It is very easy to miss the small things that suggest big concepts in Latin America, IN that respect it is always worth watching the Mexican government, Unlike the Brazilians, whose high functionaries are sometimes at the vanguard of the intellectual currents of Latin American development and regionalism, the Mexicans tend to be great barometers of the the phenomenology of the intellectual currents that tend to capture all the attention of a global elite audience (and their popularizers in the legacy press) always looking for something that may appeal to their sense of capacity building for the less fortunate.
PEMEX and Mexico, in this respect, ought to be on virtually everyone's radar. It represents the realities on the ground of the challenges and strategic uses of the petrochemical industry in the service of the State and in the process of illustrating the realities of a development focused approach, not just to climate change but to the imperatives of development as well. PEMEX has been challenged in both respects; it appears to be coming back, if only because of the necessity of providing the means through which Mexico can continue to develop, and in developing begin to more forcefully confront the issues of the unofficial and suppressed economies that are a drag on overall Mexican stability (and therefore on Mexican development).
More than that, petroleum is a means both of reducing dependence of the regional hierarch, and on the possibilities of advancing regionalism in actin--especially with respect to states like Cuba. Tp those ends President Sheinbaum's emphasis on a small aspect of this--PEMEX's Escolín de Poza Rica project is worth considering, both as a window into the way in which development is oriented in Mexico, and for its geo-political possibilities. Desde Veracruz, la Presidenta Claudia Sheinbaum Pardo, destacó que entre las acciones prioritarias para esta entidad se encuentra la recuperación de la industria petroquímica de Petróleos Mexicanos (Pemex) y por ello, junto al gobierno del estado, se construye el proyecto Escolín de Poza Rica para la producción de fertilizantes.
“En energía algo muy importante, que Rocío (Nahle, gobernadora de Veracruz) nos está ayudando, se está construyendo, rehabilitando completamente, el proyecto —le llamamos— Escolín en Poza Rica para producción de fertilizantes, que ya inició. Y estamos recuperando toda la industria petroquímica de Pemex”, puntualizó.
Además, como parte de su gira de rendición de cuentas, informó que 2 millones 683 mil 79 de veracruzanas y veracruzanos son derechohabientes de alguno de los Programas para el Bienestar, los cuales son derechos establecidos en la Constitución y que se otorgan a través de una inversión anual de 59 mil millones de pesos (mdp), que reciben de manera directa, sin intermediarios y sin condicionamientos.
Recordó que los Programas para el Bienestar, junto con el aumento del salario mínimo y la recuperación de la obra pública por parte del gobierno, permitieron sacar de la pobreza a 13.5 millones de mexicanos y mexicanas de 2018 a 2024, así como reducir la brecha de desigualdad.
Detalló que en este estado, 921 mil 915 personas reciben la Pensión para el Bienestar de las Personas Adultas Mayores; 114 mil 62 de la Pensión para el Bienestar de las Personas con Discapacidad; 44 mil 675 de Jóvenes Construyendo el Futuro; 27 mil 56 de Jóvenes Escribiendo el Futuro; 248 mil 631 de las becas Benito Juárez; 280 mil 299 de becas para primaria; 25 mil 266 del programa Bienpesca; 178 mil 68 de Producción para el Bienestar; 159 mil 440 con Fertilizantes Gratuitos producidos por Pemex; 61 mil 350 de Sembrando Vida; 6 mil 726 escuelas de educación básica y 684 preparatorias reciben apoyo a través de La Escuela es Nuestra; 252 mil 664 de Leche para el Bienestar; así como 205 mil 184 de la Pensión Mujeres Bienestar y 267 mil 819 de la beca Rita Cetina.
