Qin Xuan, Director of the Institute of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era at Renmin University of China, and Qiu Anqi, Lecturer at the School of Marxism at Renmin University of China have published a most interesting essay. Entitled 在守正创新中推动马克思主义理论学科高质量发展 [Promoting the High-Quality Development of the Discipline of Marxist Theory Through Upholding Integrity and Innovation], the essay was originally published in 光明日报 [Guanming Daily] (21 May 2026) .
Everything is under construction in China. That is as it ought to be. And it ought to be as a function of the fundamental political line of Chinese Marxist Leninism--a fundamental political line built ion the driving force of socialist modernization as the core foundation of the political economic model and of the task around which Chinese Marxism and Chinese Leninism is both constructed and developed as China proceeds along the socialist path toward the establishment of a communist society under the leadership and guidance of the Communist Party. In that respect, both Marxism and Leninism might be understood each as one of the productive forces of the nation; and since the 3rd Plenum of the 20th CPC Congress, all productive forces are understood to be further developed within the framework of high quality production that favors innovation. That had been the thrust of remarks made at a conference held at Renmin University in September 2026: "A Question on Chinese Modernization and the Vanguard Party” [“关于中国现代化和先锋党的问题”] (focusing on the constitution of socialist modernization and its relationship to the new important concept of new quality development of productive forces. With that as a framework, the remarks focused on a consideration of the ramifications of this form of development theory for governance.")
That brings me to the question for which I hope this group of eminent scholars and officials may help me consider correctly. The question: Is the Communist Party itself the manager or supplier of national productive forces or is the Communist Party also a superior productive force? The question thus focuses on the extent and manner to which the Party must itself apply the principles of socialist modernization, especially as they have been thoroughly explained by the General Secretary, to its own organization and to the contribution of its own productive forces to China’s forward movement along the Socialist path.
Under the leadership of the General Secretary and at the core of the 3rd Plenum’s consideration of developing socialist modernization theory, it has become clear that the need to meet the challenge of the current general contradiction requires the focusing of all of the nation’s productive forces. Those productive forces, in turn, serve as the engine of socialist modernization itself by embracing the entirety of the productive capacities of the social, cultural, economic and political spheres. It is also aligned with China’s international relations.
It is now well understood that these necessary evolutionary changes also required a change in conception— from productive to New quality productive forces. The emphasis is on innovation, being in accord with the times, bring the past forward and moving into the future. Nonetheless new quality production applies comprehensively, suggesting the path forward for the current realization of socialist modernization. It is in this respect that the issue of the way in which the principles of socialist modernization, and especially of its concepts of new quality production apply to the work of the Party and its organs. It is to that question--"The relationship between being a productive force and directing or supplying productive forces for the nation, might be considered a central element in evolving Chinese Marxist-Leninist theory!" (Ibid.)--to which much of the essay, 在守正创新中推动马克思主义理论学科高质量发展 , is devoted.
The object is to consider the construction--the modernization--of a Chinese Marxist system, attended to and directed through principles of Chinese Leninism. The necessity of Marxist theoretical production is made clear from its characterization as the the core Leninist element, the leading force driving and guiding the fields of philosophy and the social sciences. " Discipline construction serves as the foundational undertaking for conducting basic research, applied research, and frontier exploration. The discipline of Marxist theory stands as the leading discipline within China's system of philosophy and social sciences with Chinese characteristics. " [学科建设是开展基础研究、应用研究、前沿探索的基础工程。马克思主义理论学科是中国特色哲学社会科学学科体系中的领航学科。] (在守正创新中推动马克思主义理论学科高质量发展). Philosophy and the social sciences are elements of knowledge production the acceleration of the development of which is dependent on the leading role of Marxist theory. Philosophy and the social sciences, then, become extensions of, they express in practical terms philosophy and the social sciences in its most productive and efficient forms--as productive forces the highest and best use of which is as contributors to forward movement along the Socialist Path. In that critical objective, the development of Marxist theory with Chinese characteristic serves as the guiding element. " Over the past decade, the construction of the discipline of Marxist theory has achieved substantial progress, and its leading role within the system of philosophy and social sciences with Chinese characteristics has become increasingly prominent. Qin and Qiu then explore this high quality production of Marxist theory in two sections: (1) Substantial Progress Achieved in the Construction of the Discipline of Marxist Theory [马克思主义理论学科建设取得长足发展]; (2) Opportunities and Challenges Facing the Development of the Marxist Theory Discipline [多策并举推进马克思主义理论学科高质量发展]; 爱你的(3) Take Multiple Measures to Promote high-Quality Development of Marxist Theoretical Discipline [多策并举推进马克思主义理论学科高质量发展].
With respect to the first, Qin and Qiu disaggregates the role of Marxist theoretical development into two distinct spheres: serving national strategies and consolidating the guiding status of Marxism in the ideological sphere. "Upholding the commitment to serving national strategies, thereby powerfully consolidating the guiding status of Marxism in the ideological sphere. [坚持服务国家战略,有力巩固马克思主义在意识形态领域的指导地位。] (在守正创新中推动马克思主义理论学科高质量发展).
