national parks, forests, waterways, and public lands have inspired generations and kindled our Nation’s spirit of exploration.  To ensure that the next generation of Americans inherits this same sense of duty and adventure, my Administration will prioritize conserving our great American national parks and outdoor recreation areas.

Years of mismanagement, regulatory overreach, and neglect of routine maintenance require action.  Land-use restrictions have stripped hunters, fishers, hikers, and outdoorsmen of access to public lands that belong to them.  These bureaucratic restrictions have undermined outdoor traditions and threatened conservation funding.  The National Park Service and the United States Forest Service face more than $23 billion and $10.8 billion in deferred maintenance, respectively, leaving roads, trails, and historic landmarks in disrepair.  Despite these challenges, our Nation has proven that conservation and economic growth go hand in hand.  Since the signing of the Great American Outdoors Act (Public Law 116-152), the outdoor recreation economy has grown to $1.2 trillion in economic output, and, in 2023, comprised 3.1 percent of employees in the United States and supported 5 million jobs.

Through both innovation and commonsense policies, America can preserve its natural beauty and expand outdoor recreation opportunities for future generations.  It is the policy of my Administration to prioritize responsible conservation, restore our lands and waters, and protect our Nation’s outdoor heritage for the enjoyment of the American people.

Sec2.  General Policies. All Federal land management agencies, as defined by 16 U.S.C. 6801(3), shall, to the extent practicable, ensure that their policies:

(a)  promote responsible stewardship of natural resources while driving economic growth;

(b)  expand access to public lands and waters for recreation, hunting, and fishing;

(c)  encourage responsible, voluntary conservation efforts;

(d)  cut bureaucratic delays that hinder effective environmental management; and

(e)  recover America’s fish and wildlife populations through proactive, voluntary, on-the-ground collaborative conservation efforts.

Sec3.  Establishment and Composition of the President’s Make America Beautiful Again Commission. (a)  There is hereby established the President’s Make America Beautiful Again Commission (Commission), which shall be chaired by the Secretary of the Interior (Chair), with the Assistant to the President for Domestic Policy serving as Executive Director (Executive Director).

(b)  In addition to the Chair and the Executive Director, the Commission shall include the following officials or their designees:

(i)     the Secretary of Defense;

(ii)    the Secretary of Agriculture;

(iii)   the Administrator of the Environmental Protection Agency;

(iv)    the Director of the Office of Management and Budget;

(v)     the Chairman of the Council of Economic Advisers;

(vi)    the Assistant to the President and Chief of Staff;

(vii)   the Assistant to the President for Economic Policy;

(viii)  the Chairman of the Council on Environmental Quality; and

(ix)    other members of my Administration invited to participate, at the discretion of the Chair and the Executive Director.

Sec4.  Conserving Our National Treasures. The Commission shall advise and assist the President regarding how best to responsibly conserve America’s national treasures and natural resources, including by:

(a)  monitoring the implementation of this order and facilitating interagency coordination on conservation efforts;

(b)  providing to the President actionable recommendations for improving conservation efforts;

(c)  developing policies to recover fish and wildlife populations through collaboration rather than regulation, including policies involving coordination with State wildlife agencies;

(d)  recommending to the President solutions to expand access to clean drinking water and restore aquatic ecosystems to improve water quality and availability; and

Sec5.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

(i)   the authority granted by law to an executive department or agency, or the head thereof; or

(ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

(d)  The costs for publication of this order shall be borne by the Department of the Interior.
