Cuba's Independent Jurists (Corriente Agramontista) Urgent Appeal in Times of Crisis (Declaración Urgente) for Humanitarian Aid to Cuba

Cuba's independent (from the perspective of the state sometimes labelled dissident) lawyers have for years sought to invoke Cuba's own system to realize reform along the lines they believe are necessary.  Their relationship with the state has been rocky at best (see, e.g., HERE, and HERE).  Many have been arrested or otherwise detained; though they also manage a certain freedom of movement within shifting approaches to official constraint (see here, and here). 

Their involvement in Cuban political reform has now intersected with Cuba's COVID response and policies. On 8 July 2021 the members of this organization distributed, though their organization an urgent appeal for foreign humanitarian aid to Cuba. The ext of the appeal follows below (in the orginal Spanish). 

The appeal is particularly sensitive, coming as it does, even at the moment that Cuban authorities proclaim to the world that they have developed a low cost vaccine that is effective against COVID (see HERE: COVID Vaccine Narratives: "Cuba says second COVID-19 vaccine Soberana 2 boasts 91.2% efficacy").  It highlights the contradiction that arises from the two divergent trajectories of events in Cuba relating to COVID and the pandemic.  On the one hand, the state has invested substantial resources in projecting medical assistance world wide, either in return for valuable foreign exchange or for humanitarian reasons.  At the same time, the Cuban population is experiencing substantial hardship in meeting the requirements of everyday life. The development of the Soberana 2 vaccine, then, is meant to point to the success of Cuba's political-economic system  and its ability to produce world class contributions to great global crisis. The call for humanitarian assistance is meant to do the opposite--to suggest that either the price of state choices was too high, or that even in its vaccine success, the state has failed. At the same time the call for humanitarian assistance points to the costs of such success. And it exposes a narrative of Cuba's political choices that the state apparatus might either reject or recharacterize in more benign terms. 

It points as well to a larger set of insights about COVID narratives. The first is that curated narratives tend to refine single story lines in ways that, by emphasizing one set of actions or conclusions, diminishes others.  The second is that the constellation of stories that constitute a COVID narrative for any place, for any group, or for any collective, is likely to be incoherent, in the sense that they do not all necessarily contribute to either a single storyline conclusion or to a self-reinforcing judgment about what ever is meant to be privileged by an otherwise curated narrative.  The third is that the analytics of such narratives reflect exogenous outlooks that tend to shape the meaning and trajectories of such stories and the value (importance) that they may be vested with. COVID narratives, the, may better reflect the societal conversations  about its norms, values, and expectations, rather than some sort of fact based description of events from which a judgment may be made that is either comprehensive or neutral.  What COVID narratives appear to expose, then, is its endogenous elements (the data points that serve as facts) are given meaning by and arranged in a coherent appearing value order  through the application of exogenous values and expectations, producing a narrative that curates both. The rest, perhaps, is politics.    

 



DECLARACIÓN URGENTE


Los integrantes de la Corriente Agramontista (la más antigua y nutrida agrupación de abogados independientes de Cuba) hemos decidido emitir y circular el presente documento en razón de la situación especialmente crítica en la cual se encuentra sumida hoy nuestra Patria.

En el plano económico, la situación del país ha sufrido desde hace años una evidente involución, la cual no ha hecho más que exacerbarse en este 2021 a raíz de la implantación de la llamada “Tarea Ordenamiento”, que ha representado un ataque feroz contra los ingresos reales del cubano de a pie. A las dificultades surgidas en este terreno a nivel mundial (que son reales), hay que agregar otros desastres de origen nacional, como la reciente zafra azucarera, que puede ser calificada como un verdadero desastre. En medio de esa ruinosa coyuntura económica, podemos constatar la profunda agudización de la situación epidemiológica relacionada con la presencia entre nosotros del virus Sars-COV-2. Y lo que es peor, sin perspectiva alguna de alcanzar una pronta mejoría.

En días recientes, hemos visto, en la prensa independiente y las redes sociales, informaciones e imágenes sobrecogedoras, que ilustran la crítica situación de hacinamiento, precariedad y desamparo en la que se encuentran los enfermos que están en los hospitales de la Isla (al tiempo que otros, según las informaciones, ni siquiera han podido acceder a esos centros asistenciales). Impactan en ese sentido las noticias provenientes de Cárdenas, nuestra Ciudad-Bandera, convertida en epicentro de la epidemia. Pero los comentarios y fotos alarmantes abarcan también otras localidades de la provincia de Matanzas, así como de casi todo el país.

El régimen castrista ha anunciado el envío a esos puntos más afectados de algunos médicos recién graduados. Mejor sería —claro está— que dispusiesen el retorno a Cuba de los miembros de la Brigada “Henry Reeve”, que prestan servicios en medio mundo (y no sólo de unos poquitos de ellos, como acaban de hacer). Esto permitiría no sólo que los enfermos recibieran la atención de verdaderos especialistas; también serviría para conjurar las acusaciones de “esclavitud moderna” que de modo insistente se emiten sobre esos profesionales de la salud. Al propio tiempo, el gobierno cubano ha optado por repetir lo que siempre ha hecho: enfrentar las severas críticas con una actitud triunfalista y consignas victoriosas, como la que enarbolan ahora, que afirma que ninguna provincia será abandonada.

Pero por encima de la retórica y los éxitos fingidos están las realidades apabullantes, que confirman que nuestra Patria enfrenta una situación catastrófica, la cual sólo podemos esperar que se agrave aún más con el paso del tiempo.

Por ello la Corriente Agramontista estima que, es imprescindible que las autoridades reconozcan que Cuba se halla sumida en una profunda crisis humanitaria, y que soliciten y acepten toda la ayuda (tanto asistencial, como en alimentos y fármacos) que puedan brindar las organizaciones internacionales (incluyendo el fondo de vacunas COVAX) y países extranjeros. Y deberá permitirse que esta ayuda pueda ser recibida libremente no sólo por agentes gubernamentales, sino también por ONGs y ciudadanos particulares, sin exclusiones, discriminaciones ni condicionamientos de clase alguna.

Al propio tiempo, pedimos a todas las mencionadas organizaciones internacionales y países extranjeros que, en la medida de sus respectivas posibilidades, respondan de modo positivo a esa solicitud tan pronto ella se formalice, lo cual agradecerá infinitamente el pueblo cubano.

Hacemos estos pedidos porque sólo de ese modo será posible conjurar la terrible catástrofe.