First, scientific research has yielded even more fruitful results, providing academic support for driving the Party's theoretical innovation. A vast body of theoretical workers has focused their research on classic Marxist texts, fundamental Marxist theories, and the latest achievements in the Sinicization and modernization of Marxism; in doing so, they have produced a collection of high-caliber, exemplary works that have played a pivotal role in elevating the level of Marxist theoretical understanding throughout the entire Party and the theoretical community. Second, the research and interpretation of the Party's innovative theories have deepened significantly, providing a crucial guarantee for enhancing the effectiveness of theoretical study and publicity. The development of the Marxist theory discipline has consistently prioritized its vital role in rallying hearts and forging souls. This, the author's argue, have facilitated the internalization of Marxism as the foundational premise of the Chinese cognitive cage. It also provides intellectual support for Chinese modernization. Marxist theory with Chinese characteristics, then, can be understood as the theoretical structuring of socialist modernization with Chinese characteristics. Marxist theory is the conceptual framework within which it is possible to operationalize itself as Chinese (socialist) modernization, That modernization, under the guidance of the CPC (and the parallel guidance of Chinese Marxist theory) provides the Leninist operational element. Marxist theory, then focuses on Marxist (socialist) development as the primary task; the task of socialist Modernization and Marxism itself, then, is an expression of Leninist organization and application. " Over the past decade—driven by the deepening and expansion of disciplinary development—the field of Marxist theory has achieved substantial progress in terms of layout optimization, scale expansion, platform construction, and institutional standardization. " [十年来,伴随学科建设纵深推进,马克思主义理论学科在布局优化、规模拓展、平台建设、制度规范等方面取得长足进步。一是学科布局持续优化。] (Ibid.). Much of this is reflected in the institutionalization of the educational structures of theoretical Chinese style Marxism. "The attainment of these achievements has enabled the discipline of Marxist Theory to establish a comprehensive and efficiently functioning institutional framework, laying a solid foundation for it to fulfill its leading role within China’s system of philosophy and social sciences with Chinese characteristics." [四是思政课教学成效显著提升。通过精心设立实践教学基地,持续举办思政课骨干教师研修班,创新举办覆盖全国思政课教师的高校思政课集体备课会,切实提升了高校思政课教学的针对性和实效性。] (Ibid.).
The projection of all of this theory and its practice is to be undertaken through Ideological and Political Theory Courses (IPTCs). " Over the past decade, the discipline of Marxist Theory has consistently regarded the support of IPTC development as a core mission; consequently, it has made significant strides in terms of developmental philosophy, reform and innovation, pedagogical methods, and educational outcomes. "[十年来,马克思主义理论学科始终将支撑思政课建设作为学科发展的重要使命,在建设理念、改革创新、教学方法、教学成效等方面取得显著进展。]. (Ibid.). And thus Marxist development and deployment of the productive forces of Marxism itself through its Lemni9nist elee3mt--the constitution of a n institutional vanguard that is meant to apply Leninist theory (democratic centralism and the mass line) to the teaching and incorporating of Marxist productivity in shaping and directing philosophy and the social sciences. What that needs is a functionally differentiated sub-collective of dedicated talent. "Over the past decade, the discipline of Marxist Theory has made concerted efforts in both team building and talent cultivation, providing a solid foundation of human resources for its sustainable development." [十年来,马克思主义理论学科在队伍建设和人才培养上双向发力,为学科可持续发展提供了坚实人才保障。] (在守正创新中推动马克思主义理论学科高质量发展). And thus Leninist recursivity in the production of cadres that serve as the front line developers and teachers of Marxist theory that drives modernization--both of the productive forces of the nation and the education cadres as elements of the productive forces of education.
This produces opportunities and challenges. That is the subject of the second section of the essay, Opportunities and Challenges Facing the Development of the Marxist Theory Discipline [多策并举推进马克思主义理论学科高质量发展]. This is divided into four sections. The first, touches on the strategic leadership opportunities arising from the expansion of the discipline's mission. This focuses on the construction of an independent knowledge systems for philosophy and social sciences with Chinese characteristics, that is for knowledge production that in all its elements is Marxist. That in turn suggests the quite conscious effort to construct a quite specific cognitive cage of Chinese Marxist theory which then is the basis for rationalizing the entirety of Chinese reality. "In particular, the call to "accelerate the construction of an independent knowledge system for philosophy and social sciences with Chinese characteristics" has further expanded the functional positioning and mission of the Marxist theory discipline, providing strategic impetus for the discipline to plan its future development from a higher vantage point and within a broader framework." [特别是“加快构建中国哲学社会科学自主知识体系”的提出,进一步拓展了马克思主义理论学科的功能定位和职责使命,为学科在更高站位、更大格局中谋划发展提供了战略牵引。]
The second explores opportunities for theoretical innovation arising from magnificent practical achievements. Practice serves as the foundation of theory. This focuses on the use of Marxist dialectics and especially in the form of the mass line element of Chinese Leninism. "The great practice of Chinese modernization in the new era—along with the full demonstration of the institutional strengths of China—has provided the discipline of Marxist theory with a wealth of empirical material and new points for theoretical growth; consequently, the conditions are now more mature than ever to "It has provided a wealth of empirical material and new points of theoretical growth for the discipline of Marxist theory, and the conditions for "summarizing Chinese experience through Chinese principles and elevating that experience into Chinese theory" have become increasingly mature." The third returns Marxism to the Communist international. It suggests the possibilities of developing Marxist theory with Chinese characteristics in a way that produces a foundation for a new international. "This presents a brand-new historical opportunity for the discipline of Marxist theory to go global, tell China's story well, and enhance its international academic influence." [这为马克思主义理论学科走出国门、讲好中国故事、提升国际学术影响力提供了全新历史机遇。]. (在守正创新中推动马克思主义理论学科高质量发展).