En materia de obra pública, destacó la construcción de 64 Centros de Educación y Cuidado Infantil (CECI); la inauguración, el 21 de noviembre, del Hospital Comunitario de Nautla; el 30 de noviembre del Hospital de Salud Mental de Orizaba; así como la rehabilitación del Hospital Materno Infantil de Coatzacoalcos, que se realizó en julio; la ampliación y remodelación del Centro Estatal de Cancerología de Xalapa. Además, anunció la construcción del Hospital General de Zona de Minatitlán; y las sustituciones de los hospitales de Pánuco, de Misantla y Tuxpan; la construcción de la Sala de Hemodinamia en el Hospital General de Zona en Xalapa; de un Centro Salud y Servicios Ampliados (CESSA) en Gutiérrez Zamora; del acueducto de La Cangrejera para Coatzacoalcos, así como el Puente para acceder al Puerto de Veracruz; la ampliación de preparatorias y la construcción de un campus de la Universidad Nacional Rosario Castellanos (UNRC).
Finalmente, agregó que se construirán 38 mil 950 viviendas de la Comisión Nacional de Vivienda (Conavi) y 65 mil del Instituto del Fondo Nacional de la Vivienda para los Trabajadores (Infonavit); además de quitas y condonaciones de adeudos para 262 mil 235 derechohabientes del Infonavit y 10 mil del Fondo de la Vivienda del Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (FOVISSSTE).
La gobernadora de Veracruz, Rocío Nahle García, reconoció a la Presidenta Claudia Sheinbaum Pardo como la mandataria con mayor liderazgo en el mundo, y adelantó que los cinco años que restan de este gobierno serán de crecimiento para consolidar el Segundo Piso de la Cuarta Transformación.

In Veracruz, President Claudia Sheinbaum Highlights the Recovery of the Entire PEMEX Petrochemical Industry
She highlighted that 2,683,079 Veracruz residents are beneficiaries of the Wellbeing Programs, through an annual investment of 59 billion pesos.
From Veracruz, President Claudia Sheinbaum Pardo emphasized that among the priority actions for this state is the recovery of the petrochemical industry of Petróleos Mexicanos (Pemex). Therefore, together with the state government, the Escolín de Poza Rica project is being built for the production of fertilizers.
“In terms of energy, something very important, which Rocío (Nahle, governor of Veracruz) is helping us with, is the construction and complete rehabilitation of the Escolín project—we call it—in Poza Rica for fertilizer production, which has already begun. And we are recovering Pemex's entire petrochemical industry,” she emphasized.
Furthermore, as part of his accountability tour, he reported that 2,683,079 Veracruz residents are eligible for one of the Wellbeing Programs, which are rights established in the Constitution and granted through an annual investment of 59 billion pesos (mdp), which they receive directly, without intermediaries and without conditions.
He recalled that the Welfare Programs, along with the increase in the minimum wage and the government's restoration of public works, helped lift 13.5 million Mexicans out of poverty from 2018 to 2024, as well as reducing the inequality gap.

In terms of public works, he highlighted the construction of 64 Child Education and Care Centers (CECI); the inauguration of the Nautla Community Hospital on November 21; the Orizaba Mental Health Hospital on November 30; the renovation of the Coatzacoalcos Maternal and Child Hospital, which was completed in July; and the expansion and remodeling of the Xalapa State Cancer Center. He also announced the construction of the Minatitlán General Hospital. and the replacement of the hospitals in Pánuco, Misantla, and Tuxpan; the construction of the Hemodynamics Room at the General District Hospital in Xalapa; a Health and Expanded Services Center (CESSA) in Gutiérrez Zamora; the La Cangrejera aqueduct for Coatzacoalcos, as well as the bridge to access the Port of Veracruz; the expansion of high schools; and the construction of a campus for the Rosario Castellanos National University (UNRC).
Finally, he added that 38,950 homes will be built by the National Housing Commission (Conavi) and 65,000 by the National Workers' Housing Fund Institute (Infonavit); in addition to debt cancellations and waivers for 262,235 Infonavit beneficiaries and 10,000 by the Housing Fund of the Institute of Security and Social Services for State Workers (FOVISSSTE).
Veracruz Governor Rocío Nahle García recognized President Claudia Sheinbaum Pardo as the leader with the greatest leadership in the world and announced that the remaining five years of this administration will be years of growth to consolidate the Second Stage of the Fourth Transformation.