The fourth touches on innovation and development opportunities brought about by digital technology empowerment. "The rapid development of digital technology has provided strong technical support for the digital compilation of classic documents, paradigm innovation in academic research, intelligent transformation of ideological and political teaching models, and precise access to theoretical dissemination, and has opened up a new space for the high-quality development of Marxist theoretical disciplines." [数字技术的飞速发展,为经典文献的数字化整理、学术研究的范式创新、思政课教学模式的智能化变革、理论传播的精准化触达等提供了强大技术支撑,为马克思主义理论学科高质量发展打开了全新空间。] (在守正创新中推动马克思主义理论学科高质量发展).
Then to the challenges. The first includes quality problems ("In individual places and universities, there is a tendency to emphasize form over content and performance over problems in subject construction"); the second touches on uneven quality of instruction among universities ("The problem of uneven subject development between the eastern and central and western parts of the country and between key universities and general universities is more prominent"); the third touches on the risks of reliance on subsidies and support from outside localities; the fourth touches on rigidity in research and teaching that impedes innovation ("the homogeneity phenomenon in the subject research of Marxist theory is relatively serious, and the ability to use academics to talk about politics and conduct theoretical innovation based on practical innovation needs to be improved"); and the fifth touches on the need to transform Marxist theory and education through the use of digital technologies ("The deep integration of digital technology and ideological and political teaching has not yet been effectively carried out");
The essay ends with the consideration of the application of Leninist measures to the further and scientific development of the structures within which advances in innovative Marxist theory that is useful may be realized. These include the core praxis of Chinese Leninism--independent knowledge systems, democratic centralism, the mass line, collective knowledge production, the political as a productive force, working upwards from practice and downwards from theory, and Marxist internationalism.
But above all of that is a fundamental theory that Marxist theory is recursive, but that its iterative mimesis produces progress that is organic and inevitably leads forward along a Socialist path.
"This is an era that needs theory and will be able to produce theory. This is an era that needs ideas and will be able to produce them. We cannot let down this era." To continue to promote the discipline construction of Marxist theory at a new historical starting point, we must objectively analyze the new situation facing discipline construction, persist in innovation, and follow the path of high-quality and connotative development. [“这是一个需要理论而且一定能够产生理论的时代,这是一个需要思想而且一定能够产生思想的时代。我们不能辜负了这个时代。”在新的历史起点上继续推进马克思主义理论学科建设,必须客观分析学科建设面临的新形势,坚持守正创新,走好高质量内涵式发展之路。] (在守正创新中推动马克思主义理论学科高质量发展).
The essay is remarkable, then, for advancing notions inherent in the 3rd Plenum on high quality productivity attached to the core premise of socialist modernization and attaching these in turn, to the characterization of the political work of the vanguard, including its work on the theoretical level, as a subject of high quality production essential to socialist modernization. One can quibble with its approach and analysis; but that is far less important than what appears to be a growing acceptance of the CPC and its work as falling within socialist modernization, and in dialectic with it.

不断提升育人实效,以学科发展支撑思政课建设取得显著成效。十年来,马克思主义理论学科始终将支撑思政课建设作为学科发展的重要使命,在建设理念、改革创新、教学方法、教学成效等方面取得显著进展。一是思政课建设理念不断升华。从“思政课是落实立德树人根本任务的关键课程”的战略定位,到“思政课的本质是讲道理”的规律揭示,再到“大思政课”理念的提出与实践,这些为新时代推动思政课建设提供了根本遵循。二是思政课改革创新纵深推进。“习近平新时代中国特色社会主义思想概论”课程在全国大中小学全面开设,统编教材出版发行,大中小学思政课一体化建设持续推进,思政课建设在课程、教材、教学等方面实现同步提质。三是思政课教学方法不断创新。案例教学、情境教学、翻转课堂等方法广泛应用,虚拟仿真、大数据、人工智能等数字技术深度融入教学,“大思政课”建设使育人场域从课堂延伸到社会。四是思政课教学成效显著提升。通过精心设立实践教学基地,持续举办思政课骨干教师研修班,创新举办覆盖全国思政课教师的高校思政课集体备课会,切实提升了高校思政课教学的针对性和实效性。
优化人才队伍建设,充分激活学科发展内生动力。人才队伍是学科发展的第一资源。十年来,马克思主义理论学科在队伍建设和人才培养上双向发力,为学科可持续发展提供了坚实人才保障。一是马克思主义理论人才队伍不断壮大。专职研究人员数量持续增长,学历结构、年龄结构、学缘结构、职称结构明显优化,一批领军人才和中青年学术骨干崭露头角,一支信仰坚定、理论功底扎实、数量充足、结构优化的高素质研究队伍加速形成。二是各层次人才培养工作取得显著成效。学科人才培养结构不断优化,形成了本硕博一体化人才培养体系,实现了人才培养的连续性、专业化和递进性,稳步提升了人才培养质量。三是人才培养与队伍建设实现良性互动。通过实施“高校思想政治理论课教师队伍后备人才培养专项支持计划”“高校思政工作骨干在职攻读博士学位专项计划”等举措,为学校思政课教学和基层思想政治工作输送大量优秀人才,这种人才培养与队伍建设相互促进的良性循环,为学科持续繁荣发展注入了不竭动力。
马克思主义理论学科建设面临的机遇与挑战
新时代新征程,马克思主义理论学科建设既面临前所未有的机遇,也面临不容忽视的挑战。研判机遇与挑战,是推动学科在守正创新中实现高质量发展的重要前提。
从机遇来看,学科使命拓展、伟大实践滋养、全球秩序调整、数字技术赋能等多重有利因素相互交织,为马克思主义理论学科进一步发展提供了广阔空间。
其一,学科使命拓展带来的战略引领机遇。从2015年中共中央办公厅、国务院办公厅印发《关于进一步加强和改进新形势下高校宣传思想工作的意见》要求“提升马克思主义理论学科的引领作用,实施马克思主义理论学科领航计划”,到2016年习近平总书记在哲学社会科学工作座谈会上强调“坚持马克思主义在我国哲学社会科学领域的指导地位”,再到2017年中共中央印发《关于加快构建中国特色哲学社会科学的意见》提出“巩固马克思主义理论一级学科基础地位,加强哲学社会科学各学科领域马克思主义相关学科建设”,马克思主义理论学科在中国特色哲学社会科学体系中的引领地位逐步确立。特别是“加快构建中国哲学社会科学自主知识体系”的提出,进一步拓展了马克思主义理论学科的功能定位和职责使命,为学科在更高站位、更大格局中谋划发展提供了战略牵引。
其二,恢弘实践成就带来的理论创新机遇。实践是理论之基。马克思主义的重大理论创新,往往是在总结实践经验的基础上提炼升华而来的。新时代中国式现代化伟大实践、中国制度优势的充分彰显,为马克思主义理论学科提供了丰富的经验素材和新的理论生长点,“用中国道理总结好中国经验,把中国经验提升为中国理论”的条件更加成熟。
其三,全球秩序调整带来的国际传播机遇。世界百年未有之大变局加速演进,国际社会对中国理论、中国道路、中国方案的关注度持续提升,全球对中国化时代化马克思主义的研究与借鉴需求日益增长。这为马克思主义理论学科走出国门、讲好中国故事、提升国际学术影响力提供了全新历史机遇。
其四,数字技术赋能带来的创新发展机遇。以大数据、人工智能、区块链等为代表的新一轮科技革命和产业变革,正在深刻改变人类社会的生产方式、生活方式和思维方式。数字技术的飞速发展,为经典文献的数字化整理、学术研究的范式创新、思政课教学模式的智能化变革、理论传播的精准化触达等提供了强大技术支撑,为马克思主义理论学科高质量发展打开了全新空间。
与此同时,马克思主义理论学科在快速发展中累积了一些亟待破解的存量难题,也面临世界之变、历史之变、时代之变带来的一些增量问题。
一是学科建设亟待从规模扩张转向质量提升。学科点数量的快速增长在一定程度上带来了建设水平的参差不齐,“大而不强”“多而不优”的问题在一定范围内仍然存在,个别地方和高校在学科建设中存在重形式轻内容、重成绩轻问题的倾向。
二是学科建设亟待从突破式发展转向均衡式发展。不同区域、不同层次高校之间的马克思主义理论学科建设水平差距较大,东部与中西部、重点高校与一般高校之间的学科发展不均衡问题较为突出,发展资源配置尚需进一步优化。
三是学科建设亟待从外部条件保障式发展转向主体自觉有为型发展。学科建设不能仅仅依赖外部政策支持和资源投入,归根结底要靠自身。有为才能有位,马克思主义理论学科建设只有切实把学科队伍建强建优,才能使学科的引领地位真正名副其实。
四是学科建设面临创新能力不足问题。当前,马克思主义理论学科研究中同质化现象较为严重,用学术讲政治、立足实践创新进行理论创新的能力还有待提升。面对现实变革步伐的持续加快,理论研究的回应在一定程度上存在滞后,学科的理论供给与实践发展之间的张力日益凸显,“解释世界”“改变世界”的能力有所不足。

The discipline of Marxist theory stands as the leading discipline within China's system of philosophy and social sciences with Chinese characteristics. On May 17, 2016, General Secretary Xi Jinping delivered an important speech at a symposium on philosophy and social sciences work; in it, he systematically expounded upon the importance of "upholding the guiding status of Marxism in the realm of philosophy and social sciences in my country." He explicitly set forth the crucial task of "accelerating the construction of philosophy and social sciences with Chinese characteristics" under the guidance of Marxism—providing fundamental guidelines for the development of philosophy and social sciences in the new era, and charting a clear course for the construction of the discipline of Marxist theory. Over the past decade, the construction of the discipline of Marxist theory has achieved substantial progress, and its leading role within the system of philosophy and social sciences with Chinese characteristics has become increasingly prominent. On this new journey—as we advance the great rejuvenation of the Chinese nation through Chinese modernization—we must foster theoretical innovation grounded in practical innovation, and further drive the high-quality development of this discipline by simultaneously upholding fundamental principles and embracing innovation.
Substantial Progress Achieved in the Construction of the Discipline of Marxist Theory
Since the 18th National Congress of the Party, the Party Central Committee—with Comrade Xi Jinping at its core—has attached great importance to strengthening the Party through ideological and theoretical means. General Secretary Xi Jinping has delivered a series of important discourses centered on enhancing the research and construction of Marxist theory; these discourses have profoundly addressed fundamental and directional issues regarding the upholding and development of Marxism, and have systematically elucidated the directional goals, basic principles, fundamental tasks, and key priorities for research and discipline construction in Marxist theory, thereby providing scientific guidance and fundamental guidelines for the development of this discipline. Over the past decade, under the strong leadership and high-level strategic planning of the Party Central Committee, the discipline of Marxist theory has entered a phase of rapid development, achieving historic accomplishments in areas such as serving national strategies, refining the disciplinary system, enhancing the effectiveness of talent cultivation, and optimizing the talent pool.
Upholding the commitment to serving national strategies, thereby powerfully consolidating the guiding status of Marxism in the ideological sphere. Over the past decade, the discipline of Marxist theory has remained steadfastly committed to advancing the Party's ideological and theoretical development, achieving remarkable results in scientific research, theoretical interpretation, and service to practice. First, scientific research has yielded even more fruitful results, providing academic support for driving the Party's theoretical innovation. A vast body of theoretical workers has focused their research on classic Marxist texts, fundamental Marxist theories, and the latest achievements in the Sinicization and modernization of Marxism; in doing so, they have produced a collection of high-caliber, exemplary works that have played a pivotal role in elevating the level of Marxist theoretical understanding throughout the entire Party and the theoretical community. Second, the research and interpretation of the Party's innovative theories have deepened significantly, providing a crucial guarantee for enhancing the effectiveness of theoretical study and publicity. The development of the Marxist theory discipline has consistently prioritized its vital role in rallying hearts and forging souls. Through systematic and academic research into Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era—specifically by focusing on its historical context, scientific framework, spiritual essence, practical requirements, and original contributions—scholars have gained profound insights into its underlying principles, academic foundations, and philosophical underpinnings. This process has facilitated the internalization, deepening, and practical application of the Party's innovative theories, thereby enhancing the pertinence and efficacy of their study and dissemination. Third, by focusing on major issues arising from the practice of Chinese modernization, the discipline provides intellectual support for the advancement of the cause of socialism with Chinese characteristics. The development of the Marxist theory discipline has consistently maintained a distinct practical orientation, employing Marxist stances, viewpoints, and methodologies to conduct continuous, in-depth research into major issues concerning the development of the Party and the nation, thereby providing theoretical guidance for the practice of socialist modernization.
The disciplinary system has reached a state of increasing perfection, effectively solidifying the leading role of the Marxist theory discipline. Over the past decade—driven by the deepening and expansion of disciplinary development—the field of Marxist theory has achieved substantial progress in terms of layout optimization, scale expansion, platform construction, and institutional standardization. First, the disciplinary layout has undergone continuous optimization. Following several rounds of adjustments, the various sub-disciplines (secondary disciplines) nested under the primary discipline have coalesced into a scientifically rational layout comprising six distinct sub-disciplines—a structure characterized by clear positioning, structural integrity, and mutual support. Second, the scale of the discipline has expanded significantly. After more than 20 years of development—and particularly over the last decade—the discipline of Marxist theory has emerged as one of the leading academic fields in China, boasting the widest geographical distribution of academic programs, the largest contingent of faculty and researchers, the largest student enrollment, the broadest social influence, and the most prolific academic output. Third, platform-based support mechanisms have been comprehensively strengthened. The development of key national-level Marxist Academies is advancing in depth. Platforms such as Key Research Bases under the Ministry of Education, Collaborative Innovation Centers, and Research Centers (or Institutes) for Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era are working in concert. Together, they support a vast academic community characterized by well-structured talent echelons, thereby providing robust organizational backing for the development of the discipline. Fourth, disciplinary management mechanisms are becoming increasingly refined. Institutional norms—such as standards for the accreditation of degree-granting programs and indicator systems for disciplinary evaluation—are becoming ever more comprehensive, fostering a virtuous pattern of development that combines coordinated national guidance with autonomous development initiatives by individual universities. The attainment of these achievements has enabled the discipline of Marxist Theory to establish a comprehensive and efficiently functioning institutional framework, laying a solid foundation for it to fulfill its leading role within China’s system of philosophy and social sciences with Chinese characteristics.
By continuously enhancing the practical effectiveness of education, the discipline has achieved remarkable results in supporting the development of Ideological and Political Theory Courses (IPTCs). Over the past decade, the discipline of Marxist Theory has consistently regarded the support of IPTC development as a core mission; consequently, it has made significant strides in terms of developmental philosophy, reform and innovation, pedagogical methods, and educational outcomes. First, the philosophy guiding IPTC development has undergone continuous elevation. This evolution ranges from the strategic positioning of IPTCs as "key courses for fulfilling the fundamental mission of cultivating virtue and nurturing talent," to the articulation of the underlying principle that "the essence of IPTCs lies in reasoning," and finally to the conceptualization and implementation of the "Grand IPTC" initiative. These developments provide fundamental guidance for advancing IPTC development in the new era. Second, reform and innovation within IPTCs have advanced in depth. The course "Introduction to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" has been comprehensively introduced across universities, secondary schools, and primary schools nationwide; standardized textbooks have been published and distributed; and the integrated development of IPTCs across all educational levels—from primary school through university—continues to progress, resulting in the simultaneous enhancement of quality across course curricula, teaching materials, and pedagogical practices. Third, pedagogical methods for IPTCs are undergoing constant innovation. Methods such as case-based teaching, situational teaching, and flipped classrooms are now widely employed; furthermore, digital technologies—including virtual simulation, big data, and artificial intelligence—have been deeply integrated into instructional practices. The "Grand IPTC" initiative has effectively expanded the educational sphere beyond the traditional classroom setting and into society at large. Fourth, the educational effectiveness of IPTCs has seen significant improvement. Through the meticulous establishment of practical teaching bases, the continuous organization of training workshops for core IPTC faculty, and the innovative hosting of collective lesson-preparation sessions for university IPTC instructors nationwide, the relevance and practical efficacy of ideological and political education in higher learning institutions have been tangibly enhanced. Optimizing the Construction of the Talent Pool to Fully Unleash the Intrinsic Momentum of Disciplinary Development. The talent pool constitutes the primary resource for disciplinary development. Over the past decade, the discipline of Marxist Theory has exerted concerted efforts in both talent pool construction and talent cultivation, thereby providing a robust human resource guarantee for the discipline's sustainable development. First, the talent pool within the Marxist Theory discipline has continued to expand. The number of full-time researchers has steadily increased; meanwhile, the composition regarding educational background, age, academic lineage, and professional titles has undergone significant optimization. A cohort of leading scholars and young-to-middle-aged academic stalwarts has emerged, accelerating the formation of a high-caliber research team characterized by firm convictions, solid theoretical foundations, sufficient numbers, and an optimized structure. Second, talent cultivation efforts across all educational levels have yielded remarkable results. The structure of talent cultivation within the discipline has been continuously optimized, establishing an integrated system spanning undergraduate, master’s, and doctoral levels. This system ensures the continuity, professionalization, and progressive advancement of talent cultivation, thereby steadily enhancing its overall quality. Third, a virtuous cycle of mutual reinforcement has been achieved between talent cultivation and talent pool construction. Through the implementation of initiatives such as the "Special Support Plan for Cultivating Reserve Teachers for Ideological and Political Theory Courses in Higher Education" and the "Special Plan for In-Service Doctoral Studies for Core Staff in University Ideological and Political Work," the discipline has supplied a vast number of outstanding professionals to support both classroom instruction in ideological and political theory and grassroots-level ideological and political work within universities. This virtuous cycle—in which talent cultivation and talent pool construction mutually reinforce one another—injects inexhaustible momentum into the discipline's sustained prosperity and development.
Opportunities and Challenges Facing the Development of the Marxist Theory Discipline
In this new era and on this new journey, the development of the discipline of Marxist theory faces both unprecedented opportunities and challenges that cannot be ignored. Accurately assessing these opportunities and challenges is a crucial prerequisite for driving the discipline toward high-quality development through a process of upholding fundamental principles while innovating.
Regarding opportunities, a convergence of favorable factors—such as the expansion of the discipline’s mission, enrichment through great practical endeavors, shifts in the global order, and the empowering role of digital technology—has created vast space for the further development of the Marxist theory discipline.
First, there is the opportunity for strategic leadership arising from the expansion of the discipline's mission. This trajectory of establishing the discipline's leading role within the system of philosophy and social sciences with Chinese characteristics is evident in a series of key developments: the 2015 directive from the General Offices of the CPC Central Committee and the State Council calling for "enhancing the leading role of the Marxist theory discipline and implementing a 'pilot program' to guide its development"; General Secretary Xi Jinping’s 2016 emphasis—at the symposium on philosophy and social sciences—on "upholding the guiding position of Marxism in China’s philosophy and social sciences"; and the 2017 CPC Central Committee document calling for "consolidating the foundational status of Marxist theory as a primary discipline and strengthening the development of Marxism-related disciplines across all fields of philosophy and social sciences." In particular, the call to "accelerate the construction of an autonomous knowledge system for Chinese philosophy and social sciences" has further broadened the functional positioning and mission of the Marxist theory discipline, providing strategic direction for planning its development from a higher vantage point and with a broader vision.
Second, opportunities for theoretical innovation arising from magnificent practical achievements. Practice serves as the foundation of theory. Major theoretical innovations in Marxism are often distilled and elevated from the summation of practical experiences. The great practice of Chinese modernization in the new era—along with the full demonstration of the institutional strengths of China—has provided the discipline of Marxist theory with a wealth of empirical material and new points for theoretical growth; consequently, the conditions are now more mature than ever to "use Chinese reasoning to effectively summarize Chinese experiences, and to elevate those Chinese experiences into Chinese theories."
Third, opportunities for international communication arising from the realignment of the global order. As the "profound changes unseen in a century" accelerate across the world, the international community’s attention toward Chinese theories, the Chinese path, and Chinese solutions continues to rise, and the global demand for studying and drawing upon Marxism that has been adapted to the Chinese context and the contemporary era is growing steadily. This presents the discipline of Marxist theory with unprecedented historical opportunities to venture beyond national borders, effectively tell China's story, and enhance its international academic influence.
Fourth, opportunities for innovative development empowered by digital technologies. A new round of technological revolution and industrial transformation—exemplified by big data, artificial intelligence, and blockchain technologies—is profoundly reshaping the modes of production, lifestyles, and ways of thinking within human society. The rapid advancement of digital technology has provided powerful technical support for the digitization and organization of classic texts, the innovation of academic research paradigms, the intelligent transformation of instructional models for ideological and political courses, and the precise dissemination of theoretical concepts; in doing so, it has opened up entirely new avenues for the high-quality development of the discipline of Marxist theory.
At the same time, amidst its rapid expansion, the discipline of Marxist theory has accumulated a number of entrenched challenges that urgently require resolution, while also confronting a host of emergent issues stemming from the shifting global landscape, historical trajectory, and contemporary era.
First, discipline development urgently needs to pivot from mere scale expansion toward quality enhancement. The rapid proliferation of academic programs has, to a certain extent, resulted in uneven standards of development; issues characterized by being "large in scale but weak in substance" and "numerous but lacking in excellence" persist within certain spheres. Furthermore, some localities and universities exhibit a tendency to prioritize form over substance—and to focus on showcasing achievements rather than addressing underlying problems—in their efforts to build the discipline.
Second, discipline development urgently needs to transition from a model of sporadic breakthroughs to one of balanced, coordinated growth. Significant disparities exist in the level of Marxist theory discipline development across different regions and different tiers of universities; specifically, the imbalance in development between the eastern and the central-western regions, as well as between key universities and general universities, remains a prominent issue, and the allocation of development resources requires further optimization.
Third, discipline development urgently needs to evolve from a model reliant on external safeguards and conditions toward one driven by the proactive initiative and agency of the discipline itself. Discipline development cannot rely solely on external policy support and resource inputs; ultimately, it must be self-reliant. Influence and standing are earned through proactive engagement; the discipline of Marxist theory can only truly validate its leading status if it makes tangible efforts to build a robust and high-caliber academic workforce.
Fourth, the discipline faces a challenge regarding insufficient innovative capacity. Currently, research within the discipline of Marxist theory suffers from a significant degree of homogenization; the capacity to articulate political concepts through academic discourse—and to generate theoretical innovations grounded in practical experience—still requires improvement. Confronted with the accelerating pace of real-world transformation, theoretical research has, to some extent, lagged behind in its responsiveness. Consequently, the tension between the theoretical supply provided by the discipline and the demands of practical development is becoming increasingly pronounced, revealing a certain inadequacy in the discipline's capacity to both "interpret the world" and "change the world."
Fifth, the paradigm shift required to align the discipline with the advancements of digital technology remains a process that calls for further acceleration and advancement. The rapid advancement of digital technologies has necessitated a comprehensive transformation of the research paradigms, pedagogical models, and dissemination methods within the discipline of Marxist theory. However, the discipline’s overall progress regarding digital transformation currently lags behind; the reconstruction of research paradigms in the context of artificial intelligence remains in its nascent stages; the deep integration of digital technologies with ideological and political education courses has yet to be effectively implemented; and innovative modes of academic discourse—adapted to the communication dynamics of the AI era—still require exploration. Accelerating the digital transformation and paradigmatic reconstruction of the discipline has thus become an urgent imperative for its high-quality development.
**Adopting a Multi-pronged Approach to Advance the High-Quality Development of the Marxist Theory Discipline**
"This is an era that demands theory—and is certain to generate it; it is an era that demands ideas—and is certain to generate them. We must not fail this era." As we continue to advance the development of the Marxist theory discipline from a new historical starting point, we must objectively analyze the new circumstances confronting its construction, uphold the principles of "upholding integrity while pursuing innovation," and steadfastly pursue a path of high-quality, substantive development.
**Uphold integrity while pursuing innovation, and leverage original research to elevate the study and interpretation of the Party’s innovative theories to new heights.** We must adhere to the correct orientation for disciplinary development and prioritize key areas of construction. We must consistently place the study, research, dissemination, and implementation of *Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era* at the absolute forefront of our efforts. We must conduct in-depth research into its scientific system, core essence, and practical requirements, with a particular focus on elucidating the original contributions and fundamental theoretical principles embedded within it. We must enhance the systematic and theoretical rigor of our research and interpretation, consciously adopting the "Two Integrations" as our methodological guide. Rooted in the profound theoretical foundations of Marxist classics, we must advance the construction of the disciplinary system through the organic unity of historical, theoretical, and practical logic, thereby accelerating the establishment of an independent knowledge system for the Marxist theory discipline. Furthermore, we must foster innovation in academic discourse, employing accessible and lucid language to convincingly articulate the underlying principles, theoretical tenets, and philosophical insights of the Party’s innovative theories, thereby powerfully ensuring that these theories take deep root in the hearts and minds of the people.
**Strengthen disciplinary leadership, and leverage the high-quality development of the Marxist theory discipline to foster the flourishing of philosophy and social sciences with Chinese characteristics.** We must deeply understand and fully grasp the duties and mission of the Marxist theory discipline. By achieving high-quality development within our own discipline, we can provide directional, theoretical, and methodological guidance to other disciplines within the philosophy and social sciences, thereby ensuring that the construction of the entire philosophy and social sciences sector consistently adheres to scientific guiding ideologies and correct political stances. Specifically, on the one hand, we must continuously enhance the level of discipline development itself—striving to construct a more comprehensive disciplinary framework, an academic system driven by independent innovation, and a discourse system that bridges Chinese and global perspectives. By comprehensively bolstering disciplinary strength and academic influence, we aim to lay a solid foundation for the discipline to fulfill its leading role. On the other hand, we must fully leverage the discipline’s catalytic and pivotal functions, strengthen the sense of academic community, and coordinate the "five major forces" to ensure their concerted efforts. We must explore new models of interdisciplinary "organized research"—using the "arrow" of Marxism to strike the "target" of China in the new era—and, through the collaborative efforts of multiple disciplines, explore new paradigms for research in philosophy and social sciences with Chinese characteristics, thereby driving high-quality disciplinary and the the overall flourishing of philosophy and social sciences.
We must remain problem-oriented, fostering a heightened disciplinary consciousness regarding the need to address major issues in state governance and human development. The times are the mother of ideas. "An era of great social transformation is invariably an era of great development for philosophy and social sciences." Against the backdrop of accelerating technological iteration and intensifying great-power competition, the discipline of Marxist theory must deeply grasp the pulse of the times, analyze and assess the new situations and problems emerging in practice, and drive theoretical innovation through the resolution of real-world issues. Specifically, we must adapt to the transformations of the era by optimizing and innovating theoretical paradigms for interpreting and changing the world—refining development concepts, goals, and pathways—to confront reality and respond to the times with a sharper problem-consciousness. We must focus on major issues arising within the process of Chinese modernization, leveraging high-quality think-tank research to provide effective theoretical support and powerful spiritual strength for the realization of a strong nation and national rejuvenation. Furthermore, we must keenly grasp the profound impact of the convergence of technological revolution and the transition from industrial to digital civilization, actively addressing the major theoretical and practical challenges of this civilizational shift to consolidate the guiding position of Marxism in the ideological sphere within the era of digital civilization.
We must remain true to our original mission of educating people, translating theoretical and disciplinary strengths into tangible educational outcomes within university ideological and political courses. The key pathway here lies in supporting the development of ideological and political courses through high-quality disciplinary construction, thereby driving the substantive, high-quality development of these courses. In terms of educational content, we must ensure that the development of ideological and political courses proceeds in tandem with the effort to arm students with the Party's innovative theories; by drawing upon the latest disciplinary research findings, we can ensure new achievements in the mission of using the Party's innovative theories to shape students' souls and minds. In terms of the educational framework, we must coordinate and advance the integrated development of ideological and political education across primary, secondary, and tertiary institutions, constructing a comprehensive "Grand Ideological and Political Education" framework—centered on *Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era*—that features both vertical continuity and horizontal synergy, thereby forging a powerful collective force for cultivating the new generation of the era. In terms of educational methods, we must align with the demands of the digital civilization era by driving the intelligent upgrading of teaching methodologies and platforms, leveraging digital technologies to empower faculty development, enhancing teachers' capabilities and proficiency in utilizing new technologies for instruction, and cultivating students' fundamental digital literacy. In summary, we must leverage the disciplinary system to underpin the curriculum system, utilize the academic system to solidify the textbook system, and employ the discourse system to empower the pedagogical system, thereby truly translating disciplinary strengths into educational and instructional advantages.
We must broaden our global horizons and continuously enhance the international voice and influence of our discipline. Against the backdrop of an era characterized by accelerating transformations—changes of a magnitude unseen in a century—the discipline of Marxist Theory must engage in global academic dialogue with a more proactive and assertive stance. Regarding the dissemination of theory, we should focus on constructing an academic discourse system that bridges Chinese and international perspectives, distilling distinctive concepts that are readily understood and accepted by the international community, and thereby enhancing the explanatory power and appeal of Chinese theory on the global stage. Regarding mutual academic learning, we should adopt an open and inclusive academic mindset to scientifically identify and critically assimilate research findings from foreign philosophy and social sciences, treating their constructive elements as valuable nourishment for the development of our own discipline, and thereby broadening our theoretical horizons through deepened international academic exchange and cooperation. Regarding contributions to civilization, we must act with a global vision and a profound sense of mission and responsibility; grounded in the successful practice of Chinese modernization, we must contribute Chinese wisdom and Chinese solutions to the advancement of the global modernization process.
